This is the content of the Memorandum of Understanding on cooperation between the National Innovation Center - NIC ( Ministry of Finance ) and Hiroshima University, Vietnam - Japan Professionals Association (VJS). The Memorandum was presented under the witness of Prime Minister Pham Minh Chinh and Japanese Prime Minister Ishiba Shigeru within the framework of the Vietnam - Japan Cooperation Forum on strategic industries, high technology, green transformation and semiconductors on the afternoon of April 28.

With the goal of developing semiconductor human resources, the scholarships allow Vietnamese students to participate in a 2-year training program at Hiroshima University (Japan) and a 2-year program at the University of Idaho (USA).

Promoting cooperation between Vietnam and Japan in human resource development, especially in key areas such as semiconductors and artificial intelligence (AI), was a topic of interest at the forum.

According to Mr. Truong Gia Binh, Chairman of the Board of Directors of FPT Corporation, Vietnam can provide talented, young and ambitious human resources for Japan. He proposed that the two Governments and two Prime Ministers continue to support the cooperation process between enterprises.

FPT has also signed a series of agreements with Japanese enterprises, including Restar and Nisso, MRIV to cooperate in the fields of R&D, technology transfer, semiconductor packaging and testing; develop a team of Vietnamese engineers to participate in international projects; develop high-quality human resources in the semiconductor field, meeting Japan's requirements. The agreements contribute to realizing Vietnam's goal of developing 50,000 semiconductor workers by 2030.

Vietnam’s abundant and high-quality human resources are one of the factors highly appreciated by Japanese Prime Minister Ishiba Shigeru. In the context of an increasingly unstable world economy, the Prime Minister said that further cooperation between the two countries to improve industrial level is a great opportunity to increase resilience to shocks.

Prime Minister Ishiba added that Vietnam-Japan University is preparing to open a training program for semiconductor chip technology engineers. Japan will also accept about 250 doctoral students in this field, equivalent to half of Vietnam's national strategic goal. At the same time, it will increase the exchange of new-generation human resources in advanced science and technology fields.

According to Decision No. 1017/QD-TTg dated September 21, 2024 approving the Program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050", Vietnam aims to train at least 50,000 human resources with university degrees or higher to serve the semiconductor industry by 2030, including at least 42,000 engineers and bachelors; at least 7,500 master's students and 500 doctoral students; train at least 15,000 human resources in the design stage, at least 35,000 human resources in the production, packaging, testing and other stages of the semiconductor industry; train at least 5,000 human resources with in-depth expertise in artificial intelligence to serve the semiconductor industry.
