With 81.4% of the population being ethnic minorities, in recent times, the implementation of ethnic affairs and ethnic policies has always been of interest and focus to Chiem Hoa district. Many policies and strategies on poverty reduction and socio -economic development for mountainous areas and ethnic minority areas have been effectively implemented, achieving and exceeding the set targets.

Previously, due to difficult economic conditions, poor and near-poor households in Chiem Hoa district could not afford to buy water tanks, so they had to store water in cement tanks, jars, pots, buckets, basins, etc. Due to long-term storage outdoors, water containers often had loose or no lids, and were not cleaned regularly, so larvae often appeared, posing many potential risks of causing disease to users.

To solve this situation, the locality has implemented Project 1 "Solving the shortage of residential land, housing, production land, and domestic water" focusing on supporting decentralized domestic water (priority support for purchasing equipment or building water tanks for household use) for people in ethnic minority and mountainous areas; supporting centralized domestic water; investing in the construction of centralized water works.

Up to now, the district has had 1,943 poor households of ethnic minorities supported with water tanks for daily life, with a total amount of nearly 5.8 billion VND. The programs, projects, and investment policies to support ethnic minority areas in the district have been deployed and implemented synchronously, promptly, with the right objectives, objects, and in accordance with state regulations, contributing to raising the rate of rural population using hygienic domestic water in the district to 98.9%.

For many years, the family of Mr. Luong Van Menh, a Mong ethnic, in Khuon Lan village, Tri Phu commune, Chiem Hoa district, has been on the list of poor households in the commune. Because they cannot afford to buy modern water storage equipment, they have to use plastic buckets and basins to store water for daily use.

Mr. Hoang Van Lich excitedly said: He was very happy to receive support for a water tank for his family. The water in the tank is very tight, no need to worry about insects falling into the water and polluting it anymore. Storing and using water is much more convenient.

Discussing this issue, Mr. Hoang Van Doan, Chairman of the People's Committee of Tri Phu Commune, Chiem Hoa District, said: In recent times, clean water has always been an issue of concern to authorities at all levels. Currently, in the whole commune, there are 1,100 households, with the proportion of ethnic minorities accounting for over 95%; of which the rate of poor households is still high, accounting for over 50%.

Implementing the project 1 of decentralized domestic water, under the National Target Program for socio-economic development in ethnic minority and mountainous areas from 2022 to 2023, Tri Phu commune has 86 households supported with domestic water tanks; in 2024, the commune has 57 households eligible for support. Currently, specialized agencies are taking steps to select water tank suppliers.

Thus, the project to support dispersed domestic water for poor and near-poor households in ethnic minority and mountainous areas has contributed to improving rural sanitation, improving the quality of life for each family and community, developing the economy in conjunction with environmental protection and further creating conditions to help people escape poverty sustainably.
