Spreading the "Skilled Mass Mobilization" movement, strengthening people's trust

On the morning of October 28, the Provincial Party Committee's Propaganda and Mass Mobilization Commission held a conference to summarize 5 years of implementation and commend typical examples in the emulation movement "Skilled Mass Mobilization" for the period 2020 - 2025. Attending the event were: Ms. Pham Thi Minh Xuan, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Mr. Tran Manh Loi, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Propaganda and Mass Mobilization Department; representatives of leaders from various departments, agencies, Party Committees of communes and wards; and 120 exemplary "Effective Mass Mobilization" models representing more than 11,000 models throughout the province.

Many exemplary models with clear effectiveness.

Over the past five years, the "Effective Mass Mobilization" emulation movement in the province has been widely and comprehensively implemented across all aspects of social life, closely linked to the implementation of resolutions of Party congresses at all levels and the political tasks of the locality. The Provincial Party Committee's Propaganda and Mass Mobilization Department has launched, guided, inspected, and expanded the movement, making "Effective Mass Mobilization" a true driving force for socio-economic development, Party building and the political system, and consolidating national unity.

The entire province has developed and replicated 11,182 "Effective Mass Mobilization" models, including 3,249 economic development models, 4,037 socio-cultural models, 1,447 models in the field of Party building and the political system, 1,608 models in national defense and security, and over 800 models in other fields. These models have made significant contributions to promoting socio-economic development, maintaining security and order, building cultural life, and strengthening the people's trust in the Party's leadership.

Many exemplary "Effective Mass Mobilization" models have become highlights in the province's emulation movement. Notable examples include the "Transparent and Friendly Digital Public Administrative Service Center" model, clearly demonstrating the spirit of serving the people and reforming administrative procedures; the "Women's Self-Management Group in Border and Boundary Protection" model in Pà Vầy Sủ commune, promoting the role of women in safeguarding border sovereignty ; the "Effective Mass Mobilization in Encouraging People to Donate Land for Rural Road Construction" model, contributing to infrastructure improvement; the "Community Tourism Development" model in Lô Lô Chải village, Lũng Cú commune, combining traditional cultural preservation and sustainable livelihood creation; and the "Friendly Government, Serving the People" model in many communes and wards, demonstrating a spirit of closeness to the people, listening to their opinions to better serve them.

Furthermore, the "Effective Mass Mobilization" movement is also linked to the task of building a new cultural life, eliminating outdated customs, and preserving national identity. Many highly-regarded models, such as the "Self-governing group for eliminating outdated customs in weddings and funerals" in Dong Van commune; the "Preservation of the Then and Coi folk songs of the Tay ethnic group" in Lam Binh commune; and the "Warm Home Front for Soldiers" model of the Provincial Military Command, have contributed to enriching the spiritual life, strengthening the bond between the military and the people, and maintaining security and order at the grassroots level.

The conference included a panel discussion with exemplary individuals: the "Community Tourism Development" model in Lo Lo Chai village, Lung Cu commune; public relations work in mobilizing people to clear land for the construction of the Tuyen Quang - Ha Giang expressway; and the elimination of temporary and dilapidated houses to develop an economic model based on organic Shan Tuyet tea cultivation.

The imprint of the movement and valuable lessons learned.

The five-year implementation of the "Effective Mass Mobilization" emulation movement has clearly affirmed the particularly important role and significance of mass mobilization work in the new era. Based on vibrant practical experiences at the grassroots level, the movement has become a connecting thread between the Party's will and the people's hearts, fostering a spirit of unity, consensus, and responsibility among the people of Tuyen Quang in building their homeland. Through thousands of "Effective Mass Mobilization" models, many issues arising from the grassroots have been resolved through understanding, dialogue, and joint efforts; cadres and Party members are increasingly closer to the people, understand them better, and know how to rely on them to successfully complete their tasks.

From this movement, many valuable lessons have been learned: To effectively mobilize the people, the interests and consensus of the people must be prioritized; the movement must be linked to the goals of socio-economic development, national defense and security, and Party building; the exemplary role and responsibility of cadres, especially leaders, must be emphasized; and at the same time, it is important to commend and replicate advanced models to spread the spirit of "skillful mass mobilization" in all areas of life. It is precisely because of this dedication, creativity, and exemplary conduct that the "skillful mass mobilization" movement in Tuyen Quang not only brings practical results but also strengthens the people's trust in the Party's leadership, fostering the strength of national unity – a solid foundation for the province to continue its strong progress in the new era.

He emphasized that mass mobilization work is a particularly important task in building the Party and the political system. The "Skilled Mass Mobilization" movement has spread widely, arousing the people's strength and spirit, contributing to positive changes in socio-economic development and strengthening national unity. These achievements are the result of a process of exploring, developing, and replicating successful models of mass mobilization.

The current implementation of the two-tiered local government model requires utmost attention to mass mobilization work at the grassroots level so that the people understand and cooperate with the local government. Propaganda and mass mobilization work needs a more systematic and innovative approach to meet the new demands of the current period.
