The opening speech of Minister of Education and Training Nguyen Kim Son affirmed that, after 80 years of striving to grow up and contribute to the development of the country, especially in the past 5 years, the education sector has promoted the implementation of the Party's resolutions and perfected many new breakthrough policies with great efforts and determination to contribute to emulation to follow Uncle Ho's teachings. The typical examples of the education sector are groups and individuals with outstanding achievements, recognized through patriotic emulation movements, having positive impacts, spreading in the community and society.
According to Minister Nguyen Kim Son, to achieve today's achievements, over the past 80 years, the education sector has always received special attention from the Party, State, Government , and the entire people and has been oriented as a strategic breakthrough, a top national policy with the important task of developing people, training human resources and nurturing talents to serve the country's development.
Emphasizing that the Party, the State, society, parents, and all students honor and give teachers good feelings, respect, love, gratitude, and affection, Minister Nguyen Kim Son hopes that all teachers need to strive to cultivate, practice, and study continuously to always be a shining example for students to follow, bright enough to shine and guide students, valuable enough to inspire and persuade, especially being exemplary in personality, spirit of learning and creativity, love, and justice.
The report on the results of the patriotic emulation movement and the commendation work for the period 2020-2025 and the direction and tasks of the emulation and commendation work for the period 2025-2030 of the Ministry of Education and Training at the Congress said that currently, the entire education sector has about 27 million students, a network of 62,839 educational and training establishments developed widely across the country. In the emulation movements launched by the Prime Minister, typically the emulation movement "The whole country joins hands to build new rural areas", nearly 90% of the departments of education and training have integrated the criteria for building new rural areas into the school year plan, demonstrating a clear commitment in directing and organizing implementation.
Along with that, implementing the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023-2030", the contents of encouraging learning, encouraging talents, building a learning society, the spirit of self-study, actively learning throughout life, and training activities of students have been integrated into the instructions for implementing political education tasks and student work at the beginning of the school year and instructions for the Citizen-Student Activity Week in training institutions...
The education sector has achieved many outstanding results in universalizing and improving the quality of nurturing, caring for and educating preschool children. As of August 2025, 100% of provinces and cities have maintained and met the standards for universalizing primary and secondary education, of which 64% of provinces and cities have been recognized as meeting the standards for universalizing primary education at level 3. The rate of school consolidation in 2024 at the preschool level will reach 84.7%, primary school will reach 86.5%, secondary school will reach 95.4%, and high school will reach 97.3%.
The innovation of forms and methods of examinations, tests, and evaluation of education and training results is carried out at all levels of education in the direction of combining process assessment with summative assessment, self-assessment with assessment by schools, families, and society. Currently, the whole country has 197 higher education institutions and 11 pedagogical colleges recognized as meeting educational quality standards according to domestic standards; 12 higher education institutions are externally assessed according to foreign standards; 2,451 training programs are accredited according to domestic standards and 670 training programs are accredited according to foreign standards...

Speaking at the ceremony, the President pointed out that over the past 80 years since the birth of the Democratic Republic of Vietnam, education has always accompanied the people, the nation and the country's history. With the philosophy of "an ignorant nation is a weak nation", right from the early days of the nation's founding, President Ho Chi Minh affirmed that "fighting hunger, illiteracy and foreign invaders" were the three key tasks of the Government and the people. He placed education in a special position in the national construction strategy.
Forever remembering, respecting and expressing gratitude for the contributions of veteran teachers; "soldier" teachers who heroically sacrificed for the independence and freedom of the Fatherland; generations of teachers across the country who have always devoted their whole lives and sacrificed their blood and bones for the cause of national education, the President emphasized that the Party and State have always accompanied parents, creating the best conditions for students who are continuing and promoting the nation's tradition of studiousness, for a strong and humane Vietnam in the future.
Inheriting and promoting the great results of the patriotic emulation movement initiated by President Ho Chi Minh, the President assessed that in recent years, the patriotic emulation movement in the education sector has had new developments; the emulation movement has been expanded and innovated with many practical contents, creating a competitive atmosphere in the whole sector, bringing many initiatives and effective models, and recently the movement "building happy schools - active students" is becoming a humane trend, helping each school to be a place to nurture intelligence and soul.
The President affirmed that the Patriotic Emulation Congress of the education sector is not only an occasion for honoring, but also a source of great spiritual encouragement, arousing the confidence, pride, aspiration and will to rise of each teacher, each staff member in the education sector and each student. At the same time, this is also a motivation for emulation, not just a slogan but also a concrete action, a spirit of innovation and creativity every day.
On behalf of the Party and State leaders, the President acknowledged, highly appreciated and commended more than 300 advanced models representing millions of teachers and educational managers attending the ceremony; congratulated and expressed gratitude to the teachers who were awarded the titles of Labor Hero, National Emulation Fighter, People's Teacher, and Excellent Teacher, those who are always at the forefront of emulation movements, dedicated to their profession, love their students, have excellent pedagogical talent, and are trusted and respected by students, colleagues and people.
Frankly, correctly recognizing the difficulties and limitations to continue to rise stronger, the President noted that innovation and improvement of education quality is an urgent requirement, of special importance in the strategic vision of national development, requiring perseverance and determination "For the hundred-year cause of cultivating people".
With the spirit of solidarity, creativity and innovation, the President requested the education sector to continue to thoroughly grasp the Party's guidelines, policies and viewpoints, Ho Chi Minh's thought on education and training and most recently Resolution No. 71 of the Politburo; focus on perfecting legal regulations to promptly remove bottlenecks and bottlenecks in institutions, mechanisms and policies; promote innovation and create development in education and training. At the same time, promote decentralization and delegation of power in conjunction with resource allocation, enhance autonomy and self-responsibility of educational institutions in conjunction with effective inspection and supervision; build an open and interconnected education system, promote lifelong learning and build a learning society.
The President requested effective implementation of the Law on Teachers, development of appropriate policies to mobilize talented people outside the teaching force to participate in teaching and training in educational institutions; persistently building school culture, quality culture, practical learning, practical work associated with the responsibility of setting an example for the teaching staff.
Emphasizing the need to strengthen comprehensive education in morality, intelligence, physical fitness, and aesthetics, forming a system of values for Vietnamese people in the new era, the President noted that the first important thing in education is moral education, cultivating people must start with personality, then education on knowledge and skills. In particular, it is necessary to clearly define the roles, responsibilities, and coordination mechanisms between families, schools, and society in educating morality, personality, and the system of standard values for Vietnamese people; and promote the responsibility of state management agencies, party committees, and local authorities.
Along with that, according to the President, it is necessary to promote comprehensive digital transformation, popularize and strongly apply digital technology and artificial intelligence in education and training; develop the national education and human resources information system, connect with the labor market and employment information system and integrate scientific, technological and innovation information of educational institutions. Modernize vocational education, create breakthroughs in developing highly skilled human resources; rearrange and reorganize vocational education institutions to ensure streamlining, efficiency, meeting national standards and reaching international standards.
On the other hand, the President requested to modernize and improve higher education, create breakthroughs in developing highly qualified human resources and talents, and lead research and innovation. Implement the arrangement and restructuring of higher education institutions; merge and dissolve substandard higher education institutions; resolutely eliminate intermediate levels, ensure streamlined, unified and effective management. Invest in modernizing technical infrastructure, expand development space for higher education institutions to operate effectively; strongly innovate training programs according to international standards; link training activities with research, development of science, technology, innovation, and national digital transformation.
Referring to the issue of promoting cooperation and deep international integration in education and training, the President said it is necessary to promote negotiations and signing of agreements and treaties on cooperation in education, training, science and technology; and proactively participate in organizations to ensure quality and develop international education.
The President requested to continue to lead, direct and effectively implement Directive No. 41, dated February 26, 2024 of the Politburo, on strengthening the Party's leadership over emulation and reward work in the new situation; so that emulation and reward work can truly be a great driving force, promoting the good completion of political tasks of agencies and units, contributing to further improving the quality and effectiveness of education and training, striving to achieve the goal of Vietnam having a modern, equitable and high-quality national education system, ranking among the top 20 countries in the world by 2045.
The President also advised students to continue promoting the nation's tradition of studiousness, strive to study and train to become future masters, and build a rich, prosperous, happy and everlasting Vietnam.
* On this occasion, the Minister of Education and Training decided to award Emulation Flags to 11 groups and Certificates of Merit to 141 groups and 174 individuals with outstanding achievements in the emulation movement "Innovation and creativity in management, teaching and learning" for the period 2020-2025.
