People participate in giving opinions on amending and supplementing a number of articles of the 2013 Constitution.

Recently, the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution has announced a draft resolution amending the Constitution to solicit public opinions nationwide. In our province, a large number of cadres, party members and people expressed their high consensus and agreement with the amendment; and actively participated in contributing their opinions with the hope that the resolution will be passed soon.

The content for consultation is the entire draft resolution, including the structure, content and presentation techniques. According to the draft, the main content of amendments and supplements is 2 groups, including: Regulations related to the Vietnam Fatherland Front, socio-political organizations; regulations in Chapter IX to implement the 2-level local government organization model. The contents have a profound impact on social life and the operation of the political system. Therefore, the amendment and supplementation of the Constitution has received attention from many people in the province.

In order to promptly collect opinions from the people, agencies, units and localities in the province have synchronously deployed solutions to propagate, guide and support people to give opinions. In particular, promoting the role and responsibility in participating in Party building and government building, for this draft resolution, the Provincial Vietnam Fatherland Front Committee has deployed various forms of collecting people's opinions such as: Directly giving opinions in writing (paper, email), organizing conferences, giving opinions on the electronic information portals of agencies, organizations and local Fatherland Fronts at all levels from May 7 to 30. Comrade Dong Hoan, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, said: In addition to receiving and synthesizing opinions, the Provincial Vietnam Fatherland Front Committee has also strengthened information, propaganda and mobilizing people to actively participate in giving opinions in appropriate forms. In particular, the Front cadres, party members, and members of associations and organizations promote a proactive and responsible spirit in disseminating and thoroughly understanding the purpose, meaning, and content of amending and supplementing the Constitution. Thereby raising awareness, arousing the sense of responsibility for the country and people among all people, making the contribution of opinions on amending and supplementing the Constitution a widespread political activity.

Mr. Thai Duc Dung, Cong Thanh village, Thanh Hai commune (Phan Rang - Thap Cham city) said: I agree with the policy of amending and supplementing a number of articles of the 2013 Constitution. This is really necessary and urgent to implement the Party's policy of streamlining focal points, improving the quality and efficiency of the activities of the Vietnam Fatherland Front and socio-political organizations, and reorganizing administrative units and local governments.

In addition to traditional forms, people can contribute their opinions on digital platforms such as: National Assembly Electronic Information Portal, Government Electronic Information Portal, especially on VneID application... In order to concretize Plan No. 260/KH-BCA dated May 5, 2025 of the Ministry of Public Security on organizing the collection of public opinions on the draft amendments and supplements to the Constitution via VNeID application, departments, branches, sectors, Vietnam Fatherland Front, socio-political organizations, and localities in the province have focused on implementing groups of tasks to increase the number of people participating in contributing opinions on VNeID application. At the grassroots level, Party committees and authorities of communes, wards, and towns have quickly established working groups to go to the locality, to each household to clearly explain the amended contents, emphasizing new points directly related to citizens' rights and obligations; the core contents of the draft. Thereby, people actively exchange and participate with valid opinions, reflecting aspirations and recommendations from real life.

Mr. Ngo Quoc Sach in Quarter 8, Do Vinh Ward (Phan Rang - Thap Cham City) said: For us, giving opinions on the VNeID application is very convenient and easy. The application of digital technology to collect public opinions has shown a strong step forward in administrative reform, the determination to build an e-Government, serving the people effectively, practically, in accordance with the spirit of "People know, people discuss, people do, people check, people supervise and people benefit". This is also the "foundation" to later collect public opinions on the Party's policies and the State's laws in a more systematic and popular manner.

It must be affirmed that the amendment and supplementation of the 2013 Constitution is an objective and necessary requirement, opening up great opportunities for the country to develop more sustainably with long-term visions, bringing the nation into a new era. Therefore, all classes of people in the province need to continue to promote their sense of responsibility to the country and the nation by participating more proactively and actively.
