Traffic police will revoke the right to use vehicle papers of drivers who violate VNeID

From July 1, Circular 28 amending and supplementing a number of articles of Circular 32 and Circular 24 officially took effect. Notably, people will be able to present information and documents related to the driver and vehicle to the traffic police force for inspection and processing via the VNeID application.

Also according to this new circular, during the handling process, if the violator presents documents via VNeID, the authorities will temporarily detain the documents in the electronic environment.

Specifically, at point g, clause 2, article 21 stipulates: In case documents related to people and means of transport have been integrated and updated in the electronic identification card, electronic identification account on the National Identification Application (VNeID), the database managed by the Ministry of Public Security , when temporarily holding the documents, the person with the authority to temporarily hold the documents shall temporarily hold the documents in the electronic environment, update information about the temporary holding of those documents on the administrative violation handling database system and synchronize with the National Identification Application, the database managed by the Ministry of Public Security so that violators and vehicle owners (for vehicle owners' documents) know and comply with the provisions of law on order and safety of road traffic, serving the competent authorities to inspect, control and handle violations.

Traffic police will check documents if people present them via VNeID.

Minutes and decisions of competent authorities on temporary detention and return of documents are made according to the forms prescribed by law and can be made and sent electronically on the National Identification Application (VNeID), other applications and electronic information systems when the technical conditions for implementation are met.

Also in Circular 28, the Ministry of Public Security amended and supplemented Point d, Clause 1, Article 27 on returning seized exhibits, means, and documents, and having their right to use them revoked under administrative procedures to the person being penalized.

When the document revocation period expires, traffic police officers will update on the VNeID application.

In case the document has information about being temporarily detained or having the right to use revoked on the VNeID application or the database managed by the Ministry of Public Security, the competent person shall make a decision and make a record to return the document to the person being penalized; the administrative violation handling database system shall synchronize information with the VNeID application or the database managed by the Ministry of Public Security to remove information about the temporary detention or revocation of the right to use of that document.

In addition, Circular 28 also amends and supplements Point c, Clause 2, Article 27; Point d, Clause 2, Article 27 on the basis for returning documents after the temporary detention period, removing information about temporary detention of documents on the application... to comply with new regulations.
