Regulations on the organization and operation of inspection agencies in the People's Army

The Government issued Decree 284/2025/ND-CP dated November 3, 2025 regulating the organization and operation of inspection agencies in the People's Army (Defense Inspectorate).

Functions of the Defense Inspectorate

The Defense Inspectorate has the function of assisting the Head of the competent State management agency at the same level in performing the State management function of inspection, receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negativity; performing the tasks of inspection, receiving citizens, handling complaints and denunciations, and preventing and combating corruption, waste, and negativity according to the provisions of law.

Defense Inspectorate Organization

Defense inspection agencies, including: 1- Ministry of National Defense Inspectorate (Ministry Inspectorate); 2- Military Region Defense Inspectorate; Hanoi Capital Command Defense Inspectorate (Military Region Inspectorate).

The Decree clearly states that the organization, staffing, and equipment of the Defense Inspectorate at all levels are prescribed by the Minister of National Defense.

Defense Inspectorates at all levels have their own seals in accordance with the provisions of law.

Position, functions and tasks of the Ministry Inspectorate

The Inspectorate of the Ministry is an agency under the Ministry of National Defense, assisting the Minister of National Defense in state management of inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negativity; conducting inspections of agencies, units and individuals under the management of the Ministry of National Defense; inspecting agencies, organizations and individuals under the state management of the defense sector of the Ministry of National Defense; performing the tasks of receiving citizens, handling complaints and denunciations, and preventing and combating corruption, waste and negativity according to the provisions of law.

In the state management of inspection within the state management scope of the Ministry of National Defense, the Ministry Inspectorate has the following duties and powers :

a) Advise, develop and submit to the Minister of National Defense for promulgation and guide and urge the implementation of regulations on the organization and operation of the National Defense Inspectorate;

b) Develop a draft inspection plan, submit it to the Minister for comments on the policy, issue and organize the implementation of the inspection plan;

c) Directing the work, guiding and training on inspection skills for defense inspection staff at all levels; guiding, propagating and inspecting the implementation of inspection laws for agencies and units under the management of the Ministry of National Defense;

d) Requesting military regions and the Hanoi Capital Command (Military Region) to synthesize and report the results of inspection work;

d) Conduct preliminary and final summaries, draw lessons, provide information, reports, conduct scientific research, and compile professional documents on defense inspection work.

In inspection activities, the Ministry Inspectorate has the following duties and powers:

a) Inspect the implementation of policies, laws, tasks, powers, and state plans on national defense; regulations on defense management, expertise and techniques for agencies, units, organizations, and individuals in the fields under the state management of the Ministry of National Defense;

b) Inspect the implementation of policies, laws, tasks, powers, and state plans on national defense; orders, directives, and decisions of the Minister of National Defense regarding agencies, units, and individuals under the management of the Minister of National Defense; inspect enterprises in the Army established by decision of the Minister of National Defense, and enterprises established by decision of the Prime Minister but assigned to the Ministry of National Defense for direct management;

c) Inspect cases within its jurisdiction when signs of law violations are detected; inspect other cases assigned by the Minister of National Defense; re-inspect cases that have been concluded by the Military Region Inspectorate but signs of law violations are detected through consideration and handling of complaints, denunciations, recommendations and reflections;

d) Check the accuracy and legality of inspection conclusions issued by the Chief Inspector of the Military Region, Chief Inspector of the Hanoi Capital Command (Chief Inspector of the Military Region) and decide on post-inspection handling by the Commander of the Military Region, Commander of the Hanoi Capital Command (Commander of the Military Region) when necessary;

d) Monitor, urge and inspect the implementation of inspection conclusions and inspection handling decisions of the Ministry Inspectorate and the Minister of National Defense;

e) Check the accuracy and legality of the post-inspection handling decision of the Chairman of the Provincial People's Committee for cases under the state management of the Ministry of National Defense when necessary.

The Inspectorate of the Ministry also has the task of assisting the Minister of National Defense in state management of public reception, complaint and denunciation settlement; performing the task of public reception, complaint and denunciation settlement, according to the provisions of law; assisting the Minister of National Defense in state management of anti-corruption and anti-negativity work; performing the task of anti-corruption, waste and negativity settlement according to the provisions of law.

Position, functions and tasks of the Military Region Inspectorate

The Military Region Inspectorate is an agency directly under the Military Region, assisting the Military Region Commander in managing and directing the work of inspection, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity; conducting inspections of agencies, units, and individuals under the management of the Military Region Commander and inspections within the scope of state management of the defense sector in the management area; performing the tasks of receiving citizens, resolving complaints and denunciations, and preventing and combating corruption, waste, and negativity according to the provisions of law.

The Military Region Inspectorate is responsible for drafting an inspection plan, reporting to the Ministry of National Defense Inspectorate for review and comments before submitting it to the Military Region Commander for comments on the policy; promulgating and organizing the implementation of the inspection plan.

Inspect the implementation of policies, laws, tasks and powers of agencies, units, organizations and individuals under the management of the Military Region Commander; inspect the compliance with policies and laws of agencies, organizations and individuals in the defense sector under the management of the Military Region; inspect other cases assigned by the Military Region Commander.

The Military Region Inspectorate also has the task of monitoring, urging, and inspecting the implementation of the conclusions and recommendations of the Military Region Inspectorate and the inspection handling decisions of the Military Region Commander. Synthesize reports on inspection results within the scope of management of the military region and conduct preliminary and final summaries, and participate in compiling professional documents of the Defense Inspectorate.

Defense Inspector

In addition, the Decree also clearly stipulates the standards of Defense Inspectors and the standards of Inspector ranks.

According to regulations, defense inspectors are officers of the Vietnam People's Army appointed to Inspectorate ranks to perform inspection duties and other tasks assigned by the head of the inspection agency.

Defense inspectors must meet the qualifications according to Article 12 of the Law on Officers of the Vietnam People's Army and Clause 2, Article 8 of the Law on Inspection.

The ranks of Defense Inspectors include: Inspector; Chief Inspector; Senior Inspector.

The Minister of National Defense appoints and dismisses inspectors at the proposal of the Council for reviewing professional - technical - vocational officer titles at the Ministry of National Defense level.

Standards for the Inspector rank include:

- Is an officer of the Vietnam People's Army.

- Graduated from university or higher with major relevant to the industry or field of work.

- Have a certificate of professional training for inspectors and other certificates as prescribed by law on cadres and civil servants.

- Have at least 02 years of working experience at an inspection agency or at least 05 years of working experience or more for People's Army officers working at other agencies, organizations, and units transferred to an inspection agency.

Standards for the Senior Inspector rank include:

- Is an officer of the Vietnam People's Army.

- Graduated from university or higher with major relevant to the industry or field of work.

- Graduated from mid-level and brigade level officer training at military and defense academies suitable for the major in the industry or field of work or graduated from postgraduate level.

- Have a certificate of professional training for the senior inspector rank and other certificates as prescribed by law on cadres and civil servants.

- Has been appointed to the rank of inspector for at least 04 years or has been a regimental commander (or equivalent) or an officer holding a rank equivalent to the rank of chief inspector transferred to an inspection agency and must have worked at the inspection agency for at least 01 year.

Standards for the Senior Inspector rank include:

- Is an officer of the Vietnam People's Army.

- Graduated from university or higher with major relevant to the industry or field of work.

- Graduated from strategic and operational staff training at the National Defense Academy.

- Have a certificate of professional training for senior inspectors and other certificates as prescribed by law on cadres and civil servants.

- Have advanced level of political theory.

- Has been appointed as a chief inspector for at least 04 years or has been a division-level commander (or equivalent) or an officer holding a rank equivalent to a senior inspector transferred to an inspection agency and must have worked at the inspection agency for at least 01 year.

This Decree takes effect from November 6, 2025.

Prime Minister Pham Minh Chinh - Head of the National Civil Defense Steering Committee has just signed Decision No. 164/QD-BCĐ dated November 3, 2025 to establish the National Civil Defense Steering Committee Electronic Information Portal.

The National Civil Defense Steering Committee's Electronic Information Portal provides information to direct and operate activities to prevent, respond to, and overcome consequences of incidents and natural disasters...

According to the Decision, the National Civil Defense Steering Committee's Electronic Information Portal (Electronic Information Portal) is the official information channel on the network environment; under the Office of the National Civil Defense Steering Committee, serving national civil defense work.

The Decision clearly states that the National Civil Defense Steering Committee's Electronic Information Portal is responsible for publishing and providing information to direct and operate activities to prevent, respond to, and overcome consequences of incidents, natural disasters, catastrophes, epidemics, and the environment to agencies, organizations, and individuals at home and abroad; and propagating and disseminating laws, knowledge, and skills on civil defense to the whole society.

Providing administrative procedures and online public services related to civil defense. Combined with the existing emergency communication system in receiving and processing information about incidents, disasters, risks, and requests for assistance from organizations and individuals nationwide.

The domain name of the National Civil Defense Steering Committee's Electronic Information Portal is: https://ptdsqg.gov.vn.

The Ministry of National Defense is in charge of building, managing and operating the Electronic Information Portal of the National Civil Defense Steering Committee.

The Ministry of National Defense shall preside over and coordinate with the Ministry of Science and Technology, the Ministry of Culture, Sports and Tourism, the Government Office, ministries and ministerial-level agencies to develop, manage and operate the Electronic Information Portal; establish the Editorial Board of the Electronic Information Portal; and be responsible to the National Civil Defense Steering Committee for all activities of the Electronic Information Portal.

Ministries, ministerial-level agencies, government agencies, and People's Committees of centrally-run provinces and cities direct agencies and organizations to connect the Electronic Information Portal and electronic information pages managed by their agencies with the Electronic Information Portal of the National Civil Defense Steering Committee.
