Can Tho: Urgently implement the conclusion of the Government Inspectorate on land

Previously, on April 24, the Government Inspectorate (GIA) announced Inspection Conclusion No. 138/KL-TTCP on the inspection of planning and implementation of construction planning, construction investment management and land management and use for 2015-2022 in Can Tho City.

In the Inspection Conclusion, the Government Inspectorate highly appreciated the planning and implementation of construction planning, construction investment management and land management and use of Can Tho City in the period of 2015-2022, which were carried out by the People's Committee of Can Tho City in accordance with regulations, achieving many positive results, promoting economic and social development according to the set goals. However, in addition to the achieved results, the conclusion also pointed out and required to rectify and overcome the shortcomings and limitations in planning and implementation of construction planning; state management of construction investment and land management and use.

Immediately after the Government Inspectorate issued the Inspection Conclusion, the Chairman of the People's Committee of Can Tho City issued Plan No. 103/KH-UBND to implement the conclusion. The Chairman of the People's Committee requested that departments, branches and localities urgently and seriously implement it, with the deadline for completion in June 2025. Periodically, before the 10th of each month, reports on implementation results must be sent to assigned agencies and units and the City Inspectorate for synthesis. The City Inspectorate is responsible for monitoring, urging implementation, advising the People's Committee of Can Tho City to report to the Government Inspectorate according to regulations...

Accordingly, the Chairman of the People's Committee of Can Tho City assigned the Department of Construction to review the statute of limitations for handling administrative violations, prepare a record of handling violations against investors in inspected planning projects; urgently advise the People's Committee of Can Tho City on synchronous solutions to direct the removal of difficulties and obstacles and speed up the progress of the Kenh Ngang Bridge investment project on Provincial Road 922, ensuring investment efficiency, avoiding wasting resources for the city's development investment; urgently urge the recovery of 20% of the land fund for social housing for 3 investment projects according to regulations.

In addition, the Department of Finance is responsible for advising the People's Committee of Can Tho City to recover to the State budget the amount of VND 463,864 billion and deduct when finalizing the project with the amount of VND 2,542 billion due to violations in construction investment and land management and use in the Appendices No.: 17/CT; 23/CT; 26/CT; 27/CT and 31/CT KLTT; urge investors of 7 projects that have not yet made deposits to immediately pay the deposit amount of VND 193,056 billion according to Appendix No. 12/CT KLTT...

The Decision also emphasizes: The Management Board of Can Tho Export Processing and Industrial Zones shall preside over, inspect and review: the sub-leasing of land and the collection of land rents by investors in the infrastructure business of the Industrial Park (inspecting the sub-leasing of land by investors in the infrastructure business of the Industrial Park at 04 Industrial Parks for secondary investors, the land use situation at Hung Phu I Industrial Park invested by Saigon - Can Tho Industrial Park Joint Stock Company). During the inspection and review process, if there are signs of violations, it is recommended to transfer to the competent authority for handling in accordance with the provisions of law.
