The congress was attended by 260 exemplary delegates representing nearly 28,000 veteran members currently active in 57 affiliated grassroots organizations of the Association.

The Congress elected a 27-member Executive Committee of the Provincial Veterans Association. At its first meeting, the Provincial Veterans Association elected 9 members to the Standing Committee, the Chairman, the Vice-Chairmen, and the Inspection Committee. Colonel Ngan Ba Dinh, former Political Commissar of the Provincial Military Command, was elected Chairman of the Cao Bang Provincial Veterans Association for the 2025-2030 term.

At the congress, Lieutenant General Be Xuan Truong, Chairman of the Vietnam Veterans Association, requested the Provincial Veterans Association to continue to thoroughly understand and fully implement the resolutions and policies of the Party and State; and the Resolution of the 20th Provincial Party Congress, term 2025-2030.
Veterans need to be the vanguard force in refuting the false arguments of hostile forces; continue to promote patriotic emulation movements in all fields, focusing on the political tasks of agencies and units, contributing to the successful achievement of the province's socio-economic development goals.
At the same time, the Association needs to do a good job of building and developing the Association both in quantity and quality; paying special attention to thoroughly implementing the resolutions and directives of the Party on strengthening the Party's leadership over Vietnamese veterans; building a team with courage, experience, capacity, and health. In particular, veterans need to do even better in educating about historical traditions, contributing to educating and fostering love for the homeland and country in the younger generation...
For the 2025-2030 term, the Cao Bang Provincial Veterans Association strives for 100% of its members to be steadfast and firm in their political and ideological beliefs; to recruit at least 400 new members each year; and to ensure that over 90% of its branches and 90% of its cadres and members successfully complete their tasks annually, with 20% achieving outstanding performance. It also aims for over 90% of its members to be "exemplary members" and over 90% of its veteran families to achieve "cultural family" status. The Association aims to reduce the poverty rate among veteran households by at least 3% per year according to the multidimensional poverty standard; to promote and encourage veteran cadres and members to strive for over 90% of communes in the province to achieve a People's Happiness Index of 90 points or higher by 2030; to effectively implement the "Digital Literacy" movement; and to effectively organize activities to promote and support members in using online public services, achieving over 90% participation...
During the 2022-2025 period, the Cao Bang Provincial Veterans Association achieved 100% of its members remaining steadfast and firm in their political and ideological beliefs; recruited over 1,400 new members; 100% of Association officials received training and professional development according to their respective levels; eliminated 411 dilapidated and temporary houses for veteran families; and reduced the number of impoverished veterans by 2.4% each year. Annually, over 90% of Association organizations and 90% of officials and members successfully completed their tasks.

On this occasion, the Chairman of the People's Committee of Cao Bang province awarded Certificates of Commendation to 12 collectives and individuals for their outstanding achievements in the work of the Provincial Veterans Association during the period 2022-2025.
