According to the report of Group 1644, the land area for bauxite mining of Dak Nong Aluminum Company - TKV has run out since May 10, 2023. Currently, the raw material reserve in the warehouse ensures the operation of the Selection Plant for about 50 days.
The factory is reducing the load by about 10% and will continue to reduce the load by 15-20% in the coming time. Due to the lack of land for mining, in the first 5 months of the year, the budget contribution from bauxite mining decreased by about 20 billion VND compared to before.
Compensation and site clearance work at locations such as: mining sites in years 4-6; years 7-8; land recovery for compartment 3 of red mud lake, and washing lake 2 is still slow. Meanwhile, the appraisal and approval of land prices for mining sites in years 7-8 have not been completed.
Currently, the No. 1 washing pond is full and the dam must be raised to extend its service life. For the No. 2 washing pond, only a part of the pond shoulder has been constructed and the construction must be temporarily suspended due to the unsuitable site. The situation of people obstructing and causing difficulties for production activities still continues.
The process of verifying, collecting information, and land origin to carry out compensation and site clearance work encountered many difficulties because some households were no longer in the locality and had moved to other provinces to live...
At the meeting, Dak Nong Aluminum Company - TKV proposed a number of contents on organizing compulsory land recovery in case of delay and non-compliance; considering maximum resettlement arrangements for households; speeding up the verification of origin and time of land use; organizing the determination of specific land prices for the red mud lake compartment 3 project; promptly approving specific land prices for the 2023-2024 period; promptly approving 2 resettlement projects outside the boundary...
Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Trong Yen emphasized that Dak Nong identified this as a key project. If production capacity is not guaranteed, it will greatly affect the province's budget revenue in 2023. Therefore, sectors and localities need to coordinate strongly in implementing solutions to remove difficulties for businesses.
For resettlement projects, the Department of Construction and the People's Committee of Dak R'lap district need to speed up progress to start construction on time, especially to shorten the procedures.
Dak Nong Aluminum Company - TKV needs to report to the Group to promptly implement the following contents: adjusting environmental impacts; partially closing the mine; land reclamation area; developing plans and making a 5-year production plan to proactively clear the land.
At the mines, units need to be resolute, but flexible in their advocacy and actions, so that households can soon hand over the mining site.
Based on the proposal of the department, the remaining land area of the people, the Company needs to soon invest in traffic infrastructure, creating conditions for people to travel and produce.
Assign the State Bank to survey and issue documents directing commercial banks to create conditions for people to borrow capital, develop production, and ensure better livelihoods.
The Department of Natural Resources and Environment needs to separate and provide specific instructions on transfers after the land recovery notice and land recovery decision are issued, so that policy beneficiaries are not affected...
Previously, the Delegation organized field trips to quarries and resettlement locations for households affected by the project.
