"Battlefield" no restricted areas

- Since the beginning of the year, functional forces in the province have synchronously deployed professional measures to combat, prevent and repel acts of smuggling, trade fraud; production and trade of counterfeit goods, fake goods, goods infringing intellectual property rights... Thereby, contributing to creating a safe and healthy business environment and protecting the rights and legitimate interests of consumers.

Recently, in a number of provinces and cities in the country, the authorities have inspected, detected and handled many violations of smuggling, trading in counterfeit goods, fake goods, goods of unknown origin... causing public confusion, seriously affecting the rights of consumers as well as legitimate businesses.

Faced with that reality, Lang Son province has implemented many solutions to combat and prevent smuggled goods, counterfeit goods, and imitation goods... from circulating in the market. Typically, on May 20, 2025, the Provincial People's Committee issued Official Dispatch No. 975/UBND-KTTH implementing Official Dispatch No. 65/CD-TTg dated May 15, 2025 of the Prime Minister on launching a peak period to combat and prevent smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights... (from May 15, 2025 to June 15, 2025). Accordingly, the province's functional forces have stepped up inspections of production and business activities in each ward and commune.

Mr. Le Trung Nghia, Captain of Market Management Team No. 1, in charge of Lang Son city, said: To carry out the peak of the fight against smuggling, trade fraud, counterfeit goods... the team has established working groups, strengthened the locality, inspected, coordinated the inspection of a number of key areas such as business activities at markets, supermarkets, goods distribution points, e-commerce businesses; inspected and supervised businesses, functional food and food businesses...; at the same time, strengthened propaganda work, raised awareness of business owners, production and business establishments and people about compliance with relevant legal regulations. From May 15 to June 4, the team inspected and handled 18 violations of counterfeit goods trading, food safety violations, banned goods...; administrative fines of 169.5 million VND (an increase of 101.79% of the total fines for administrative violations of food safety, smuggled goods, and counterfeit goods compared to April 2025). The value of goods forced to be destroyed is over 27.3 million VND.

Similarly, the Market Management Teams in charge of the province's localities have all strengthened the fight to prevent and repel smuggling and trade fraud... From May 15 to June 4, the Market Management Force coordinated to inspect 140 production and trading establishments; detected and handled 128 cases of trading in smuggled goods, counterfeit goods, goods infringing on intellectual property rights...; imposed administrative fines of over VND512 million.

Not only during the peak period, since the beginning of the year, the Market Management force and other functional forces such as the police, border guards, etc. have proactively grasped the area, resolutely deployed professional measures to combat, prevent and promptly handle acts of smuggling and trade fraud from the border to the inland. In the first 5 months of 2025, the functional forces inspected and handled 1,953 cases of violations of smuggling, trade fraud, counterfeit goods, and banned goods; administratively sanctioned 1,785 cases. The total amount of administrative violations handled was 66.7 billion VND (an increase of more than 264% over the same period in 2024). The value of confiscated exhibits was more than 9 billion VND. The functional forces prosecuted 111 cases, with 229 subjects. In particular, the functional forces promptly detected, combated and handled 1 case of manufacturing and assembling counterfeit goods (mobile phones).

Ms. Le Thi Minh Trang, Director of Hoang Nguyen Trading Joint Stock Company (Cao Loc town, Cao Loc district) said: Currently, the company has a distribution network of goods to about 2,500 agents and retail establishments in 11 districts and cities in the province. With a large distribution network, every year, the company is propagated and inspected by functional sectors and forces. Thereby, the company always proactively complies with legal regulations, ensures business conditions and commits to only distributing goods of good quality and clear origin, origin, and expiry date... to consumers.

Mr. Dang Van Ngoc, Head of the Market Management Department, Department of Industry and Trade, said: Implementing Official Dispatch No. 975/UBND-KTTH, the Department has advised the Provincial People's Committee to establish a Working Group to deploy a peak in the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; at the same time, advised the inspection team of Steering Committee 389 in 3 units: Lang Son City, Cao Loc, and Loc Binh. At the same time, the Department has directed the Market Management teams to strengthen their grasp of the area, check every alley to promptly detect and inspect business locations and goods gathering points with signs of violations; propagate to business owners to strictly comply with legal regulations. From now until the end of the peak period, as well as until the end of 2025, the Department will continue to strengthen inspection and strictly handle acts of manufacturing and trading counterfeit goods, goods infringing intellectual property rights, goods of unknown origin... especially violations in e-commerce; coordinate with the Department of Health and related units to take samples of some food items for in-depth inspection; coordinate to inspect means of circulation to prevent poor quality goods from entering the market...

With the decisive intervention of the authorities and the strict handling of “no forbidden zones”, many violations have been promptly detected and handled, thereby preventing major and complicated violations related to food safety and product quality in the province. However, fighting smuggling and trade fraud is a long-term “war” that requires determination and synchronous coordination. Therefore, the relevant sectors and authorities need to continue to strengthen the fight to contribute to building a safe, civilized and sustainable market.
