The 2025 Carnival will be one of the special events in the series of activities of the Ha Long Summer Tourism Week 2025. The program will take place at 8:00 p.m. on May 1, 2025 in Bai Chay Ward with the gathering of thousands of actors, professional artists, international art troupes, and artisans. With the theme of the program: "Ha Long Carnival 2025 - Connecting Heritage, Pioneering Shining", the program includes 4 parts: Opening art program; Ha Long Carnival grand ball; DJ performance; high-altitude fireworks display.

Participating in the program will be professional artists including: People's Artist Thuy Huong, Meritorious Artist Hoang Tung, Dong Hung, Mai Trang, Pham Quynh Anh, Quang Hung MasterD, An Thu An, Nguyen Thu Thuy, Mau Nuoc group, rapper Ram C, rapper Tieu Minh Phung, violinist Tran Quang Duy, and Binh Lieu Then singing group.

The stage of the show will recreate the majestic beauty of Ha Long Bay, combining traditional art and modern technology. The center is a magnificent rock formation, surrounded by lighting effects and unique art models, depicting the intersection between culture and nature. This space honors Quang Ninh as a living heritage, converging the quintessence and affirming that this is a heritage and wonder of the world .

In particular, the program will have the following distinct highlights: For the first time, Ha Long Carnival brings together intangible heritages from all three regions, honoring national identity on the background of world natural wonders. Each performance, each festival color is a heritage story, creating "heritage within heritage". It includes intangible cultural heritages recognized by UNESCO such as: Binh Lieu Then singing, Royal court music, Tay Nguyen gongs, Thuong Ngan female singers, amateur music...

Ha Long Carnival 2025 will also return with a parade that reflects the true spirit and essence of Carnival. Visitors will directly participate in the parade with 5 model cars, immerse themselves in the largest open stage in Quang Ninh, immerse themselves in vibrant DJ melodies and emotional performances. Lively music and colorful costumes turn Carnival into an eye-catching street party. The program will have the participation of students in the province in the activities.

Ha Long Carnival 2025 also uses modern art and the most advanced technology today. The performances and scenes in the program are expressed in the language of contemporary art, with mapping, lasers, light shows, and cutting-edge technology effects, creating a festival space that keeps up with world trends. The program will use 10 high-power projectors manufactured in the US and Belgium to display all the illustrations for the art performances. The stage is built with rock mountain models to display 3D mapping.

The 2025 Carnival Grandstand is the largest grandstand ever designed with a total of 15,000 seats to serve the people and tourists (an increase of 5,000 seats compared to 2024). Specifically, the grandstand system of Sun Carnival Square is used with 7,000 seats and an additional grandstand system for delegates, people and tourists is installed with 8,000 seats. In order to best serve the people and tourists, Ha Long City will also install large LED screens for live broadcasting.
