Proposal to remove 5% registration fee for motorbikes registered in the city

The Ministry of Finance proposed to remove the regulation of 5% registration fee for motorbikes registered in cities.

The Ministry of Finance is seeking comments on the draft Decree amending and supplementing a number of articles of Decree No. 10/2022/ND-CP dated January 15, 2022 of the Government regulating registration fees.

According to the Ministry of Finance, in the implementation of administrative unit arrangement at the local level (merging provinces and communes; abolishing district level), it is necessary to review and amend some provisions in Decree No. 10 (on the level of registration fee collection for different vehicles according to district level, exemption of registration fee for organizations and individuals according to commune, ward, town level...), ensuring smooth implementation of registration fee collection without any problems.

Accordingly, the Ministry of Finance proposed to amend and supplement Clause 4, Article 8 of Decree No. 10. Specifically, for motorbikes, the registration fee is 2%. For motorbikes paying the registration fee for the second time or more, the fee is 1%.

According to regulations in Clause 4, Article 8 of Decree No. 10, vehicle owners in 6 centrally-run cities and 83 provincial cities must pay a registration fee of 5% when registering a motorbike for the first time.

However, according to the policy of administrative unit arrangement, the district level will be abolished and the current communes and wards will be merged, reducing by about 60%. Thus, the administrative boundaries of communes and wards in provincial cities and towns as prescribed in Decree No. 10/2022/ND-CP mentioned above will change compared to the current one.

Merge provinces and centrally run cities from 63 to 34 provincial-level administrative units. Some provinces will merge into centrally run cities (such as: Hai Duong merges into Hai Phong City, Quang Nam merges into Da Nang City,...).

If the registration fee calculation and collection regulations in Decree No. 10 are applied, people in provinces (except provincial cities) merged into centrally-run cities will have to pay a higher registration fee (an increase of 3%) when registering motorbikes.

Currently, all 06 centrally-run cities have been authorized by the National Assembly : The People's Council of the city has the authority to adjust the level or rate of fees and charges (under the authority of the central agency) higher than that applied in the city when necessary. Therefore, the draft Decree proposes to remove the regulation on the 5% registration fee for motorbikes registered in the cities.
