This year, the Ministry of Education and Training divided candidates from 34 localities into 7 groups to pay university entrance fees in 2025. To avoid overload, each province/city will have a different time frame for paying admission fees.
How to handle candidates who have their fees deducted twice?
Seven provinces/cities will pay university and college entrance fees for 2025 from today (July 29 to 5:30 p.m. July 30), including: Hanoi , Cao Bang, Tuyen Quang, Lao Cai, Dien Bien, Lai Chau, Son La.
Notably, after successfully paying the admission fee, many candidates said that this year the admission fee has been reduced from 20,000 VND/wish to 15,000 VND.
More than 7.6 million admission applications were reduced by VND5,000/application, equivalent to a reduction of more than VND38 billion in admission fees.
According to a representative of the Ministry of Education and Training, university admission fees are not regulated by the ministry but are agreed upon by universities and intermediary payment platforms, and the reduced fees are beneficial to candidates.
During the payment session, some candidates reported a common problem: when clicking to pay, the message "transaction authentication failed" appeared, but money was still deducted from their accounts.
"After transferring money via MB bank and reporting the transaction failed but the money was still deducted, I switched to MoMo to pay and it was successful. I currently don't know if I can get a refund for transferring money twice like that and what the refund procedure is," a candidate wondered.
Speaking with Tuoi Tre Online , Associate Professor Dr. Vu Duy Hai - Head of Admissions and Career Guidance Department of Hanoi University of Science and Technology, said that the 2025 university admission fee will be paid online through the National Public Service Portal, with the final recipient transferring to Hanoi University of Science and Technology and the Academy of Posts and Telecommunications Technology.
According to Mr. Hai, in case a candidate transfers money twice, if the money is still in the intermediary stage of the banks, when the candidate is discovered to have transferred money twice, the bank will refund it.
In case the duplicate transfer amount has been transferred to the account of Hanoi University of Science and Technology or the Academy of Posts and Telecommunications Technology, after the payment period, the school will reconcile and refund the excess amount to the candidate.

19 channels for paying admission fees
According to statistics from the Ministry of Education and Training, as of the time the university and college admission registration portal was closed, the ministry's general admission system recorded more than 849,000 candidates registering for admission with more than 7.6 million university and college admission wishes (an average of 8.96 wishes/candidate).
Compared to the number of more than 1.16 million students taking the high school graduation exam in 2025, there were about 310,000 students who did not register their university and college admission wishes on the ministry's system (equivalent to 26.7% of candidates missing the opportunity to enter university and college in the first round).
For the registered university admission wishes to be valid, candidates must pay the admission fee online via the National Public Service Portal.
The general admission system of the Ministry of Education and Training allows candidates to use 1 of 19 different payment channels, including bank payment channels: Vietcombank, Vietinbank, Agribank, BIDV, SHB; VPBank, TPBank, MBBank, HDBank.
Payment intermediary organizations: Other banks via VNPT Money, Vietnam Post, Ngan Luong, Payoo, Napas, HPay; e-wallets such as VNPT Money, MoMo, Viettel Money; mobile payment channel VNPT Mobile Money.
