On March 28, 2025, the Politburo and the Secretariat issued Conclusion 137-KL/TW on the Project to rearrange and reorganize administrative units at all levels and build a two-level local government organization model.

According to Conclusion 137, regarding the arrangement and reorganization of commune-level administrative units, the use of part-time workers at the commune level will be terminated; local authorities will be assigned to consider and possibly arrange part-time workers at the commune level who meet the requirements of the task to participate in work in villages and residential groups and implement regimes and policies for cadres who are not assigned work according to regulations.

According to Clause 3, Article 2 of Decree 29/2023/ND-CP, one of the subjects entitled to the policy on streamlining the payroll is a non-professional worker at the commune level who is redundant due to the rearrangement of commune-level administrative units and a non-professional worker in a village or residential group who is redundant due to the rearrangement of a village or residential group when rearranging a commune-level administrative unit and is on leave within 12 months from the date of the rearrangement decision by the competent authority.

Accordingly, part-time commune-level workers implementing staff streamlining are entitled to the policy in Clause 2, Article 9 of Decree 29/2023/ND-CP, specifically:

The subjects of staff reduction are non-professional workers at the commune, village, and residential group levels who are redundant due to the arrangement of commune-level administrative units and who retire within 12 months from the date of the arrangement decision of the competent authority. They will receive the following allowances:

+ For non-professional workers at the commune, village, and residential group levels holding elected positions: For each month of retirement before the end of the term, they will receive a subsidy equal to half of the current monthly allowance. For those who retire before the end of the arrangement roadmap, the number of months of subsidy will be calculated by the number of months of retirement before the retirement date mentioned above.

+ For non-professional workers at the commune, village, and residential group levels holding non-elected positions: For each month of retirement before the end of the placement roadmap, they will receive a subsidy equal to half of the current monthly allowance. For those who retire before the end of the placement roadmap, the number of months of subsidy will be calculated by the number of months of retirement before the retirement date mentioned above.
