According to Mr. Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment, the project was granted an investment certificate by the province in 2011, with a design capacity of 50 tons/day, and the waste treatment area is in Tan Phu district (old). During the operation, the factory had an impact on the environment, so the province temporarily stopped to fix the existing problems. The process of fixing took a long time, and waste from Tan Phu district (old) was transferred to Dinh Quan district (old) for treatment.
Currently, the People's Committee of Tan Phu commune has included the above land in the planning for perennial tree planting, with the plan to form a public green area. If this planning is implemented, the land must be reclaimed and the investor's project must be terminated.

Explaining at the meeting, Mr. Nguyen Hoai Nam, General Director of Da Loc Construction - Trading Joint Stock Company, said: When the project was put into operation, it met the conditions of land, construction and environment, but then an incident arose. The factory's suspension of operations for many years caused difficulties for the enterprise, machinery deteriorated, and investment assets were depreciated. The enterprise had made recommendations but had not received instructions on how to handle it completely.
At the meeting, Mr. Nam proposed that the Provincial People's Committee and departments and branches agree on three contents: Directions for handling the project, whether it is allowed to continue operating or terminate; cost support mechanism if the project is revoked before the approved deadline; possibility of adjusting investment targets (switching to high-tech agricultural projects or processing agricultural by-products) to reduce resource losses.

Speaking at the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang assigned the People's Committee of Tan Phu commune to review the land use planning, then report to the Standing Committee of the Party Committee and the Executive Committee of the Commune Party Committee to determine the development orientation of the area, to build green parks or economic development projects. On that basis, report back to the Provincial People's Committee for implementation, and at the same time adjust the construction planning accordingly.
Enterprises coordinate with localities to unify land use purposes, ensuring harmony of interests between the State and investors.
