Proactively adapt and develop harmoniously between economy and environment

With its strategic vision and modern management capacity, Quang Ninh is gradually asserting its pioneering role in improving the effectiveness and efficiency of state management in key areas, especially land and resource management and use, environmental protection, and proactive response to climate change and natural disaster prevention. These are fundamental factors to ensure sustainable, modern development and flexible adaptation to natural, economic and social fluctuations in the new period.

The province pays special attention to planning, the "compass" of development, improving both quality and long-term vision. Quang Ninh is the first province in the Red River Delta region to have the Provincial Planning and the Plan for implementing the Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister. Along with that, the province has synchronously completed layers of construction planning, land use planning, closely linked with the master plan for spatial development and socio -economic infrastructure. District planning, general planning of urban areas, industrial parks and coal production areas have all been reviewed and approved, ensuring consistency, synchronization and high feasibility. Up to now, 7/7 district planning; 6/6 general planning of cities and towns; 7/7 general planning of towns have been approved; About 88% of urban zoning plans, functional zoning plans, industrial parks, coal production areas and 100% of new rural commune master plans have been completed.

On that basis, Quang Ninh continues to promote the management and effective use of land resources, considering this a particularly important resource for development. The province proactively prepares clean land funds and production sites for strategic projects, prioritizing investment attraction in high value-added sectors such as processing and manufacturing industries, science and technology and modern services; resolutely not attracting projects with low investment rates, consuming energy and resources and causing negative impacts on the environment. Projects that are behind schedule and violate land laws are strictly inspected and handled, creating a transparent investment environment and improving the real estate market.

In particular, Quang Ninh strongly implements Resolution No. 10-NQ/TU dated September 26, 2022 of the Provincial Party Committee on strengthening the Party's leadership in resource management, environmental protection, natural disaster prevention and mitigation, climate change response, and water security. The province focuses on planning, exploration, exploitation and processing of minerals in a sustainable manner, associated with the roadmap to stop open-pit mining, limestone mines, cement plants, and thermal power plants; at the same time, taking advantage of mine waste soil and rock as filling materials, contributing to promoting a circular economy and minimizing resource waste.

Along with land and resource management, environmental protection and green economic development are identified as cross-cutting tasks. Quang Ninh promotes the application of science and technology in the collection and treatment of waste and wastewater using high-tech, environmentally friendly technologies; promotes socialized investment in modern, zero-emission waste treatment areas. The province is determined to eliminate polluting facilities in residential and urban areas; strongly implements solutions to reduce plastic waste, and stop the use of plastic bags and disposable plastic products. Along with that, solutions for overall management of coastal areas, Ha Long Bay, Cua Luc Bay, and Bai Tu Long Bay are seriously implemented, linking conservation with development. In particular, the province focuses on protecting mangrove forests, protective forests, special-use forests, restoring ecosystems and biodiversity, in which Yen Tu national forest is preserved in association with historical, cultural and environmental factors, aiming to build Dong Son - Ky Thuong into a national branded forest park, associated with the World Heritage - Natural Wonder of Ha Long Bay.

Along with that, the system of river dykes, sea dykes, reservoirs and natural disaster prevention works has been strengthened, enhancing resilience; a monitoring and evaluation system for climate change adaptation activities has been established and deployed according to the motto "3 before, 4 on-site" to protect people's lives and property.

The results achieved show that Quang Ninh is on the right track in its sustainable development strategy, with effective state management, synchronous planning, effective resource management and proactive response to climate change as pillars. This is not only the effort of a dynamic locality, but also an important contribution to the national goal of green development, circular economy and ecological environmental security in the new era.
