Officially piloting two-component electricity price for large production customers

Information from Vietnam Electricity Group (EVN) said that this enterprise has completed the Project "Building a two-component electricity price system (capacity price and electricity price) and a roadmap for application to Vietnam's electricity industry".

Accordingly, the Ministry of Industry and Trade agreed to the plan to pilot the application of two-component retail electricity prices (including capacity price and electricity price) on paper from October. The subjects of application are groups of production customers directly retailed by EVN and its member units, with an average electricity consumption of 200,000kWh/month or more (calculated on average over the last 12 months).

For the production customer group participating in the pilot 2-component electricity price, the trial price table will be applied according to voltage level. Specifically, customers using high voltage electricity (from 110kV and above) will have a capacity price of 209,459 VND/kW/month and the electricity price will fluctuate from 843 to 2,162 VND/kWh depending on the time frame.

At medium voltage level 22kV≤ U<110kV and 6kV≤ U<22kV, the power price is 235,414 VND/kW/month and 240,050 VND/kW/month respectively; the power price is in the range of 859-2,189 VND/kWh. At low voltage level (below 6kV), the highest power price is 286,153 VND/kW/month, and the power price is from 904 to 2,251 VND/kWh.

Since October, the Power Corporations/Power Companies will send out paper notifications of the results of the experimental electricity bill calculation according to the 2-component electricity price to customers subject to the experiment.

Including a comparison of electricity prices according to the current single-component electricity price list and electricity prices according to the two-component electricity price list. EVN clearly notes that this is only a trial activity and calculation on paper, not yet applied to actual electricity bills during the trial period.

EVN said that the pilot implementation of paper-based calculations based on actual data is to prepare for the application of two-component electricity prices according to the provisions of the Electricity Law (amended).

The goal is to gradually replace the current single-component electricity price list, ensuring consistency with the electricity industry's technical infrastructure, legal framework and consumer adaptability to the new pricing mechanism.

The two-component electricity price includes the price of the largest used capacity and the price of electricity. Accordingly, the electricity bill includes the fixed cost for the used capacity and the variable cost according to the amount of electricity consumed. This mechanism encourages customers to use electricity reasonably, reduce the maximum capacity (Pmax) to save costs, and at the same time helps the electricity industry operate efficiently and reduce investment pressure.
