- Since the beginning of the year, functional forces in the province have implemented a comprehensive set of operational measures to combat and prevent smuggling, trade fraud; the production and sale of counterfeit goods, imitation goods, and goods infringing intellectual property rights... Thereby, contributing to creating a safe and healthy business environment and protecting the legitimate rights and interests of consumers.

Recently, in several provinces and cities across the country, authorities have inspected, detected, and handled numerous violations related to smuggling, trading in counterfeit goods, imitation goods, and goods of unknown origin... causing public concern and seriously affecting the rights of consumers as well as legitimate businesses.

In response to this situation, Lang Son province has implemented numerous solutions to combat and prevent the circulation of smuggled, counterfeit, and imitation goods in the market. For example, on May 20, 2025, the Provincial People's Committee issued Official Letter No. 975/UBND-KTTH implementing Prime Minister 's Directive No. 65/CĐ-TTg dated May 15, 2025, on launching a high-intensity campaign to combat and prevent smuggling, trade fraud, counterfeit goods, and intellectual property infringement (from May 15, 2025 to June 15, 2025). Accordingly, the province's functional forces have intensified inspections of production and business activities down to the ward and commune levels.

Mr. Le Trung Nghia, Team Leader of Market Management Team No. 1, in charge of Lang Son city, said: During the peak period of combating smuggling, trade fraud, and counterfeit goods, the team established working groups, strengthened its presence in the area, and conducted inspections and coordinated inspections in several key areas such as business activities at markets, supermarkets, goods distribution points, and e-commerce businesses; inspected and monitored businesses and establishments selling functional foods and food products; and simultaneously strengthened propaganda efforts to raise awareness among business owners, production and trading establishments, and the public regarding compliance with relevant legal regulations. From May 15th to June 4th, the team inspected and handled 18 cases of violations related to the trading of counterfeit goods, food safety violations, and prohibited goods… Administrative fines totaled 169.5 million VND (an increase of 101.79% compared to April 2025 in the total amount of administrative fines for food safety violations, smuggled goods, and counterfeit goods). The value of goods ordered to be destroyed was over 27.3 million VND.

Similarly, market management teams in charge of various areas of the province have intensified their efforts to combat and prevent smuggling and trade fraud. From May 15th to June 4th, market management forces coordinated inspections of 140 production and business establishments; detected and handled 128 cases of trading in smuggled goods, counterfeit goods, and goods infringing intellectual property rights; and imposed administrative fines totaling over 512 million VND.

Not only during peak periods, but since the beginning of the year, market management forces and other functional forces such as the police and border guards have proactively monitored the area and resolutely implemented professional measures to combat, prevent, and promptly handle acts of smuggling and trade fraud from the border to the interior. In the first five months of 2025, functional forces inspected and handled 1,953 cases of violations related to smuggling, trade fraud, counterfeit goods, and prohibited goods; and imposed administrative penalties in 1,785 cases. The total amount of fines for administrative violations was 66.7 billion VND (an increase of over 264% compared to the same period in 2024). The value of confiscated goods exceeded 9 billion VND. Functional forces have initiated legal proceedings in 111 cases, involving 229 individuals. Notably, functional forces promptly detected, combated, and handled one case of manufacturing and assembling counterfeit goods (mobile phones).

Ms. Le Thi Minh Trang, Director of Hoang Nguyen Trading Joint Stock Company (Cao Loc town, Cao Loc district), said: Currently, the company has a distribution network reaching approximately 2,500 agents and retail outlets in 11 districts and cities across the province. With this large distribution network, the company receives annual inspections and awareness campaigns from relevant agencies and authorities. Through these efforts, the company proactively complies with all legal regulations, ensures business conditions are met, and commits to distributing only high-quality goods with clear origins and valid expiration dates to consumers.

Mr. Dang Van Ngoc, Head of the Market Management Department under the Department of Industry and Trade, stated: In accordance with Official Letter No. 975/UBND-KTTH, the department advised the Provincial People's Committee to establish a task force to launch a high-intensity campaign to combat and prevent smuggling, trade fraud, counterfeit goods, and intellectual property infringement. Simultaneously, the department advised the inspection team of the 389 Steering Committee to conduct inspections in three units: Lang Son City, Cao Loc, and Loc Binh. Furthermore, the department directed market management teams to strengthen their presence in their respective areas, thoroughly inspecting every street and alley to promptly detect and inspect business locations and goods storage points showing signs of violations; and to educate business owners to strictly comply with legal regulations. From now until the end of the peak period, as well as until the end of 2025, the sub-department will continue to strengthen inspection and strictly handle acts of producing and trading counterfeit goods, goods infringing intellectual property rights, goods of unknown origin... especially violations in e-commerce; coordinate with the Department of Health and relevant units to take samples of some food items for in-depth testing; coordinate inspections of vehicles in the distribution chain to prevent substandard goods from entering the market...

With the decisive intervention of the authorities and the strict, no-go-off approach, many violations have been promptly detected and handled, thus preventing major and complex food safety and product quality violations from occurring in the province. However, combating smuggling and trade fraud is a long-term battle requiring determination and coordinated efforts. Therefore, relevant agencies and authorities need to further strengthen their efforts to contribute to building a safe, civilized, and sustainable market.
