
Chairing and delivering the opening speech, National Assembly Chairman Tran Thanh Man said that the session would last for 2.5 days. This was the first session after the National Assembly and the National Assembly Standing Committee reorganized the apparatus of the agencies. After the 9th Extraordinary Session, the National Assembly Standing Committee reorganized the apparatus of the Ethnic Council and the National Assembly Committees, and immediately got to work. The Government also coordinated with the National Assembly Standing Committee to organize a conference to disseminate and implement the laws and resolutions that had just been passed at the 9th Extraordinary Session. The fact that the agencies of the National Assembly and the Government immediately got to work after reorganizing the apparatus created conditions for people and businesses to access administrative procedures and resolve work.
At the meeting, the National Assembly Standing Committee gave opinions on the explanation and acceptance of revisions to three draft laws before submitting them for comments at the Conference of full-time National Assembly deputies (if necessary) and submitting them to the National Assembly for approval at the upcoming 9th Session, including: draft Law on Special Consumption Tax (amended); draft Law on Corporate Income Tax (amended); draft Law on Management and Investment of State Capital in Enterprises.
"In the context that we are determined to strive to achieve the growth target of 8% or more in 2025, successfully implementing the 5-year Socio -Economic Development Plan 2021 - 2025, the provisions in these draft laws are extremely important, and can become a lever, creating momentum for our country's economy to soon achieve the set goals," the National Assembly Chairman emphasized.
The National Assembly Standing Committee will discuss and give opinions on five draft laws that will be submitted to the National Assembly for first comments at the upcoming 9th Session, including: Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Railways (amended); Law on Personal Data Protection; Law on State of Emergency; Law on Participation in United Nations Peacekeeping Forces.
The National Assembly Standing Committee will give opinions on the reduction of land rent in 2024 and the issuance of a Government Decree regulating the reduction of land rent in 2024; consider the draft Resolution of the National Assembly Standing Committee explaining the regulations on the standards of "clean and strong party and mass organizations" in the Law on Emulation and Commendation; and consider the National Assembly's Report on People's Aspirations in February 2025 as usual.
The Standing Committee of the National Assembly also conducted a summary of the 9th extraordinary session of the 15th National Assembly according to the provisions of Article 12 of the National Assembly Session Regulations.
The National Assembly Chairman stated: In the coming time, the workload of the agencies in the National Assembly bloc will be very large, with higher requirements and greater responsibilities. Especially the new tasks related to reviewing, researching and amending the 2013 Constitution and related laws according to Conclusion No. 126-KL/TW and Conclusion No. 127-KL/TW of the Politburo and the Secretariat.
In addition, the volume of legislative tasks and regular work is also very large (counting only the projects already included in the 2025 law-making program, there are 11 passed laws and 16 laws for comments; not including the laws that need to be amended according to Conclusion 127-KL/TW and other laws and resolutions that the Government plans to propose to add).
The National Assembly Chairman said that in April, the National Assembly Standing Committee may hold many meetings to arrange the commune-level administrative apparatus according to Conclusion No. 127-KL/TW of the Politburo, ensuring progress. Many contents are required by the Politburo and the Secretariat to be completed before June 30, 2025, and it is expected that the 9th Session may open earlier than usual (in early May). Accordingly, the contents submitted to the National Assembly at the Session must basically be considered by the National Assembly Standing Committee in April.
In particular, the Project and plan on the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term must be completed in March to ensure submission to the Central Committee in April. The National Assembly Chairman said that there has been an official document assigning the Vice Chairmen of the National Assembly to be in charge, and the Committees to coordinate with relevant agencies to implement these contents.
The National Assembly Chairman suggested that, from now on, agencies need to closely follow the direction of the Central Executive Committee, the Politburo, the Secretariat, and the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, continuously update and immediately deploy new tasks, at the same time, urgently prepare the contents in the proposed programs and plans, closely coordinate to prepare the contents to submit to the National Assembly Standing Committee to ensure progress and quality, and not allow the situation of requesting to postpone or transfer to the next session, avoiding piling up work close to the session.
