Provincial Steering Committee meeting to implement Resolution 71 on breakthrough in education and training development

On the afternoon of October 27, Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ca Mau province Huynh Quoc Viet chaired the meeting of the Provincial Steering Committee to implement Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development (Resolution 71). Vice Chairwoman of the Provincial People's Council Le Thi Nhung and Vice Chairman of the Provincial People's Committee Nguyen Minh Luan attended the meeting.

The meeting approved the draft Action Program of the Provincial Party Executive Committee to implement Resolution 71 (Action Program); working regulations of the Steering Committee; notice of assignment of tasks to members of the Steering Committee; decision to establish a Working Group to assist the Steering Committee.

Accordingly, the content of the Action Program seriously, fully and deeply grasps Resolution 71; consistent viewpoints and political determination in leadership, direction and implementation of Party committees, Party organizations and authorities at all levels for the task of developing education and training in the province. Ensure adequate investment resources for education and training; aim to complete the targets on universalizing preschool education; increase the rate of schools meeting national standards, develop high-quality vocational training facilities and complete digital education infrastructure. Resolution 71 is implemented through 08 groups of key tasks and solutions.

To gradually realize Resolution 71, the provincial Department of Education and Training has proactively implemented many related tasks, focusing on arranging the team of management staff, teachers and educational institutions in the province; implementing 2-session teaching/day, organizing boarding for public preschool and general education levels, and many breakthrough development projects to improve the quality of education and training.

At the meeting, delegates discussed, gave comments and agreed on working regulations, assigned tasks to each member of the Steering Committee; tasks of the working group; action program... Thereby, creating a basis for members of the Steering Committee and related groups to perform tasks in accordance with assigned functions and tasks.

Discussing at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan suggested that the Steering Committee must organize regular meetings to promptly resolve difficulties and problems in the process of performing tasks; at the same time, it is necessary to urgently develop a plan to implement Resolution 71 as soon as possible; focus on perfecting and innovating institutions, policies and mechanisms; promote decentralization and delegation of authority in education and training management; continue to arrange the educational apparatus as a premise for implementing the following tasks.

Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee Huynh Quoc Viet requested the working group to fully absorb the delegates' comments and contributions, complete the Action Program and working regulations of the Steering Committee. Based on the decision to assign tasks to each member, each individual must be responsible for monitoring and urging the implementation of assigned contents in accordance with their functions and tasks.

Regarding the Action Program, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ca Mau province requested to identify tasks and solutions in the spirit of "6 clear", from which to build a plan with a specific roadmap. At the same time, carefully review and pay attention to financial policies, prioritize investment resources for education development.

Regarding some contents that need to be focused on in the coming time, the Standing Deputy Secretary of the Provincial Party Committee suggested focusing on decentralization and delegation of authority in the management of infrastructure and educational facilities associated with resource allocation; focusing on perfecting policies to attract and mobilize high-quality resources in education, especially the selection and calling for good teachers to return to the locality; studying and considering integrating the National Target Program on modernization and improving the quality of education and training into the implementation of Resolution 71.

In addition, the Standing Deputy Secretary of the Provincial Party Committee proposed to promote the dissemination of Resolution 71 at all levels of Party committees, authorities and socio-political organizations to the people; raise awareness and mobilize people to join with Party committees and authorities in developing education in the province.
