
Speaking at the discussion, the majority of National Assembly deputies highly appreciated the efforts of the Government, the Prime Minister, ministries, branches, localities and the business community in implementing the 2025 state budget, achieving very impressive results.
Delegate Tran Van Tien (Phu Tho Delegation) said that the allocation and use of capital sources have many innovations, limiting scattered investment, contributing to improving investment efficiency. State budget revenue increased, of which domestic revenue increased by 23.5% of the estimate, many revenue items increased such as revenue from land use fees, dividends, after-tax profits, revenue from non-state economic sectors, balanced revenue from import-export activities...

Delegate Tran Van Lam (Bac Ninh delegation) affirmed that financial resources are of utmost importance, the basis for building and implementing socio-economic development plans. These resources come mainly from taxes, from the internal results of the economy, while our country's economy cannot always be predicted to have effective enough response measures to the complex developments of related influencing factors.
Therefore, delegates suggested that when building the budget estimate, it is necessary to consider ensuring a high safety factor, avoiding a lack of resources to carry out tasks.
“In addition to establishing revenue estimates, it is also necessary to establish expenditure estimates immediately. Expenditure estimates must also be built synchronously and correspondingly to have a plan to arrange the use of excess revenue sources for tasks and projects according to the priority order established from the beginning. This will improve the efficiency of budget use and reduce concerns about high and low levels in the preparation and approval of annual budget estimates,” said delegate Tran Van Lam.

To promote the efficiency of capital use in state-owned enterprises, delegate Tran Hoang Ngan (Ho Chi Minh City delegation) suggested that the Government should review projects and have a priority order; pay more attention to creating a sufficiently open institution to encourage corporations and state-owned enterprises to improve business efficiency; consider arranging human resources of corporations and state-owned enterprises in an effective direction; review public assets and public land to reduce pressure on the state budget...
Pointing out that the increase in budget revenue in recent years is mainly due to a number of situational factors that have not yet formed a long-term driving force; new revenue sources from the digital economy, e-commerce, and cross-border services have not been effectively exploited, delegate Ha Sy Dong (Quang Tri Delegation) suggested that it is necessary to shift the focus from revenue collection to consolidating sustainable revenue collection by reforming tax policies, improving revenue management, preventing revenue loss associated with nurturing long-term revenue sources.

Delegate Le Dao An Xuan (Dak Lak Delegation) proposed that the Government promptly announce the capital level of the 2026 public investment plan so that localities can proactively develop plans according to general requirements; promptly announce the deadline and capital level to each locality, and at the same time, promptly issue regulations on principles, criteria, and norms for allocating the medium-term public investment plan for the 2026-2030 period.
In particular, delegates proposed considering promoting decentralization and delegation of power to localities to proactively implement investment tasks from the central budget to support goals, in accordance with the development requirements of each locality in the coming period.
