Proactive social assistance plan, support to overcome consequences of natural disasters

On June 18, 2023, Comrade Nguyen Long Bien, Vice Chairman of the Provincial People's Committee, signed and issued Document No. 2456/UBND-VXNV of the Provincial People's Committee Chairman to provincial departments, branches and sectors and People's Committees of districts and cities on proactively providing social assistance plans, supporting the overcoming of natural disaster consequences, ensuring stable lives of people in the province.

The document states: Implementing Official Dispatch No. 1972/LĐTBXH-BTXH dated May 30, 2023 of the Ministry of Labor, War Invalids and Social Affairs on proactively providing social assistance plans, supporting the overcoming of natural disaster consequences, and ensuring stable people's lives.

To proactively respond to natural disasters in 2023 in Ninh Thuan province, the Provincial People's Committee requests relevant departments, branches, People's Committees of districts and cities to focus on implementing the following contents:

1. Closely and regularly monitor the developments of natural disasters such as: tropical depressions, rain, storms, flash floods, landslides, droughts, whirlwinds, lightning, inundation, saltwater intrusion, heat waves, hail and other types of natural disasters that may occur to coordinate with the Steering Committee for Natural Disaster Prevention and Control to promptly notify and guide authorities at all levels and people to proactively prevent, respond, and minimize damage to people's lives; inspect and review residential areas in unsafe places, along rivers, streams, and areas at risk of landslides; proactively evacuate people to safe places, and have plans to ensure logistics and essential supplies at evacuation points.

2. Direct and inspect the development and preparation of disaster relief plans according to the "4 on-site" principle, detailed, specific, suitable to local characteristics and conditions; mobilize on-site relief resources, ensure logistics to respond to natural disasters; be ready to evacuate people from dangerous areas; ensure supplies to stabilize people's lives before, during and after natural disasters; guide people to proactively reinforce their houses, reserve food, drinking water, medicine and other essential items when the rainy and stormy season comes.

3. Strengthen propaganda activities, instruct people on skills to cope with the risks of heat, drought, water shortage, saltwater intrusion, especially integrated activities to support people with disabilities and other vulnerable groups in preventing, combating and mitigating natural disasters. Proactively arrange local budgets to implement urgent solutions to prevent and combat drought and saltwater intrusion.

4. Monitor and summarize the damage caused by natural disasters: dead, missing, injured; collapsed, washed away, burned, damaged houses and shortages of food and daily necessities, report to competent authorities, promptly provide support according to regulations in Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government regulating social assistance policies for social protection beneficiaries. In particular, priority is given to groups of beneficiaries who have contributed to the revolution, policy families, children, people with disabilities, the elderly and other social assistance beneficiaries, ensuring that no one goes hungry, no one is homeless, promptly visit and encourage affected families and implement other synchronous solutions to stabilize people's lives and develop production; mobilize organizations and individuals to join hands to overcome the consequences of natural disasters.

During the implementation process, if any problems arise, promptly report to the Provincial People's Committee (through the Department of Labor, War Invalids and Social Affairs) for synthesis, reporting to the Provincial People's Committee, and direction for implementation./.
