Difficulty in operating land procedures
According to the report of the Department of Agriculture and Environment, as of mid-September 2025, the results of receiving and handling administrative procedures on land in 124 communes, wards and special zones recorded 24,280 records. Of which, 19,641 records were received online and 4,639 records were submitted via postal service or in person.
Currently, 13,344 records have been resolved, while 10,935 other records are in the process of being processed. The Provincial Land Registration Office also received more than 77,000 records, with 235 records from the Provincial Office and the rest from regional branches. Mr. Nguyen Van Phuong - Director of the Provincial Land Registration Office said that the process of resolving administrative procedures on land still faces many difficulties. The reception and processing of records is not synchronized in the working process. Although there is decentralization, the process is not really connected, leading to a situation where records are stuck at intermediate stages due to lack of coordination between the People's Committee at the commune level and the branches of the regional land registration office.
Regarding iGate software, opinions from branches show that the software runs slowly, wasting time for staff and people. Online payment activities often encounter errors, affecting payment and document digitization functions, and files cannot be attached.
In addition, despite many efforts to promote and guide, many citizens, especially the elderly, ethnic minorities and rural residents, are still unfamiliar with online public services and the VNeID application. Many people submit paper applications through relatives or external services. Although the inter-sectoral coordination mechanism has been improved, the determination of financial obligations is still inadequate, causing delays in the process of processing applications.
We have 64 days left to implement the plan. Therefore, departments and branches need to clearly define their functions and tasks to resolutely carry out Campaign 515.

Database, many steps not clear
The results of building a land database in Lam Dong have encountered many difficulties. According to Mr. Ton Thien San - Director of the Department of Agriculture and Environment, the project to complete the overall cadastral records of Lam Dong province has only been implemented since 2009, according to Official Dispatch 2926/BTNMT-TCQLĐ of the Ministry of Natural Resources and Environment. Up to now, Lam Dong province (old) has implemented it in 9/10 districts and cities, with 112/137 communes before the merger and 41/51 communes after the merger. Binh Thuan province (old) has implemented it in 88/121 communes; the remaining 33 communes have prepared to organize bidding to select construction units. However, the implementation is still stuck due to the transitional provisions of the 2024 Land Law. On the contrary, Dak Nong province has completed the implementation of the database in 8/8 districts and cities, of which Dak R'lap district has put it into operation. The remaining 7 districts are declaring and registering for certification.

However, unifying the data system among the three provinces after the merger is a big challenge. The difference in software among the provinces before the merger makes it difficult to update data. Specifically, Lam Dong uses the VNPT-iLIS system of VNPT Group, while Binh Thuan and Dak Nong use VBDLIS of Viet Ban Do Joint Stock Company.
Mr. San said that the department has assigned the Provincial Land Registration Office to consolidate the cadastral database system of 3 provinces, operating under a 2-level model with 124 communes, wards and special zones. Currently, the province is using 2 different software, and the Land Registration Office is evaluating to choose only 1 software. Although the investor has closely coordinated with construction units and localities, there are still many problems in the project implementation process.
Accelerate the implementation of Plan 515
Implementing Plan 515/KH-BCA-BNN&MT, dated August 31, 2025 of the Ministry of Public Security and the Ministry of Agriculture and Environment, departments, branches and localities are accelerating the review, urging, coordinating propaganda and dissemination of the 90-day Campaign "enriching and cleaning" the national database on land in the province.

In reality, the construction of the cadastral database is facing many difficulties and shortcomings, which significantly affects the campaign to "enrich and clean up" the province's national land database. From inconsistencies in software, legal difficulties to time pressure, all are creating great challenges for the province in completing the campaign effectively and promptly.
Realizing this problem, comrade Le Trong Yen - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee said that the time limit for implementing Plan 515 is not much left. Time is urgent, the workload is large, departments, branches and localities need to speed up implementation regardless of day or night.
The Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to coordinate with the Provincial Police to carry out steps to clean up data as required. Departments and branches need to actively monitor, guide, and remove difficulties and obstacles for the People's Committees of communes in the process of implementing certificates of residential land, housing, and ID cards/CCCDs of land users that have not been built in the land database. Accordingly, the department will act as the focal point to urge, synthesize results, promptly advise, propose, and report to the Provincial People's Committee to direct the implementation of related contents to ensure the completion of assigned plans.
Comrade Le Trong Yen suggested: “We have 64 more days to implement the plan. Therefore, departments and branches need to clearly define their functions and tasks to resolutely carry out Campaign 515. This is a task that needs to be urgently carried out, without delay and must be completed by November 30, 2025.”
The results of operating, connecting and sharing land data in Lam Dong province after the merger have achieved certain results. Specifically, the province has built a cadastral network of 4,355 points, the volume of land registration and certificate issuance reached 1,169,458 plots, of which 232,217 plots were newly granted and 936,198 plots were exchanged. The volume of cadastral database construction has now reached 1,380,924 plots.
