Gia Nghia - Chon Thanh Expressway: A driving force for development in the Southeast and Central Highlands regions.

On the morning of May 22, reporting to the National Assembly on the investment policy of the North-South Expressway Construction Project in the West, Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ), Minister Nguyen Van Thang said that according to the Plan, the expressway network includes 41 routes with a total length of about 9,014 km. To date, the country has put into operation about 2,001 km of expressways, 1,681 km are under construction, and about 805 km are being prepared for investment; of which the North-South Expressway in the East will be basically completed in 2025.

According to the plan, the Gia Nghia - Chon Thanh expressway belongs to the North - South expressway in the West. This is an important traffic axis, connecting the Central Highlands with the Southeast region, the Southwest region and Ho Chi Minh City. Minister Nguyen Van Thang emphasized that the investment in the Gia Nghia - Chon Thanh expressway will solve traffic infrastructure bottlenecks, create new space, and motivate socio-economic development, ensuring national defense and security in the Southeast and Central Highlands regions. In Resolutions No. 23-NQ/TW and No. 24-NQ/TW, the Politburo has oriented the investment in the Gia Nghia - Chon Thanh expressway before 2030.

Regarding the Project's conformity with the socio-economic development strategy and plan and related planning, Minister Nguyen Van Thang informed that the implementation of the Project investment is consistent with the 10-year socio-economic development strategy 2021 - 2030 approved by the 13th National Party Congress, the 5-year socio-economic development plan 2021 - 2025 approved by the National Assembly; consistent with the National Master Plan, National Land Use Plan, Road Network Plan, other related plans, local land use plans and targets.

Forming a key expressway connecting the Central Highlands with the Southeast region, connecting Ho Chi Minh City with the provinces of Binh Phuoc, Dak Nong, Dak Lak, Gia Lai and other localities in the region, creating new development space; exploiting land use potential, developing tourism, processing industry, mineral exploitation industry... gradually restructuring the Central Highlands economy; contributing to the successful implementation of socio-economic development goals and tasks, ensuring national defense and security in the Central Highlands, the Southeast region and the country according to the Resolution of the 13th National Congress of the Party, the Resolutions passed by the Politburo.

According to the plan, Gia Nghia - Chon Thanh expressway has a scale of 6 lanes. Investment is about 128.8 km, of which: the route passes through Dak Nong province for 27.8 km; through Binh Phuoc province for 101 km (including 2 km connecting to Ho Chi Minh road, Chon Thanh - Duc Hoa section).

To promote investment efficiency, financial efficiency, and be consistent with the ability to balance capital sources, phase 1 will be divided into 4-lane investment projects completed according to standards and regulations; site clearance will be carried out once according to the planning scale (6 lanes).

Care and adequate compensation for the people

In the report on the investment policy of the North-South Expressway Construction Investment Project, the section from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc), Chairman of the National Assembly's Economic Committee Vu Hong Thanh said that the Economic Committee found that the Project met the criteria within the authority of the National Assembly to decide on investment policies as prescribed in Article 12 of the Law on Investment under the public-private partnership model, and the Project dossier basically met the requirements in Article 16 of the Law on Investment under the public-private partnership model.

The Inspection Committee agreed on the necessity of investing in the Project for the reasons stated in Report No. 112, in order to concretize the 10-year Socio-Economic Development Strategy 2021 - 2030 and the Resolutions of the Politburo on the development of the Central Highlands and Southeast regions. The investment in the Project will gradually complete the expressway network according to the plan, opening up new development space for localities and strengthening regional connectivity in general and intra-regional connectivity in particular, creating momentum, spillover, and convenient connection with Long Thanh International Airport and Cai Mep - Thi Vai port, serving the socio-economic development of the Central Highlands and Southeast regions, helping to strengthen national defense and security.

Chairman Vu Hong Thanh said that the implementation of projects in the past time shows that the progress of land recovery, compensation, support and resettlement depends on the direction and management of local authorities. Therefore, it is recommended that the Government have drastic and synchronous solutions to direct and manage to improve the effectiveness of coordination between implementing agencies and have sanctions to attach responsibility to local authorities to ensure the progress of project completion. In addition, the number of affected households is large, so it is recommended to pay attention, issue reasonable policies and compensate adequately for people and businesses affected by the project, especially in the border areas between the two localities.
