On March 13, Mr. Nguyen Van Tung - Chairman of Hai Phong City People's Committee, chaired a meeting to listen to reports and discuss solutions to control traffic accidents on National Highway 5, National Highway 10 and on the railway section passing through Hai Phong.
The reason for this meeting is because recently, on National Highway 5, National Highway 10 and the railway section passing through Hai Phong, there have been many tragic traffic accidents that have taken the lives of many people.
National Highway 10 toll station is located in Hai Phong city.
In 2023, according to the report of the Hai Phong Department of Transport, on National Highway 5 and National Highway 10 passing through Hai Phong City, there were 40 traffic accidents, killing 30 people and injuring 23 people, accounting for 22.51% (43/191) of the number of cases, 30.6% (30/98) of the number of deaths, 17% (23/136) of the number of injuries of the total number of traffic accidents in the area.
In the first 2 months of 2024, on these 2 national highways, there were 32 traffic accidents, killing 12 people and injuring 21 people, accounting for 21.33% (32/150) of the number of cases, 23.53% (12/51) of the number of deaths, 17.65% (21/119) of the number of injuries of the total number of traffic accidents in Hai Phong City.
Regarding traffic accidents related to railways, in 2023, there were 4 incidents, killing 3 people and injuring 3 people. In the first 2 months of 2024, there were 2 incidents, killing 2 people.
Assessing the causes of the above traffic accidents, at the meeting, representatives of relevant departments, agencies and local authorities said that, in addition to the drivers' lack of awareness of complying with the law, the handling of black spots and potential traffic accident risks on the two national highways and railways has not been timely.
In particular, the organization of traffic flow on National Highway 10 is not really reasonable, there is also a situation of encroachment on traffic safety corridors. Many self-opened paths across the railway pose a high risk of traffic safety due to obstructed visibility.
Mr. Nguyen Van Tung - Chairman of Hai Phong City People's Committee, requested to close 17 self-opened railway crossing points in Hai Phong area in 2024.
To control traffic accidents on two national highways and railways, Mr. Nguyen Van Tung - Chairman of Hai Phong City People's Committee, requested functional agencies and localities to urgently review and strictly handle violations of encroachment on road and railway corridors to gather materials, sell goods, etc.
In the immediate future, the Chairman of the Hai Phong City People's Committee assigned relevant departments, agencies and localities to focus on closing 17 self-opening railway crossing points in 2024. Of these, 9 self-opening points were directed by the Hai Phong City People's Committee in 2023. The remaining 8 points are under the management authority of the Central Government, and the relevant agencies of Hai Phong City are studying and allocating funds to install automatic barriers .
