Trump's governance policy for his second term

VnExpressVnExpress22/11/2023

Imposing high import tariffs, deporting immigrants and withdrawing the US from conflicts could be Mr. Trump's policy if elected in 2024.

Former President Donald Trump, the Republican Party's leading candidate, is holding an advantage in the scenario of a rematch with President Joe Biden in the 2024 election. This is considered a motivation for Mr. Trump to outline ambitious policies for his next term if he wins the election.

During his campaigns, Mr. Trump did not hesitate to share his goals if re-elected, while increasing consultation with former officials who worked in his administration and meeting experts from right-wing research centers about future policy of governing the country.

Trump supporters say he is seeking to restore America to where it was before the 2020 election, while also picking up the slack from his first term.

The idea Trump has most frequently mentioned recently is to “clean up” the government apparatus , which he calls the “deep state.” The former president has repeatedly said he is the victim of “ political persecution,” after facing a series of state and federal prosecutions this year.

Observers say that if re-elected, one of the first things Mr. Trump will do is appoint loyalists to top positions in the government such as the Department of Justice , FBI, and the US Centers for Disease Control and Prevention (CDC).

“I think there needs to be a cleanup in the appropriate places, looking at who did what and how to fix it. It could happen on a large scale in some government agencies,” said Kash Patel, a former US Defense Department official under Trump and now a senior fellow at the Center for American Innovation in Washington, a pro-Trump think tank.

Patel said his plan to run the government was not an act of "revenge", but said someone in key agencies had to be held accountable for what had happened.

Another issue that Trump has focused on is US trade policy . During his tenure, he launched a trade war with China and threatened to retaliate against many trade rivals, even allies such as the European Union (EU) and Japan.

Observers say Mr. Trump could do the same again if he returns to the White House. In August, he proposed automatically imposing tariffs on all imported goods to protect domestic products.

“You have to put a leash around the necks of foreign companies,” he told Fox Business. “When they come into the United States and dump their products, they have to pay a tariff. Maybe 10%. That money goes to pay off their debts.”

Former White House economic adviser Stephen Moore, who recently appeared at Trump’s Mar-a-Lago estate, said Trump’s trade policy has not been written in detail, but the former president has talked a lot about it. “This is going to be a big deal,” he said.

A former Trump administration official said that raising tariffs on Chinese imports was a necessary policy for the new administration. In early 2020, Trump reached an agreement with Chinese President Xi Jinping to ease bilateral trade tensions. However, people close to Trump said Beijing has not honored the terms of the agreement.

While maintaining Trump’s tariffs on China and strengthening export controls on sensitive technology, President Biden has stressed that the United States is “not decoupling” but rather “de-risking” its economic relationship with China. At a summit in California last week, Biden and Xi pledged to ease tensions in the world’s most important bilateral relationship.

But a former Trump official said Biden’s China policy was too soft. “We should raise tariffs because things have gotten worse,” the official said.

Former President Trump also criticized Mr. Biden's foreign policy , saying that Hamas would never attack Israel and Russia would not invade Ukraine if he were in power. He said the world is more unstable now than when he was in power.

Mr Trump claimed he could bring peace to Ukraine in "24 hours". He said he knew "all the players" in the world, so he could prevent "World War III".

A Trump re-election scenario would certainly raise questions about the future of economic and security aid to key US allies and partners, as well as the future of NATO.

After Russia launched a war in Ukraine, Mr. Biden has worked to strengthen the transatlantic alliance. But Mr. Trump has threatened to withdraw the United States from NATO and, if elected for a second term, he is likely to continue to pressure allies to increase their defense spending.

“We don’t want to shoulder all the burden for NATO countries because it’s tied to alliance expansion and large deployments in Europe. That’s something we want to stay as far away from as possible,” said Russell Vought, a former White House budget director under Trump and now president of the Center for American Innovation.

The construction of a wall on the southern border during Mr. Trump's term has not stopped the wave of immigrants crossing into the US. He announced that if re-elected, he will carry out a harsher policy to deal with this wave of immigration.

"What we're seeing is unprecedented. It's a sad thing for our country. It's tainting the blood of our country," Mr Trump said last month, referring to migrants entering the US.

Mr. Trump and top aides like Stephen Miller, a hardliner on immigration and a former White House official, have considered proposals such as reinstating a travel ban on citizens from Muslim-majority countries, cracking down on undocumented immigrants and setting up large refugee detention camps near the southern border. They have also considered ending the birthright citizenship policy.

“Any activist who doubts President Trump’s resolve is making a mistake. Trump will unleash the vast federal arsenal to suppress the wave of migration,” Miller said.
