Universal health care in the new situation

Recently, in his speech on Vietnamese Doctors' Day, February 27, General Secretary To Lam highly appreciated the health sector for its role in taking care of people's health, with breakthroughs in improving treatment quality, applying high technology and developing modern medicine.

Many central hospitals have mastered advanced medical techniques. Vietnamese doctors have successfully performed complex organ transplants, saving the lives of many patients with serious illnesses. The health sector has achieved many important achievements, contributing to increasing life expectancy and improving the quality of life for the people.

Forecasting the challenges, the General Secretary pointed out many issues that the Vietnamese health sector is facing, requiring strong innovation to ensure the goal of universal health care in the new situation. According to the General Secretary, the challenges come not only from internal factors of the sector but also from economic , social and technological factors.

One of the key tasks and also the biggest challenge of the health sector is to take care of people's health and community health, create a good quality human resource for society, and create a healthy and happy life for all people.

To address the challenges facing the health sector today and in the coming years, in addition to continuing to effectively implement the Party's resolutions on the health sector, the General Secretary emphasized 12 issues, including the need to innovate thinking; improve medical ethics; improve treatment policies and train high-quality health workers, while increasing the application of digital technology in management and medical examination and treatment...

With the efforts of the entire health system, the health indicators of Vietnamese people have achieved remarkable achievements, significantly improved over the years. Many indicators have exceeded the requirements of Resolution No. 20-NQ/TW (2017) on strengthening the protection, care and improvement of people's health. Specifically, the average life expectancy of Vietnamese people in 2024 is 74.7 years, higher than the world average of 73.3.

Vietnam is internationally recognized as a bright spot in the implementation of the Millennium Development Goals in the health sector. The health workforce is increasingly strengthened in both quantity and quality. In 2024, the health workforce targets per 10,000 people will be: 14 doctors, 18 nurses and 3.3 university pharmacists; of which, the health workforce targets (number of doctors and university pharmacists) will exceed the target set in Resolution No. 20.

At Hospital 19-8, along with performing well the health care work for comrades under the management of the Politburo and Secretariat; examining and treating officers and soldiers of the People's Public Security, the hospital has made great contributions to the cause of caring for, protecting and improving people's health.

According to Colonel, Associate Professor, Dr. Hoang Thanh Tuyen, Director of the Hospital, the 12 issues pointed out by the General Secretary are all fundamental issues of the health sector today. For Hospital 19-8, the Party Committee and the Board of Directors of the hospital will continue to organize the dissemination and implementation of the Party's resolutions and the General Secretary's instructions, in order to improve the quality of the staff and effectively carry out professional work in 39 departments, offices, and centers; and more than 920 officers, soldiers, and employees.

In recent times, 19-8 Hospital has implemented a policy of selecting and supplementing high-quality human resources to develop to be worthy of being the leading hospital in the public security sector. Accordingly, the hospital has recruited 14 resident doctors to be assigned to key departments; trained and improved the qualifications of on-site staff; sent officers and soldiers to participate in short-term and long-term study at quality medical training units at home and abroad.

Currently, the hospital has deployed many new techniques, improved the quality of medical examination and treatment, performed well the work of admission and treatment, and timely provided emergency care to many seriously ill and critically ill patients. Along with the task of regular examination and treatment, the hospital has chaired or coordinated with many units inside and outside the police force, organized many medical examination programs, provided free medicine to many subjects, families with meritorious services, people in remote areas, and revolutionary base areas; participated in international medical work such as sending doctors and nurses to participate in rescue and relief in Türkiye, participating in working groups of the Ministry of Public Security abroad, training to participate in the United Nations peacekeeping force, etc.

Regarding the implementation of the digital transformation task in healthcare management as requested by the General Secretary, the Party Committee and the Hospital Board of Directors are fully aware that this is an urgent issue for the process of improving the quality of healthcare for all people in the new situation.

Director Hoang Thanh Tuyen said that in 2024, the hospital will deploy and upgrade the hospital management software system, test management, image storage and transmission to serve examination and treatment; making the procedure process simpler and faster, while creating maximum convenience for doctors in the process of examination, diagnosis and treatment. The implementation of the cashless hospital fee payment solution has made the payment of hospital fees for patients much simpler and faster.

To meet the political tasks in the coming time, implementing Resolution No. 57-NQ/TW of the Politburo on science, technology development, innovation and digital transformation, 19-8 Hospital continues to focus on upgrading the server and computer systems to ensure professional information management in departments, rooms and centers; deploying the Electronic Medical Record (EMR) system towards a smart hospital model; applying digital signatures and digital signature authentication services to effectively meet the management of medical examination and treatment, improving the quality of service and health care for the whole population.
