Marks of youth
This year, the green volunteer shirts appeared on a very special “front”: Together with local authorities, supporting people in resolving administrative procedures in the initial phase of operating the two-level government model. This is a new mark, clearly demonstrating the proactive, flexible and responsible role of young people in the process of building a government close to the people, for the people.

Responding to the national launch ceremony launched by the Central Youth Union, Bac Ninh Provincial Youth Union has just organized a launch ceremony with the highlight being the activity of supporting people and businesses in handling administrative procedures, aiming to create a solid foundation for the effective operation of the two-level local government model. The whole province has established 99 youth volunteer teams with more than 2,200 young people directly participating in supporting at public administrative service centers and one-stop shops of communes and wards. Not only providing technical instructions, volunteers are also a close bridge between the new government and the people, enthusiastically guiding and meticulously explaining each process with dedication and responsibility.
In the early days of operating the two-level government model, the number of people coming to the People's Committee of Bac Giang Ward to carry out administrative procedures increased. Faced with great work pressure, the local youth union members played a pioneering role, always present at the Ward Public Administration Service Center to support professional staff to reduce workload and help people complete their documents more quickly and conveniently.
Comrade Hoang My Linh, Vice Chairman of the Vietnam Fatherland Front Committee, Secretary of the Bac Giang Ward Youth Union informed: “The ward Youth Union coordinated with the ward police to establish 2 volunteer youth teams at 2 administrative document reception points, including the headquarters of Dinh Ke ward (old) and Ngo Quyen ward (old), with the participation of 55 volunteers. Volunteers support people, businesses, educational institutions and mass organizations in accessing and effectively using online public services”.
At the Lien Bao Commune Public Administration Service Center, the Youth Union members were also present early to support the people. In addition to helping people get queue numbers, they also guided and answered questions during the process of carrying out procedures such as registering for an electronic identification account, a national public service account; submitting documents online, looking up procedures, using the public service portal, etc.

Having just completed the document certification procedure, Mr. Nguyen Thanh Dat shared: “I am old and not familiar with the new process after the merger, so at first I was worried about where to start. Luckily, the enthusiastic members of the Youth Union guided me, some helped me read the documents, some helped me get the numbers, and explained each step clearly, so all the procedures were completed quickly.”
Bridging digital government and people
Amidst the pressure of the new management model, young people not only perform their assigned tasks, but also bring sharing, caring attitudes, and patience in every small operation. In Vo Cuong ward, every day, from 3 to 5 union members and young people are present regularly at the Public Administration Service Center, guiding people to fill out forms, create electronic identification accounts, declare personal information, access the public service portal and look up the results of handling records via QR codes... For the elderly who are not familiar with using smartphones and computers, they are ready to support every step.

Nguyen Van Tuan, a volunteer participating in activities in Vo Cuong ward, said: “Supporting people to overcome their initial confusion when approaching administrative procedures after the merger is a simple joy, but it leaves me with a clear sense of the value of this meaningful work.” Tuan’s story also partly reflects the common spirit of many young people this summer - those who choose to accompany the community not because of quotas, but because they want to contribute a small part to everyone.
Mr. Nguyen Huu Tung, member of the Standing Committee of Thuan Thanh Ward Youth Union, Secretary of Lac Tho Nam Ward Youth Union, shared: “From the very first days of operating the two-level government model, the Standing Committee of the Ward Youth Union established a volunteer youth team of 35 members to work at the Public Administration Service Center. At the same time, advised on the establishment of a Rescue and Professional Support Team for handling administrative procedures consisting of 45 members, divided into 4 teams, ready to handle arising situations, minimizing the need for people to wait for a long time”.
Comrade Tran Van Dang, Vice Chairman of the Provincial Fatherland Front Committee, Secretary of the Provincial Youth Union emphasized: “In the new context, each small action and dedicated guidance of volunteers is not just simple support. It is a direct contribution to help the two-level administrative apparatus operate effectively from the very beginning, and at the same time is a testament to a generation of responsible, listening and sharing youth. The Youth Union identifies this as a key political task, a long-term journey. From now until the end of August, union members and young people will be the bridge, accompanying officials and civil servants to help people master technology, contributing to the successful construction of digital government and digital society”.
