Currently, there are 2 intra-provincial bus routes in the province, Mai Pha - Na Sam, Northern Bus Station - Na Duong, which are operating and are subsidized by the state for public passenger transport by bus. The remaining 3 routes in the province have been approved (Northern Bus Station - Dinh Lap Bus Station, Mai Pha Commune - That Khe Town, Southern Bus Station - Bac Son Town, which have not been exploited by any unit) but have not yet accessed the necessary preferential policies from the budget.
In addition, the public passenger transport routes by intra-provincial buses in the province have not really developed, the quality of vehicles and services is not high, not meeting the desires and travel needs of people, students, workers and officials in the area.
In this situation, the development of a Resolution of the Provincial People's Council regulating support policies for public passenger transport by bus in the province is very necessary, appropriate and in accordance with the Party's policies; policies and laws of the State. At the same time, it encourages, supports and motivates investors in public passenger transport routes by bus in the province.
At the workshop, the leader of the Department of Construction (the unit assigned by the Provincial People's Committee to preside over the drafting of the resolution) presented the main contents of the draft resolution. Specifically, the draft resolution consists of 11 articles, regulating the scope, subjects, principles of application, and support contents for public passenger transport by bus.
During the discussion, there were 12 comments and contributions focusing on groups of contents such as: document format; legal basis; level, time, subjects receiving interest rate support... and some other contents related to public passenger transport by bus in the province in the past time. After listening to the comments, the leaders of the Department of Construction provided additional information, accepted, explained and clarified the issues of interest to the delegates.
Organizing social criticism of draft legal documents is an activity to promote the supervisory and critical role of trade unions and socio- political organizations, contributing to improving the quality, feasibility, and suitability to practice of policies before promulgation.
After the workshop, opinions will be compiled and sent to the presiding agency for further research, editing, and finalization of the draft to be submitted to the Provincial People's Council for consideration at the next session.
