At the end of 2022, the Health Protection Bureau of Daye City, Hubei Province, China, during an inspection, discovered a company with very suspicious personnel data. They had 221 employees, of which 189 were pregnant women.

In April 2023, the city police opened an investigation into the company. According to the company’s registered address on the records, the authorities went to the headquarters. From the outside, it was hard to imagine that this was a company with more than 200 employees. The entire “company” was located in a room of only about 10 square meters and no one worked inside.

To clarify the matter, the police went to the company’s employees. One of them was Ji Hua. She told the police that she had never worked for the company and did not even know that such a company existed. But someone had signed up for special insurance for her and reimbursed her 4,000 yuan (about 14 million VND) for medical expenses during childbirth.

According to Ji Hua’s recollection, after giving birth to her first child, she couldn’t find a job, and then became pregnant with her second child. She felt anxious at the thought of having a child that would cost a lot of money. But around October 2020, a “lucky turn” came to her. On the way back from her prenatal checkup, she met a man named Lao Yang.

After learning that she was pregnant, Lao Yang told her that in order to encourage childbirth, the government had introduced a policy to help pregnant women pay for free insurance, and that she would receive money after giving birth. Lao Yang was an elderly and well-known person in the area, so Ji Hua did not doubt his words.

Under the introduction of Lao Yang, she met a woman named Qiao Weiwei, the owner of Heshun Human Resources Company. This person asked Ji Hua for detailed information and helped her register for insurance. When Ji Hua gave birth, Qiao Weiwei ran back and forth to the hospital to help, and then gave her 4,000 yuan.

Kieu Vi Vi's actions made her a "living Bodhisattva" in the eyes of pregnant women like Ky Hoa. Because of the help they received, these pregnant women let their guard down. They never even thought, "Why is there such a good thing? If I don't go to work and pay for my insurance, how does this company make money?"

What Ji Hua didn't know was that she could earn more, and this was Qiao Wei Wei's real purpose in helping her.

Revealing the truth

After further investigation by the police, they discovered that most of the pregnant women insured by Hoa Thuan Company were women from rural areas and had generally low educational levels. Although they were nominally employees of the company, they had not signed any labor contracts.

What they all have in common is that they were all insured by the company... and "fired" 8 months after giving birth. During this time, they were all granted maternity benefits worth 18,000 yuan (about 63 million VND) by the company.

The maternity allowance that Qiao Weiwei received totaled more than 2 million yuan (about 7 billion VND). Most of this money was not given to the pregnant woman. Like Ji Hua, the “employees” of the Heshun company only received 4,000 yuan. The remaining amount went into Qiao Weiwei’s own pocket.

The police quickly arrested the suspect. According to her statement, she used to work in the human resources field and was familiar with the relevant policies and procedures. After learning about the maternity allowance policy, she came up with the idea of ​​establishing a company to profit from the policy for pregnant women.

To avoid being reported, Qiao Weiwei selected women from the countryside who had little education and signed a confidentiality agreement. After signing the agreement, not only did they not dare to go against Qiao Weiwei's wishes, they were also worried that she would demand compensation in return.

Lao Yang said that his niece was pregnant, which is how he learned about Qiao Weiwei. He thought it was a good thing for pregnant women to not work and get their medical expenses reimbursed. So he introduced more people to Qiao Weiwei. She promised to pay him a “commission” if she introduced a pregnant woman.

However, this company had only been established for two years, and it was difficult for Qiao Weiwei to have achieved such a scale alone. There was clearly a gang behind it. Finally, after a period of investigation, Qiao Weiwei and 11 intermediaries, including Lao Yang, were arrested by the police. The case caused a stir in Chinese public opinion because the fraud was so sophisticated and cruel.
