Colonel Nguyen Thanh Hai, Director of the Provincial Police Department, spoke about ensuring security and order in the province.
The Provincial Police Department, advising the Provincial People's Committee, issued Official Dispatch No. 632/UBND-NC, dated December 10, 2024, directing heads of provincial departments, branches, sectors, and organizations, Chairmen of People's Committees of districts, towns, and cities to carry out a peak period of attacking and suppressing crimes to ensure security and order; organize a launching ceremony to carry out the peak period of the Lunar New Year At Ty 2025.
In the first quarter, social order crimes decreased by 9% compared to the previous month, and by 29% compared to the same period in 2024; 2 economic law violations were prosecuted, 2 more than the same period in 2024; 22 drug crimes were prosecuted, 20 more than the same period; 98 cases and 524 social evils were eliminated, 87 more cases and 203 more than the same period; traffic order and safety during the 2025 Lunar New Year were stable, with no passive or unexpected situations.
Colonel Mai Van Yen, Political Commissar of the Provincial Border Guard Command, spoke about the coordination work to protect sovereignty and maritime border security in the province.
The Provincial Border Guard Command has synchronously deployed measures to manage and protect the coastal border; effectively implemented border protection work. Closely coordinated with the provincial police and military forces, Ben Tre Provincial Border Guard, Soc Trang Provincial Border Guard, Border Guard Squadron 18, Naval Region 2, Coast Guard Region 3 in performing the task of managing and protecting the sovereignty and security of the province's coastal border and protecting adjacent areas. Comrade Nguyen Quoc Han, Chief Prosecutor of the Provincial People's Procuracy, spoke about the prosecution work in recent times.
The People's Procuracy at two levels performed well the task of preventing wrongful convictions and crimes from escaping, supervising the handling of 654 sources of information about crimes; exercising the right to prosecute and supervise the investigation of 661 cases/966 defendants. Supervising the temporary detention, temporary detention and execution of criminal sentences, supervising the temporary detention of 127 people and the temporary detention of 864 people; supervising the execution of fixed-term prison sentences for 440 people, 2,694 prisoners, 317 people given suspended sentences and 30 people who argued; supervising the preparation of files for special amnesty for 47 people; considering early conditional release for 11 people; reducing the time of serving suspended sentences for 17 people. Supervising the settlement of administrative cases; civil, marriage and family, commercial and labor cases and matters and other work as prescribed.
Comrade Lam Sang Tuoi, Director of the Department of Justice, spoke about digitizing household registration books in the province.
The Department of Justice issued 02 official dispatches to rectify the work of property auctions, including: Official dispatch No. 594/STP-HC&BTTP, dated April 19, 2024 of the Director of the Department of Justice on rectifying and correcting property auction activities in Tra Vinh province and Official dispatch No. 1668/STP-HC&BTTP, dated September 30, 2024 on strengthening state management of property auctions. The implementation of the project to digitize household registration books in the province has been basically completed.
Completed 2,5523 civil judgments out of 9,466 cases with conditions for execution, reaching 26.65%, down 374 cases and down 6.36% compared to the same period; completed nearly 133 billion VND with conditions for execution, reaching 9.83%. Recovered and handled assets in criminal cases of economic corruption, executed 07 cases, with the amount of more than 124.433 billion VND. 04 cases with conditions for execution, with the amount of more than 18.64 billion VND; 03 cases without conditions for execution, with the amount of more than 105.793 billion VND.
Comrade Le Thi Thu Hai, Deputy Chief Inspector of the province, spoke about the results of the inspection work.
39 administrative inspections have been conducted. 27 inspection conclusions have been issued. Through inspections, the total amount of violations was discovered to be 664.425 million VND. 189 specialized inspections and checks have been conducted, 82 violations have been discovered in the fields of agriculture, culture, planning - investment, traffic - transportation, labor - war invalids - social affairs, construction, natural resources - environment... 82 decisions to handle administrative violations have been issued, with the amount of 946.231 million VND (861.231 million VND has been recovered). The specialized inspectors have recommended the recovery of 637.466 million VND.
Comrade Trinh Minh Tu, Chief Justice of the Provincial People's Court, spoke about the trial results.
The two-level People's Courts received 5,024 cases, resolved and tried 2,078 cases, reaching 41.36%, the remaining cases totaled 2,946 cases, with 56 cases temporarily suspended. Compared to the same period, the number of cases received increased by 531 cases, resolved increased by 353 cases, and temporarily suspended cases decreased by 25 cases. Of which, the rate of cases successfully mediated according to the Civil Procedure Law reached 51.9% (958 cases/1,846 cases). The number of cases transferred to mediation and dialogue was 1,293/3,762 cases, reaching 34.37%; successful mediation reached 55.38%. Promote the effective implementation of 17 groups of breakthrough solutions in judicial reform at the court.
Colonel Le Van Can, Deputy Commander and Chief of Staff of the Provincial Military Command, spoke about national defense work in recent times.
The Provincial Military Command maintains strict combat readiness. Coordinates with the police and the Border Guard to operate according to Decree No. 02/2020/ND-CP and Decree No. 03/2019/ND-CP of the Government, contributing to maintaining political security, order and social safety in the area.
Comrade Doan Minh Phuong, Deputy Head of the Provincial Party Committee's Internal Affairs Committee, briefly reported on the results of the implementation of the tasks of the Internal Affairs and Justice sectors in the past time.
Concluding the working session, comrade Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee, assessed that in the first quarter, the agencies of the Internal Affairs and Justice sectors achieved many outstanding results in implementing their political tasks. At the same time, he pointed out some limitations in the coordination of handling petitions and letters, which were sometimes slow; responses to petitions and letters from citizens were sometimes general; the content of responses did not match between sectors and lacked consistency; the results of asset recovery and handling did not meet requirements, and were still pending and prolonged. Social order still occurred at times and in some places; traffic accidents still occurred at a high rate. Enforcement of judgments and asset auctions were still limited, with some cases of auctions where assets had not yet been delivered; coordination between enforcement agencies and localities was not tight in some cases.
Delegates received the direction and conclusion of the Provincial Party Secretary at the working session.
Provincial Party Secretary Ngo Chi Cuong directed that in the coming time, the agencies of the Internal Affairs and Justice sectors need to focus and be more determined, especially in preparing well for the Party Congress; pay close attention to complaints and lawsuits. Continue to lead and direct all aspects of work on corruption prevention and negativity; review, detect shortcomings and have solutions to overcome them. Ensure political security, national defense and security work, do not be negligent, focus on implementing well in all aspects with a proactive posture.
Strengthen propaganda and education work; effectively implement solutions to ensure political security, proactively refute distorted and incorrect arguments, and harmful information. Continue to improve the quality of operations of the Internal Affairs and Judiciary agencies. Trial, prosecution, avoid wrongful convictions; review pending cases that are of public concern, and resolve them thoroughly.

Strengthening the propaganda and education of the law; raising awareness of crime prevention and control, and handling administrative violations. Strengthening inspection and control, especially self-inspection. Enhancing the role, responsibility, and exemplary vanguard in the prevention and control of corruption, negativity, and waste.
Urge Party committees, authorities, and heads of agencies to strictly implement citizen reception. Proactively select pressing issues of social concern, identify specific cases to resolve thoroughly. Improve professional qualifications and skills to meet task requirements in the new situation. Proactively review, focus on leadership, and direct the implementation to achieve the 2025 plan.
