On the afternoon of June 4, at the regular Government press conference, Tuoi Tre newspaper asked questions related to the results of implementing the Prime Minister 's directive on reviewing, cutting and simplifying administrative procedures and business conditions.
120,000 billion VND/year for administrative procedures
Responding, Director of the Government Office's Administrative Procedure Control Department Nguyen Duy Hoang said that in the first 5 months of 2025, 18 business conditions were reduced and simplified, 36 administrative procedures were decentralized, and 69 electronic administrative procedures related to population management were simplified.
Thus, the total number of procedures simplified and cut since the beginning of the Government's term to date has reached 3,241/15,801 business regulations in 275 legal documents, reaching a rate of 20.5%.
At the same time, ministries and branches have simplified 983 administrative procedures and citizen papers, reaching a rate of 91%. Decentralized the handling of 392 procedures, reaching a rate of 56%; simplified 21 judicial record procedures, reaching a rate of 49%.
Based on statistics from ministries and branches, there are 4,377 procedures related to production and business, 8,977 business conditions, 866 technical standards and regulations, and 640 reporting regimes of enterprises. Thus, the total annual cost of administrative procedures that people and enterprises must carry out is 120,000 billion VND/year.
According to Mr. Hoang, the Government's directive on cutting costs by at least 30%, business conditions by 30% and administrative procedure processing time by 30% will continue to be implemented. At the same time, 100% of procedures related to enterprises must be done online, 100% of procedures will be done without borders; 100% of decentralization and delegation plans will be completed.
Will operate a single portal for public services
Regarding the operation of the National Public Service Portal, Mr. Hoang said that it will be upgraded to become the only "one-stop shop" for providing online public services of the country, serving people and businesses.
Specifically, according to the roadmap, the provincial public service portal interface will be closed from July 1 and the ministerial public service portal interface will be closed in February 2026. The national public service portal will be seamlessly connected with the administrative procedure settlement information system of ministries, branches and localities.
By operating a single public service portal, citizens and businesses can submit applications online anytime, anywhere via computers, mobile phones, and tablets connected to the Internet.
Thereby, the National Public Service Portal will transfer files to public administrative service centers at all levels to receive and resolve administrative procedures for people and businesses.
"The implementation of the National Public Service Portal as a single "one-stop shop" will not change the authority to receive and handle administrative procedures of ministries, branches and localities," said Mr. Hoang.
Accordingly, people and businesses only need to remember a single address, dichvucong.gov.vn, to facilitate the implementation of administrative procedures online and avoid being scammed through fake websites that have occurred in recent times.
At the same time, the entire process of receiving and processing documents is transparent, monitored and supervised to ensure the quality of implementing public administrative procedures at all levels.
For more information, Minister and Head of the Government Office Tran Van Son said that the Government has assigned ministries and branches to review and cut 30% of business conditions, equivalent to 2,700 conditions out of a total of nearly 9,000 business conditions, reducing 30% of compliance time and costs.
Ensure that 100% of administrative procedures related to businesses are performed online, smoothly and seamlessly. 100% of internal administrative procedures are reviewed, reduced and simplified.
The implementation of administrative procedures does not depend on administrative boundaries within the province level. From July 1, all interfaces of the public service portals of 63 provinces and cities will be closed and from February 2026, it will be transferred to the ministries.
"At that time, the National Public Service Portal is a single door to seamlessly connect with the administrative procedure information system of ministries, branches and localities, so that people and businesses can submit documents online anywhere, anytime, from computers, tablets, phones with an Internet connection," Mr. Son affirmed.
