Chi Linh enforces land acquisition for two projects with prolonged delays in site clearance

On the afternoon of May 27, the People's Committee of Chi Linh City organized to provide information on the forced site clearance related to two projects in the city, including: The project to invest in building a road to the Con Son - Kiep Bac relic site (section 1/2 of the left route from An Linh intersection to Dau Rong intersection) and the Chi Linh ecological urban area project.

These are all projects of great significance to the socio -economic development of Chi Linh City. However, some households with land within the project area have not agreed with the State's compensation plan for site clearance, causing difficulties in project implementation.

Mr. Nguyen Van Huynh, Standing Vice Chairman of the People's Committee of Chi Linh City, said that by the morning of May 27, the enforcement documents had been fully completed in terms of legality. The government continued to propagate, mobilize, and explain the legal regulations on site clearance, seeking consensus from the people.

The Land Clearance Council has applied the best support policies for people according to the law but has not yet received the consent of land owners.

The Chi Linh Eco-Urban Area Project still has 38 households that have not accepted the compensation plan proposed by the government. People have not agreed with the compensation price. The support policy for people whose livelihood is from agriculture has not met expectations. Some households request to negotiate directly with the enterprise implementing the project. However, this is a project in which the government reclaims land.

There are still 9 households who have not agreed to the investment project to build a road to the Con Son - Kiep Bac relic site. The households requested to re-determine the origin of the land to apply the compensation level according to the residential land price. Through verification, the authorities determined that most of the land area is agricultural production land, fruit tree growing land, not qualified to apply the residential land price.

To ensure the strictness of the law and avoid prolonging the project implementation progress, the People's Committee of Chi Linh City has decided to forcibly reclaim land for the above two projects.

According to the plan, on May 29, the People's Committee of Chi Linh City will enforce the Chi Linh Eco-Urban Area Project. On June 5, the enforcement of land acquisition for the project to build a road to the Con Son - Kiep Bac relic site will be carried out.

From now until the time of enforcement, local authorities continue to direct relevant sectors, organizations and units to step up propaganda and mobilize people to comply with legal regulations, thereby achieving voluntary consensus from the people.

Mr. Nguyen Van Huynh, Standing Vice Chairman of the People's Committee of Chi Linh City, said that the government has repeatedly organized dialogues, disseminated information, and clearly explained land law policies to the people. However, many households still deliberately do not cooperate, making requests that are contrary to the law, causing difficulties in the land clearance process. "Coercion is the last resort to ensure project progress and maintain strict legal discipline," Mr. Huynh emphasized.

The project to invest in building a road to the Con Son - Kiep Bac relic site (section 1/2 of the left route from An Linh intersection to Dau Rong intersection) is invested by the Provincial Investment and Construction Project Management Board. The total reclaimed area is more than 94.1 hectares, involving 96 households in Le Loi and Hung Dao communes. As of May 27, 87 households have agreed to hand over the site.

The Chi Linh Ecological Urban Area Project, invested by Constrexim Housing Development Investment Joint Stock Company, covers a total area of ​​over 118 hectares and has a total investment of VND1,700 billion, and is being implemented in Chi Minh Ward, divided into two phases. Phase 1 is being implemented on an area of ​​over 55 hectares in Chi Minh Ward and Van An Ward. As of May 27, 431 households have received compensation and handed over the site to the investor.

The project to invest in building a road to the Con Son - Kiep Bac relic site, once completed, will contribute to improving the traffic infrastructure, especially better serving major festivals at the Con Son - Kiep Bac special national relic site. The completion of the Chi Linh ecological urban area project will contribute to promoting urbanization and developing the local economy.
