The dispatch stated that the Provincial Competitiveness Index (PCI) and Provincial Green Index (PGI) reports for 2024 published by the Vietnam Federation of Commerce and Industry recorded many positive results such as: improved information transparency; more favorable market entry procedures; positive changes in labor quality; the rate of enterprises planning to expand production and business in the next 2 years increased sharply, showing that enterprises have become optimistic again; the rate of enterprises with green investment plans increased, Vietnam's green growth commitment is bringing clear results...
However, PCI 2024 also shows that the trend of informal costs shows signs of returning; the dynamism of local governments is declining; difficulties in accessing land are increasing; businesses show signs of recovery, but the scale of production and business has not yet returned to the level before the Covid-19 pandemic and continue to face many new challenges, especially global economic fluctuations from the beginning of 2025.
To continue to rectify discipline, enhance responsibility, overcome limitations, and create a favorable investment and business environment for the business community, the Prime Minister requested ministries, branches, and localities to rectify discipline, enhance responsibility, and thoroughly resolve feedback and recommendations to promptly remove difficulties and obstacles for businesses; rectify agencies, units, cadres, civil servants, and public employees under their management in terms of spirit and attitude in serving people and businesses; criticize and strictly handle groups and individuals who violate the law.

Ministries, branches and localities review, establish and maintain hotlines in a practical and effective manner to receive and handle feedback and recommendations; direct the immediate reception and handling of feedback and recommendations from enterprises regarding the payment of unofficial fees to state administrative agencies, officials, civil servants and public employees. In addition, continue to reduce and further simplify administrative procedures and business investment conditions, focusing on areas such as: tax, customs, construction, environment, access to electricity, etc.; effectively deploy the provision of online public services.
