Need to remove "barriers" in disbursing public investment capital

In the first months of 2025, the disbursement rate of capital for basic construction has had many positive changes compared to the same period last year. However, according to the assessment of the Provincial People's Committee, the amount of capital disbursed from works and projects has not yet reached the set plan due to many "barriers".

Although the Provincial People's Committee, departments, branches and localities have implemented many solutions to accelerate the disbursement of public investment capital. However, this work in the first months of 2025 has not yet reached the set plan. According to the report of the Department of Finance, by April 30, 2025, units had disbursed more than VND 1,384 billion (equal to 20.4% of the plan). Of which, the central budget has disbursed more than VND 1,015 billion (19.6% of the plan); the local budget has disbursed nearly VND 369 billion (23% of the plan).

According to Director of the Department of Finance Vo Ngoc Tuyen, the disbursement rate of public investment capital has not reached the set plan due to many reasons, including a number of newly started projects in the 2024 plan, in 2025 they are in the process of completing the paid volume of the 2024 plan; a number of completed projects that have been handed over and put into use are arranged in the 2025 plan, currently the investors are completing the procedures for approving project settlement and warranty work, so they have not disbursed. In addition, in the 2025 plan, there are a number of newly started projects that are in the process of bidding for construction and installation, so there is no volume to disburse; the adjustment of planning and land use plans is still slow.

It is worth mentioning that the coordination between the investor and the local government to carry out site clearance compensation has not been really active; site clearance compensation, support and resettlement work is still slow to be implemented due to some problems such as: determining the legality of land records, lack of resettlement land, people still have complaints about compensation prices and resettlement policies...

Mr. Vu Van Hung, Chairman of Buon Ma Thuot City People's Committee, shared that currently, the basic construction investment work in the area is facing many obstacles in site clearance. For example, on Ton Duc Thang and Phan Huy Chu streets, people's land located within the traffic boundary but not included in the land use right certificate is compensated 0 VND, so no one accepts it. The local government has implemented many solutions, including propaganda and mobilization, but people still do not agree and cannot enforce because this issue requires the Provincial People's Committee to give opinions. Not to mention, for house structure demolition, current regulations do not clearly state how compensation must be paid if only half of the house is demolished.

Also facing difficulties in site clearance, Mr. Nguyen Cong Van, Vice Chairman of the People's Committee of Cu M'gar district, said that currently, the Ho Chi Minh Road construction investment project, the eastern bypass of Buon Ma Thuot city, still has 13 households at the beginning of the route (the section passing through Cuor Dang commune, Cu M'gar district), who have not agreed to the site clearance compensation plan, although the government has implemented many propaganda and mobilization solutions. Because there is no land, the next steps of the project in this section cannot be implemented.

Not only are there problems with site clearance, the current shortage of construction sand in the province is affecting the progress of many projects. According to reports from many localities such as Buon Ma Thuot City, Cu M'gar District, and Krong Bong District, the supply of construction sand in the area is not enough to serve the projects. Many contractors of large projects cannot even buy sand.

Regarding this issue, Mr. Hoang Van San, Deputy Director of the Department of Agriculture and Environment, said that currently in the province, there are 21 sand mines licensed by the Provincial People's Committee, with a total annual exploitation capacity of 586,000 m3. Licensed sand mines are mainly concentrated in some districts such as: Krong Bong, Lak, Krong Nang... Only in Cu M'gar district and Buon Ma Thuot city, there is no such resource.

According to information from sand mining enterprises, the reason for the lack of sand is that the river water level has decreased, so boats cannot move to exploit. In addition, boats with expired inspections are not qualified to operate according to regulations on inland waterways. This is one of the reasons leading to the scarcity of sand, and the price of sand has also increased. "Currently, the price of sand on the market has increased by nearly 20%, many contractors cannot transport sand due to the phenomenon of "hoarding goods to raise prices", Mr. San added.

According to Mr. Pham Xuan Thuy, Deputy Director of Joint Stock Company 484 - a contractor currently constructing Component Project 2, Khanh Hoa - Buon Ma Thuot Expressway (Phase 1), the section through Krong Bong district, the sand mines of Krong Bong district are only enough to supply civil works and other local construction projects. While the demand of Component Project 2 is about 750,000 m3, the licensed mine of this project in Cu Dram commune (Krong Bong district) is not able to supply enough (only 250,000 m3). Up to this point, Component Project 2 is still short of about 400,000 m3. In addition, some mines are too far from the project, increasing construction costs and reducing the project's investment efficiency. The supply of sand materials for Component 2 Project has the potential risk of supply shortage, affecting the construction progress of contractors.
