Immediately after Resolution No. 17-NQ/TU dated August 5, 2019 of the Provincial Party Standing Committee on "improving the quality and effectiveness of mass mobilization work in the new situation" was issued, Party committees and authorities at all levels in the area clearly identified the importance and urgently implemented synchronous mass mobilization solutions in ethnic minority and mountainous areas. With the motto "Respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people", mass mobilization work is put at the center of all directives and operations.
From 2020 to present, the Provincial People's Council has issued 68 Resolutions on goals, tasks, solutions, mechanisms, policies and resource allocation for the comprehensive development of ethnic minority and mountainous areas, border areas and islands; The Provincial People's Committee has issued more than 200 legal documents related to people's livelihood policies; many of which are related to ethnic minority areas. The Provincial People's Committee has also proactively developed a coordination program with the Provincial Party Committee's Mass Mobilization Committee, the Propaganda Department and the Vietnam Fatherland Front Committee to enhance inter-sectoral and linkage in implementing mass mobilization, ensuring continuity from the provincial to grassroots levels.
Quang Ninh pays special attention to improving the quality of cadres working in mass mobilization at the grassroots level. In the period of 2019-2024, the province organized 666 domestic training courses for more than 43,000 cadres, civil servants and public employees, including in-depth content on mass mobilization skills and communication with ethnic minorities.
With the motto of “taking people as the root”, the province has widely solicited opinions from the community on projects and policies to support ethnic minority areas, from building roads and schools to developing production. Propaganda activities are organized through Party cell meetings, village/hamlet meetings, activities of the Fatherland Front and mass organizations, loudspeaker clusters, billboards, posters, etc.
In particular, the role of prestigious people in the ethnic minority community has been clearly promoted. In the period of 2021-2025, the province successfully organized the 15th Conference to commend prestigious people, affirming the importance of the team "bridge between the Party and the people" in maintaining security and order, resolving grassroots conflicts, and propagating new policies and guidelines.
The civil service forces of the army, border guards and police have also played a good role in advising local authorities. The model of “border guard station officers participating in commune-level Party committees” continues to be maintained in 24 communes, contributing to building a solid position of people’s hearts.
At the same time, the province also implemented projects to preserve and promote national cultural identity, build community cultural tourism villages, restore ethnic sports , traditional festivals, etc. This is part of the "soft mass mobilization" strategy - nurturing national pride, connecting communities and promoting the development of green and sustainable tourism.
Linking mass mobilization with national target programs, Quang Ninh focuses on mobilizing resources to support ethnic minority areas to develop infrastructure, production and improve the quality of life. In the 2021-2025 period, the province has allocated more than 4,000 billion VND from the budget to implement sustainable development programs for ethnic minority and mountainous areas. Thanks to that, by the end of 2024, the whole province will have no more poor households according to the Central standards, only 8 poor households and 1,197 near-poor households according to the provincial standards, of which 100% of poor households are ethnic minorities. All highland communes meet new rural standards. According to the survey results in 2024, the average income of ethnic minority, mountainous, border and island areas in 2024 is 83.79 million VND/person/year. This result shows the effectiveness of mass mobilization associated with comprehensive and long-term development.
It can be seen that mass mobilization work in ethnic minority areas of Quang Ninh province is not only a political task but has become a profound, close-to-the-people, and persistent method of action; bringing policies to every home, every heart; arousing the spirit of self-reliance and the will to rise up in every village.
