(Chinhphu.vn) - On May 6, the Department of Legal Education and Dissemination and Legal Aid (Ministry of Justice) held a conference on Legal Support for Small and Medium Enterprises.

The conference was attended by representatives of ministries, branches and associations. Delegates assessed the implementation of Decree 55/2019/ND-CP dated June 24, 2019 of the Government on legal support for small businesses.

The draft report summarizes 6 years of implementing Decree 55/2019/ND-CP dated June 24, 2019 of the Government on legal support for small enterprises and shows that, after 5 years of implementing the Decree, within the scope of management, ministries, central agencies and provincial-level local authorities have issued plans, directives, instructions... to deploy legal support for enterprises.

Some localities have actively and proactively developed and implemented projects, topics, programs, and plans to provide legal support for businesses; issued resolutions regulating local spending levels for legal support for businesses, and regulations on coordination of legal support for businesses.

The Ministry of Justice has built and operated a legal support website for small and medium-sized enterprises under the Ministry of Justice's electronic information portal with many new features and practical utilities (online surveys, Q&A and online consultation, livestream, Facebook/Youtube/Zoom...).

However, feedback also shows that the above decree has revealed shortcomings, such as not creating a legal basis for small and medium-sized enterprises to access the State's support policies in a timely and convenient manner according to regulations.

Currently, there are no regulations on priority legal support for small and medium-sized enterprises in remote areas, ethnic minority areas, women-owned enterprises, enterprises creating social impacts... Decree 55/2019/ND-CP also does not cover more than 5 million individual business households - a large force but still limited in potential.

In addition, most ministries and sectors have not yet announced their network of legal consultants; support costs are still low, and procedures are cumbersome. Therefore, it is necessary to improve institutions, clearly define the responsibilities of relevant agencies, expand beneficiaries, issue a general legal support mechanism and give specific priority to each group in accordance with the Party and State's guidelines and policies.

Director of the Department of Legal Dissemination,Education and Legal Aid Le Ve Quoc emphasized that it is necessary to issue a new Decree to replace Decree No. 55/2019/ND-CP to better suit the practical situation. At the same time, it is necessary to further specify the responsibilities of ministries and branches in accompanying, supporting and removing difficulties for businesses, especially small and medium enterprises.

Thereby, contributing to improving the legal capacity of enterprises, helping enterprises develop as directed and guided by the Party and State's policies, especially in the context of Resolution 68-NQ/TW of the Politburo on private economic development that has just been issued.
