Removing difficulties in waste treatment in Yen Dung ward

According to the report, the centralized waste treatment area of Nham Bien town (now Yen Dung ward) was implemented on an area of over 60,400 m² under the project "Renovation and upgrading of sanitary domestic waste landfill in Yen Dung district" in the period of 2014 - 2020.

However, up to now, the procedure for changing land use purpose has not been completed because the actual recovered area is larger than the list approved by the Provincial People's Council, while the project's investment period has expired.

After stopping the old project and making final settlement according to regulations, in August 2020, Yen Dung District People's Committee attracted Bac Giang Environmental Treatment Investment Joint Stock Company to invest in a waste treatment system with a capacity of 60 tons/day, operating from October 1, 2020.

Next, in April 2024, Asian Bac Giang Green Energy Environment Joint Stock Company was assigned to pilot the vacuum pyrolysis technology at the centralized treatment area. By November 2024, the project was completed, the system was installed and put into trial operation, taking on the responsibility of treating all the domestic waste in the area.

Currently, the locality and Asian Bac Giang Green Energy Environment Joint Stock Company have proposed that the province consider leasing short-term land funds to continue operations, and at the same time have solutions to handle about 25,000 tons of waste accumulated from 18 wards and communes of Bac Giang city in the past.

Concluding the inspection, comrade Dao Quang Khai acknowledged the efforts of Yen Dung ward and related units in overcoming existing problems, proactively coordinating to remove difficulties, and completing legal documents.

He requested Yen Dung ward to urgently review and receive the volume of settlement documents; soon submit a request for change of land use right purpose to the Department of Agriculture and Environment for appraisal and submit to the Chairman of the Provincial People's Committee.

At the same time, draft a document requesting the transfer of the entire current land area to the Provincial Land Fund Development Center. On that basis, the Provincial Land Fund Development Center coordinates with relevant departments and branches to develop a short-term lease plan and related procedures.

For Asian Bac Giang Green Energy Environment Joint Stock Company, after completing the procedures for land lease, the unit must complete the procedures for environmental registration, science and technology, fire prevention and fighting safety, etc. to ensure legality and stable, safe and proper operation of the project.

He emphasized that Bac Ninh province always identifies environmental protection as a key task in sustainable development. In recent years, the province has strongly directed investment in centralized waste treatment areas, applied advanced technology, and promoted socialization in the environmental field.

Removing obstacles and creating conditions for businesses to invest in treating household waste is a concrete step to realize the goal of building Bac Ninh - a civilized, green, clean, beautiful, and livable urban area.
