The Government has just issued Resolution No. 241/NQ-CP dated December 19, 2024 promulgating the Plan to implement Resolution No. 937/NQ-UBTVQH15 dated December 13, 2023 of the National Assembly Standing Committee on thematic supervision of the implementation of policies and laws on energy development in the period 2016 - 2021.

According to Resolution 241/NQ-CP, the Plan was issued with the aim of unifying the direction of all levels and sectors to thoroughly grasp the contents and seriously and effectively implement Resolution 937/NQ-UBTVQH15 (Resolution 937), creating a clear change in the awareness and actions of sectors and levels in implementing policies and laws on energy development.

At the same time, concretize the tasks and solutions stated in Resolution 937 with practical tasks and solutions of the Government associated with the implementation plan according to a specific roadmap to effectively deploy the Resolution.

Promote the Government's role in creating and coordinating according to the principles of clear, centralized and democratic assignment of tasks and responsibilities. Assign specific tasks to the presiding agency and coordinating agency to ensure that they are appropriate to their capacity so that the Government and ministries, ministerial-level agencies, Government agencies, and People's Committees of provinces and centrally run cities can focus on directing and organizing the effective implementation of Resolution 937. Raise awareness, responsibility and determination of ministries, branches, localities, agencies, organizations and units, especially leaders, in implementing Resolution 937.

The requirement is that the implementation process must create synchronization, connectivity, and be linked to the implementation of the Party's Resolutions, strategies, and socio-economic development plans of the country, ministries, branches, and localities in each period. The tasks and solutions must be based on reality, identify the immediate tasks, have a roadmap, and assign specific tasks.

Short-term mission completed by end of 2025

The Resolution clearly states that the Ministry of Industry and Trade shall preside over and coordinate with relevant ministries, branches, localities and agencies to: Review and submit to the Government for approval to submit to the National Assembly for consideration and amendment of laws according to Plan No. 81/KH-UBTVQH15 dated November 5, 2021 of the National Assembly Standing Committee and the Project to orient the Law-making Program for the 15th National Assembly term, including: Law on Electricity, Law on Economical and Efficient Use of Energy, Law on Chemicals.

In 2024, evaluate, review, and update the implementation of Power Plan VIII to propose timely adjustments to meet the energy needs for socio-economic development at reasonable costs, in accordance with the ability to allocate resources, capacity, and technological level; review to ensure synchronization and consistency between Power Plan VIII and the National Energy Master Plan.

Urgently develop support and breakthrough policies to develop offshore wind power, while combining with the implementation of the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045. Review and complete the electricity generation price mechanism to encourage and promote the strong development of renewable energy sources, including waste-to-energy and biomass power; thoroughly resolve problems in wind and solar power projects in the previous phase. Urgently develop and implement auction and bidding mechanisms to select investors in power projects to ensure publicity, transparency, harmonization of interests and risk sharing among parties...

The Ministry of Natural Resources and Environment shall preside over and coordinate with relevant ministries, branches, localities and agencies to: Review and submit to the Government for approval to submit to the National Assembly for consideration and amendment of the Law on Geology and Minerals according to Resolution No. 793/NQ-UBTVQH15 dated June 7, 2023 of the National Assembly Standing Committee on the implementation of the National Assembly's Resolution on the 2024 Law and Ordinance Development Program, and adjust the 2023 Law and Ordinance Development Program.

The Ministry of Transport shall preside over and coordinate with relevant ministries, branches, localities and agencies to: Research, develop and promulgate under its authority or submit to competent authorities for promulgation to perfect policies and laws on energy storage systems and fuel cells in means of transport.

The Ministry of Planning and Investment shall preside over and coordinate with relevant ministries, branches, localities and agencies to: Review and submit to the Government for approval to submit to the National Assembly for consideration and amendment of the Law on Planning. Have policies on: prioritizing the balance and allocation of medium- and long-term public investment capital for investment projects to develop the national petroleum reserve system in accordance with the planning schedule.

The Ministry of Finance shall preside over and coordinate with relevant ministries, branches, localities and agencies to: Review and submit to the Government for approval to submit to the National Assembly for consideration and amendment of the Law on Management and Investment of State Capital in Enterprises according to Plan No. 81/KH-UBTVQH15 dated November 5, 2021 of the National Assembly Standing Committee and the Project on orientation of the Law-making Program for the term of the 15th National Assembly; review and report to the Government for consideration of amendments and supplements to the Law on National Reserves to submit to the National Assembly for consideration and decision.

The Ministry of Information and Communications shall preside over and coordinate with relevant ministries, branches, localities and agencies to: Strengthen direction and guidance for mass media agencies to propagate policies and laws on energy development to agencies, organizations and people nationwide.

Enterprises in the energy sector: Implement investment in energy projects assigned to manage in accordance with relevant Planning and Plans approved by competent authorities, ensuring project progress and investment efficiency.

Investors of power plants using imported coal, Vietnam National Coal - Mineral Industries Group, Dong Bac Corporation shall proactively study long-term purchase of imported coal from mine owners (or representatives of mine owners) in compliance with Vietnamese law and international practices, ensuring stable and long-term coal sources for electricity production at competitive prices, transparency and diversification of imported coal sources; based on difficulties and problems (if any), report to relevant ministries, branches and agencies in accordance with the functions and tasks of the agencies assigned by the Government and the Prime Minister.

Medium and long-term tasks and solutions to 2030, vision to 2050

The Resolution clearly states that the Ministry of Industry and Trade shall preside over and coordinate with relevant ministries, branches, localities and agencies: Continue to improve policies and laws on energy development, meeting the requirements of ensuring national energy security, national defense, security and economic, social and environmental efficiency. Research and improve financial mechanisms and mobilize maximum social resources, encourage domestic and foreign organizations and individuals to participate in energy development, especially for investment in developing power sources and grids.

In addition, build a roadmap for fuel conversion for coal and gas power plants based on economic, social and environmental efficiency. Develop energy supply sources and transmission and distribution systems in the direction of increasing autonomy and diversification, with a reasonable structure, ensuring efficiency, reliability, meeting environmental protection and sustainability requirements. Promote exploration and prospecting to increase oil and gas reserves and production in potential areas; improve the quality of reserve and resource assessment.

Continue to exploit oil and gas in deep-water and offshore areas. Exploit domestic coal on the basis of ensuring safety, efficiency and saving resources; soon research and apply coal gasification technology when conditions permit. Replicating the model of renewable energy centers in localities with advantages. Strengthening research, application and transfer of new energy production technology and technology to convert fuel from coal and gas thermal power plants to biomass, hydrogen, and ammonia, including a number of pilot projects to produce hydrogen and ammonia. The focus is on reviewing and submitting to the National Assembly amendments to the Law on Public Debt Management.

The Ministry of Planning and Investment shall preside over and coordinate with relevant ministries, sectors, localities and agencies: Have a policy to prioritize investment in developing sustainable energy infrastructure, regional connectivity; accelerate the socialization of investment in infrastructure and services in the energy sector. Eliminate monopolies and unreasonable barriers in the use of energy infrastructure facilities and services, and at the same time require the sharing of energy infrastructure in projects implemented under public-private partnerships.

The Ministry of Natural Resources and Environment shall preside over and coordinate with relevant ministries, sectors, localities and agencies to: Complete policies and laws on energy development to meet the requirements of ensuring national energy security, national defense, security and economic, social and environmental efficiency. The focus will be on reviewing and submitting to the National Assembly for amendments to the Law on Marine and Island Resources and Environment; researching and developing draft laws on climate change.

The Ministry of Construction shall preside over and coordinate with relevant ministries, sectors, localities and agencies to: Complete policies and laws on energy development to meet the requirements of ensuring national energy security, national defense, security and economic, social and environmental efficiency. The focus is on reviewing and submitting to the National Assembly amendments to the Construction Law.

The Ministry of Science and Technology shall preside over and coordinate with relevant ministries, branches, localities and agencies to: Create incentive mechanisms and mandatory measures for businesses to increase investment in research and development, innovation of technology and equipment, especially in facilities that use a lot of energy.

Implementing organization

Based on this Plan and assigned functions and tasks, Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of provincial People's Committees, relevant agencies and units shall develop plans and organize the implementation of assigned tasks according to this Plan; periodically report annually on the implementation status, propose necessary measures to ensure synchronous and effective implementation of Resolution 937, and send them to the Ministry of Industry and Trade before November 30 every year for synthesis and reporting to the Government.

The Ministry of Industry and Trade shall urge the implementation of this Plan, annually summarize the implementation status of the Plan and report to the Government before December 31 of each year for synthesis and reporting to the National Assembly.

People's Committees of provinces and centrally run cities: Direct the implementation of extensive propaganda of energy policies and laws in the locality.

Based on the Government's Plan, develop and organize the implementation of local implementation plans; periodically review and evaluate the implementation status, report to the Provincial People's Council and send to the Ministry of Industry and Trade for synthesis and reporting to the Government.

The Government Office has just issued Document No. 564/TB-VPCP dated December 19, 2024 announcing the conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the 15th meeting of the State Steering Committee for important national and key projects and works in the transport sector.

At the 14th meeting of the State Steering Committee for important national works and projects, key to the transport sector, the Prime Minister - Head of the Steering Committee concluded in Notice No. 432/TB-VPCP dated September 24, 2024, in which the Prime Minister pointed out 04 key tasks, assigned 83 tasks to ministries, branches and localities to focus on removing difficulties and obstacles, speeding up investment preparation procedures for projects.

In the past time, ministries, branches and localities have made efforts to carry out assigned tasks and work. According to the report of the Ministry of Transport, up to now, 41 tasks have been completed on time, 33 tasks are being carried out as regular direction and management tasks and 02 tasks have not yet been due. The results achieved have been much progress, with many specific results, many units and localities have made efforts to carry out.

Prime Minister Pham Minh Chinh - Head of the Steering Committee commended Dak Lak, Hau Giang, An Giang, Soc Trang, Ca Mau, Binh Dinh, Quang Ngai provinces, etc. for their good performance in the past time. However, some projects: (i) Bien Hoa - Vung Tau section through Dong Nai, (ii) Ho Chi Minh City Ring Road 3 section through Dong Nai, Binh Duong, (iii) Tuyen Quang - Ha Giang project through Tuyen Quang, (iv) Cao Lanh - An Huu section through Dong Thap, which are scheduled to be completed in 2025, are still slow and have not made clear progress. Without determination, efforts, and timely removal of difficulties and obstacles regarding site clearance, construction materials, and additional human resources and equipment, it will be difficult to complete as planned.

Summary of 4 experiences

Through the implementation process, the following experiences have been drawn:

(1) Closely follow the practical situation, specifically determine where the problem is, at what point, who will solve it and how long it will take to solve it;

(2) Coordinate between ministries, branches and localities to jointly resolve difficulties and problems, especially institutional problems;

(3) Localities and contractors, through the implementation process, gain experience while doing it, and accumulate experience to have more capacity to implement larger projects in the future;

(4) It is necessary to streamline the number of members of the Investment Project Appraisal Council to include only a number of necessary ministries, branches and agencies. The deadline for providing specific comments must be clearly stated. If a response is not received by the deadline, it is considered as a consensus and full responsibility must be taken for not responding on time (clearly stipulated when submitting and issuing the Decision to establish the Appraisal Council).

Speed ​​up construction progress, bring projects to completion ahead of schedule

The Prime Minister requested localities to continue to resolutely implement, promote the highest sense of responsibility, mobilize the entire political system to accelerate the progress of site clearance work, in which Party committees at all levels lead and direct departments and branches to organize implementation, political and social organizations strengthen inspection and supervision work; the Secretaries and Chairmen of the Provincial People's Committees act as Heads of the Steering Committee for site clearance to directly lead and direct; pay attention to the lives of people affected by site clearance; must directly meet and grasp the thoughts and aspirations of the people to have appropriate and timely policies and regimes; especially during the Lunar New Year; pay attention and care to the lives of workers who stay to work through the Lunar New Year at local construction sites, not leaving contractors "lonely" on the construction site.

Investors, consultants and contractors need to have a scientific and reasonable plan to arrange human resources to work throughout the Lunar New Year; regularly pay attention to the lives of workers and laborers at the construction site.

The competent authorities have strengthened inspection and urged contractors to increase machinery, equipment, and construction personnel with the spirit of "overcoming the sun, overcoming the rain, not losing to storms", "working 3 shifts, 4 shifts", "through holidays, Tet, and days off", "eating quickly", "sleeping urgently"; "not enough work during the day, working at night" to contribute to speeding up construction progress, bringing projects to the finish line ahead of schedule, especially projects planned to be completed in 2025 in the category of 3,000 km of expressways.

Review regulations to promptly overcome legal problems, investment procedures, prevent negative corruption, fight embezzlement, corruption and especially practice thrift and prevent waste.

Speed ​​up completion of investment project procedures

The Prime Minister assigned the Ministry of Planning and Investment (the standing agency of the Interdisciplinary Appraisal Council) to be responsible for urging and speeding up the appraisal of dossiers, including the Tan Phu - Bao Loc, Hoa Lac - Hoa Binh projects and the renovation and upgrading of National Highway 6 through Xuan Mai - Hoa Binh; to be completed in December 2024.

The People's Committees of Thai Binh, Lam Dong, Binh Phuoc and Hoa Binh provinces proactively and actively coordinate with relevant agencies, determined to accelerate the completion of procedures for investment projects under the public-private partnership (PPP) method according to regulations; proactively coordinate with the Ministry of Planning and Investment to receive guidance on procedures for selecting investors (including the form of appointing investors) according to new regulations of the Law on Bidding, Law on PPP..., striving to start construction of the Tan Phu - Bao Loc; Bao Loc - Lien Khuong, Ninh Binh - Nam Dinh - Thai Binh - Hai Phong, Gia Nghia - Chon Thanh projects in February 2025.

More drastic efforts in implementing site clearance work

Localities where the project passes through must continue to implement Official Dispatch No. 80/CD-TTg dated August 16, 2024 on continuing to resolutely implement, promote the highest sense of responsibility, mobilize the entire political system to accelerate the progress of site clearance for important national works and projects, key to the transport sector, especially the provinces of Tuyen Quang, Khanh Hoa, Binh Duong, Dong Nai, Kien Giang, Bac Lieu and Da Nang City, which need to make more drastic efforts in organizing the implementation of site clearance work.

Localities proactively implement site clearance projects that have been separated from investment projects according to regulations.

Immediately resolve mining licensing procedures, increase mine capacity to meet project progress

Regarding construction materials in the Mekong Delta region, the Notice clearly states: The People's Committees of Tien Giang, Ben Tre, Tra Vinh, and An Giang provinces must immediately resolve mining licensing procedures and increase mine capacity to meet project progress.

The Ministry of Natural Resources and Environment has instructed Tien Giang and An Giang provinces on the flow and protection corridor of the flow overlapping with the mining area; instructed An Giang province on the procedures to speed up the licensing process for Antraco stone mine exploitation, and adjust the capacity of the Vam Nao river dredging project.

The Ministry of Construction guides localities to remove difficulties and obstacles in determining and announcing prices of materials exploited at mines to supply projects.

The Ministry of Construction shall preside over and coordinate with the Ministry of Natural Resources and Environment, the Ministry of Transport, and the Ministry of Science and Technology to urgently implement the direction of Deputy Prime Minister Tran Hong Ha (Notice No. 538/TB-VPCP dated December 1, 2024) on reviewing the standards, norms, and procedures for handling sea sand for construction and landfill activities, as a basis for localities to research and pilot implementation for works and projects in the area.

Construction "through holidays, Tet, and days off" to complete 3,000 km of expressway by 2025

The goal of completing 3,000 km of expressway by 2025 is a particularly important political task of the entire Party, people, and army, especially the competent authorities assigned to implement the projects, to celebrate the 14th National Party Congress.

The Prime Minister requested ministries, branches, localities, and competent agencies to direct investors and contractors to coordinate with localities to remove difficulties and obstacles in site clearance, relocation of technical infrastructure, and supply of construction materials; to focus, be highly determined, make great efforts, and resolutely carry out construction with the spirit of "overcoming the sun, overcoming the rain", "only working, not backing down", "3 shifts, 4 shifts", "eating quickly, sleeping urgently", "through holidays, Tet, and days off", "finishing work", "committing to doing it, doing what you promise" to speed up the progress of project implementation, with the spirit of "all for the people, for the development of the country"; not being subjective or negligent in directing and operating, affecting progress and quality.

The Prime Minister assigned the Ministry of Transport and the Ministry of Home Affairs to coordinate in organizing the preliminary summary of the emulation movement "500 days and nights of emulation to complete 3,000km of highways" in January 2025; including commending and encouraging exemplary localities, agencies, units, projects, cadres and workers who have performed well, overcome difficulties, achieved and exceeded the set plan; reprimanding, criticizing and disciplining localities, agencies, units and individuals who are irresponsible and slow down progress; evaluating and reviewing the "gantt" progress of each specific project and having timely solutions to remove difficulties and obstacles in project implementation to be determined to complete the emulation movement's goals before December 31, 2025.

Strive to complete Long Thanh International Airport Project before December 31, 2025

Regarding the organization and implementation of construction at the construction site, the Prime Minister requested: Project Management Boards, consultants, and contractors need to learn from experience in the implementation process, promptly review and reorganize construction at the construction site, carry out construction smoothly, scientifically, and simultaneously at many locations according to the "rolling" principle; rebuild and complete the progress critical path; urge and mobilize the total force of the main contractor and subcontractors (using mainly modern machinery and equipment, combining available equipment) to deploy 24/7, taking advantage of favorable weather conditions for construction.

The Ministry of Transport and ACV coordinate with contractors to review and develop a new plan and schedule to strive to complete the Long Thanh International Airport Project before December 31, 2025 in accordance with the Prime Minister's conclusion in Notice No. 545/TB-VPCP dated December 4, 2024 of the Government Office; promptly report difficulties, obstacles and recommendations to complete the set progress target before December 31, 2024 and launch the emulation movement "365 days and nights of emulation to complete the Long Thanh International Airport Project to welcome the 14th National Party Congress" in January 2025...

The Government Office has just issued Notice No. 563/TB-VPCP dated December 19, 2024, concluding Prime Minister Pham Minh Chinh's working trip with ministries and localities on the implementation of the Can Tho - Ca Mau expressway construction project and a number of key transport projects in the Mekong Delta region.

The investment in the construction of key transport projects, including high -speed road projects in the Southeast and Southwest region, is very important. On behalf of the Government, the Prime Minister acknowledged the active and working spirit with the high responsibility of ministries, branches, localities, project management boards, businesses, construction contractors, supervision consultants and staff, engineers, workers, workers directly working at project construction sites.

Completing 600 km of highways in the Mekong Delta region

The Prime Minister requested all levels, sectors and localities to focus on synchronously and drastically deploy the tasks and solutions set out to be implemented by the target until 2025 and 2026 to complete 600 km of high -speed roads in the Mekong Delta region; In which Can Tho - Ca Mau Expressway is completed before December 31, 2025 to connect smoothly the entire North -South highway from Lang Son to Ca Mau, proceeding to invest in the Can Tho - Dat Mui highway according to planning; Chau Doc - Can Tho - Soc Trang Expressway was completed before December 31, 2026, striving to complete sooner; Cao Lanh - An Huu, My An - Cao Lanh, Rach Mieu Bridge 2 ...; Responding and implementing the "500 -day emulation movement to complete 3,000 km of highway roads" to celebrate the Party Congress at all levels, to the 14th National Party Congress, the 80th anniversary of the founding of the country, 50 years of the liberation of the South to reunite the country. In the remaining time of 2024 and from the beginning of 2025, the ministries, branches and localities requested the following drastic tasks and solutions:

Regarding site clearance: The local People's Committee completes all site clearance to hand over to projects as planned; In which, the People's Committee of Can Tho City completely resolved the relocation of the landfill on the route connecting IC2 National Highway 1 (Can Tho - Ca Mau Project) in December 2024; Handing over the ground 100% to the Cao Lanh - Lo Te project before December 31, 2024.

Complete mining licensing in December 2024

Regarding construction materials, the Prime Minister requested all localities with sand and rock materials to provide for key southern transport projects, especially the Ho Chi Minh City Ring Road Project and projects in the Mekong Delta region to complete mining licenses in December 2024.

An Giang province has completed the procedure to return to Antraco quarry in December 2024 to provide key transport projects in the Mekong Delta region (which prioritizes the Can Tho - Ca Mau Expressway Project); At the same time, urgently completed the procedures for adjusting the Vam Nao river dredging capacity to supply sand and leveling the roads under the direction of Deputy Prime Minister Tran Hong Ha, completed in December 2024.

Tien Giang province: (i) Completing all procedures for sand mining, ensuring sand mining activities for projects implemented in December 2024 according to the task assigned by the Prime Minister; (ii) Review the determination of material prices in commercial mines in the area, strictly handle organizations and individuals to slow the procedures for mine issuance and the determination of material prices in contravention of regulations; At the same time, there is a strict solution to manage the price of leveling materials for projects, in accordance with the price ground in localities in the region and in accordance with the law, ensuring the principle of publicity and transparency, not to cause group interests in managing, exploiting and supplying common construction materials.

The People's Committee of Dong Thap province urgently reviews and balances the supply of 1 million m3 of sand and is missing according to the assigned and completed targets in December 2024; In particular, carrying out the procedures for regulating from sand mines are exploiting the residue to compensate for the missing volume due to the suspension of some landslides, the quality of sand is not guaranteed ... to supply enough for the project according to the assigned targets.

The People's Committee of Vinh Long Province urgently issued a written in writing to increase the capacity of 3 mines: Vam Tra On, Vam Tra On 2, Vam Tra On 3 in accordance with the confirmation and supplement of the source of 1.2 million m3 under the assigned target, ensuring compliance with the provisions of law, completed in December 2024.

The People's Committees of provinces: Dong Nai and Kien Giang urgently review the source of materials, prioritize supporting stone sources to supply the project (similar to Binh Duong province), completed in December 2024.

The Ministry of Natural Resources and Environment guides the specific An Giang province, which must have a clear view for the People's Committee of An Giang province to complete the procedures for adjusting the capacity to dredge Vam Nao river and exploit back to Antraco quarry in December 2024, reporting to the Prime Minister's results before January 5, 2024.
