According to VietNamNet reporters, on the night of May 6 and early morning of May 7, the disguised 141 Police force of the Hanoi Police discovered dozens of cases of "crazy drivers" driving recklessly and causing chaos in the area of the Hanoi Opera House.
Throughout the night of May 6, all 7 Police Teams 141 operated openly and in combination in the areas of Hoan Kiem, Hai Ba Trung, Dong Da, Tay Ho districts... to deal with "crazy drivers" who swerved, swerved, and revved their engines, disturbing public order.
From 9:00 p.m., the Y9/141 Undercover Police Team led by Captain Nguyen Hai Anh began their mission.
In Hoan Kiem district, it was determined that the area around the Opera House often has young people gathering, driving recklessly, weaving, and revving their engines. Captain Nguyen Hai Anh, Head of the Y9/141 Interdisciplinary Working Group, instructed members to focus on suppressing subjects showing signs of disturbing public order.
After a few minutes of assigning tasks to each member, the Y9/141 Joint Task Force, including Traffic Police, Criminal Police, and Mobile Police, used patrol motorbikes to blend into the traffic to closely follow the subjects.
10 minutes later, at the Phan Chu Trinh - Hai Ba Trung intersection, the Y9/141 Joint Working Group discovered a group of people driving 10 - 20 motorbikes at high speed, weaving through many streets, so they followed. When they arrived at 1 Tran Khanh Du, the working group stopped 3 motorbikes in the group for inspection. Notably, all 3 male teenagers driving the vehicles were not wearing helmets, and were all in 10th grade.
NXH (born in 2007, residing in Hoang Mai, Hanoi) driving a motorbike with license plate 29H2-272.XX admitted that driving a motorbike while underage was wrong. He also admitted that he drove at high speed, weaving in and out of traffic, endangering other road users.
The working group handed over the subject and vehicle to Phan Chu Trinh Ward Police to continue the investigation and clarification.
At 9:45 p.m., the Working Group continued to detect a group of 8-10 motorbikes, weaving in and out of traffic from Phan Chu Trinh, Ly Thai To, Le Lai, Tran Khanh Du streets, to Dike 401, where they stopped a motorbike carrying 2 young men.
It is worth mentioning that after discovering that the police were following them, these two young men continuously accelerated, swerved, and raised their hands to provoke the police on duty.
At the police station, N.D.T. (born 2006, residing in Bac Tu Liem, Hanoi) admitted all of his actions.
“In the evening, my friends invited me to go out to play. While I was driving, I saw a group of cars speeding and weaving in and out of traffic, so I followed them for fun. I realized that my behavior was wrong,” said N.D.T.
Not only do they drive at high speed, weave, and zigzag, the "crazy drivers" also remove the exhaust pipes to make a loud noise, startling passersby. Specifically, in the case of D.VC (born in 2005, residing in Thanh Oai, Hanoi), driving a motorbike 29Z1- 427.XX. C. removed his exhaust pipe and gave it to his friend sitting behind him to hold, then drove around the Hanoi Opera House many times to "perform".
The subjects causing public disorder around the Hanoi Opera House were not only young men but also women.
At 0:00 on May 7, the Y9/141 Interdisciplinary Working Group discovered a male and female couple riding a motorbike without a license plate, continuously weaving and swerving on the road.
After being arrested, the young man PVH (9th grade student, residing in Khoai Chau, Hung Yen ) said that because he wanted to experience the thrill of joining the zigzagging convoy, H. drove his girlfriend 33km from Hung Yen to Hanoi to participate.
At nearly 1:00 a.m., the Y9/141 Interdisciplinary Working Group handed over 5 motorbikes and 10 subjects to the police of Trang Tien, Phan Chu Trinh, and Chuong Duong wards for further investigation and handling.
Captain Nguyen Hai Anh, Head of the Y9/141 Joint Working Group, said that the young men and women were very young, had not yet thought clearly and lacked familyeducation , so they drove very fast. On the road, these cases swerved, swerved, and ran red lights, endangering both pedestrians and the Working Group when they discovered them.
“We have to follow the subjects, choose the right route and time to be able to stop their vehicles,” said Captain Nguyen Hai Anh.
Explaining why the area around the Hanoi Opera House often becomes a place where groups of teenagers gather to drive recklessly, the Head of the Y9/141 Interdisciplinary Working Group said that because the roads in this area are wide and open, there are many people gathered to cheer, so the subjects are very excited to "perform".
