
Accordingly, starting from June 5, 2025, vehicles with less than 4 axles will be allowed to circulate from National Highway 5 into Lai Vu Industrial Park, exit the side gate of Lai Vu Industrial Park, go through District Road DH 01 (Kim Thanh) and then go through Provincial Road 389.
Unlike before, when vehicles only circulated internally within the industrial park, the new plan allows vehicles with 4 axles or less to circulate from National Highway 5 into Lai Vu Industrial Park, and exit the industrial park's side gate on Provincial Road 389. This new plan helps reduce traffic pressure on National Highway 5, especially reducing congestion at the Lai Khe intersection between National Highway 5 and Provincial Road 389.

To ensure safe and smooth traffic organization according to the new plan through the industrial park, Hai Duong Department of Construction requested relevant units to synchronously deploy many specific solutions.
In particular, Road Management Area I and Vietnam Infrastructure Development and Financial Investment Joint Stock Corporation (VIDIFI) organized the installation of a system of 2 pole signs on National Highway 5 before entering the intersection (in the direction of Hanoi to Hai Phong), guiding vehicles with less than 4 axles to Kinh Mon town to turn left and circulate through Lai Vu Industrial Park.
Lai Vu Industrial Park Management Board installed a sign system in the industrial park, including directions, parking bans, and prohibitions on vehicles with 4 or more axles from circulating through Lai Vu Industrial Park and completed the road marking system on the routes in Lai Vu Industrial Park for vehicles with less than 4 axles from National Highway 5 to Kinh Mon town.
Kim Thanh District People's Committee reorganized traffic on District Road DH01 (connecting from the Lai Vu Industrial Park side gate to Provincial Road 389), installed signs for densely populated areas, no parking signs, and no large vehicles signs at intersections. Along with that, stepped up propaganda work so that people and businesses comply with the new plan.
Hai Duong Provincial Police directed the traffic police force to guide and regulate traffic during the initial implementation period. At the same time, coordinate propaganda so that traffic participants understand and form travel habits according to the new plan.
The Department of Construction assigned the Traffic Infrastructure and Maintenance Project Management Board to direct the contractor to regularly manage and maintain and install a signaling system on Provincial Road 389. At the same time, continue to monitor and evaluate the traffic situation in this area and promptly make appropriate adjustments if necessary.
Previously, to ensure traffic safety and reduce congestion at Lai Khe intersection, from April 29, 2025, the Department of Construction announced a ban on trucks with 3 or more axles from National Highway 5 to Provincial Road 389 from 6:00 to 8:00 a.m. and from 4:00 to 6:00 p.m. every day.
