Accordingly, due to the influence of storm circulation No. 12 and cold air, from the night of October 22 to October 26, the area from Ha Tinh to Quang Ngai is likely to have widespread heavy rain, in which the area from South Quang Tri to Da Nang will have total rainfall from 500-700 mm, locally over 900 mm; from Ha Tinh to North Quang Tri and Quang Ngai, it will be from 200-400 mm, locally over 500 mm. There is a high risk of flash floods and landslides in mountainous areas, flooding in low-lying areas and urban areas; floods on rivers from Quang Tri to Quang Ngai are likely to reach alert level 3 and exceed alert level 3. To proactively respond to heavy rain, floods, inundation, landslides, and flash floods, the National Steering Committee for Civil Defense requests ministries, branches, and People's Committees of provinces and cities from Ha Tinh to Quang Ngai to closely monitor forecasts and warnings of heavy rain, floods, inundation, flash floods, and landslides and provide timely and complete information to local authorities and people to proactively prevent; deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas at risk of floods, inundation, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas; proactively organize the relocation and evacuation of people to safe places and have plans to support food and necessities for people at evacuation sites; prepare forces, vehicles, equipment, and necessities according to the "four on-the-spot" motto to be ready to respond to prolonged rain and flood situations.
The above ministries, branches, People's Committees of the above provinces and cities organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; arrange forces, materials, and means to overcome incidents, ensure smooth traffic on main traffic axes when heavy rain occurs; inspect, review, and deploy measures to ensure safety of key works, works under construction, mines, and mineral exploitation areas; proactively take measures to drain water to prevent flooding and protect industrial parks, urban areas, and residential areas.
Ministries, branches, People's Committees of provinces and cities deploy measures to ensure the safety of dykes, reservoirs and downstream areas; proactively operate reservoirs to ensure flood capacity according to regulations; arrange regular forces to operate and regulate and be ready to handle possible situations. Depending on the local situation, decide to let students stay home from school when heavy rains and floods occur. At the same time, assign leaders to directly direct flood response work in key areas, especially villages and hamlets at risk of being isolated due to rains and floods, landslides and flash floods; review and deploy backup plans for electricity supply and telecommunications waves, ensure uninterrupted communication from villages and hamlets to all levels, without information interruption; be ready with forces and means for rescue when required.

Vietnam News Agency, Vietnam Television, Voice of Vietnam and mass media agencies from central to local levels should increase information on the developments of floods and rains, the risk of flash floods and landslides to authorities at all levels, especially commune levels, and people to proactively prevent and respond. Organize serious on-duty shifts and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
Quang Ninh proactively responds to storm No. 12
On the same day, the People's Committee of Quang Ninh province issued Official Dispatch No. 3906/UBND-TC on proactively responding to storm No. 12. Specifically, to proactively respond to the developments of the storm and other forms of natural disasters, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to preside over and coordinate with departments, branches, sectors and People's Committees of localities based on the direction of the National Civil Defense Steering Committee to closely monitor warning bulletins, forecasts and developments of the storm, and manage vessels going out to sea.
At the same time, organize the counting and notify the owners of vehicles, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas, ensure the safety of people and property, maintain communication to promptly handle bad situations that may occur. Prepare forces and means to deploy rescue work when there is a situation; organize serious on-duty, regularly report to the National Civil Defense Steering Committee (Ministry of Agriculture and Environment) and the Provincial People's Committee to ensure the required time.
Departments and branches, according to their functions, state management tasks and assigned tasks, coordinate with the Department of Agriculture and Environment and local People's Committees to proactively respond to the storm. The provincial media agency increases information about the storm's developments to authorities at all levels, owners of vessels operating at sea and people to proactively prevent and respond.
