Chairman of the Provincial People's Committee: The province's socio-economic situation in 2023 has many bright spots in a difficult context

On the afternoon of November 24, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting of the Provincial People's Committee in November 2023.

EXPECTED 24/28 MAIN TARGETS TO BE COMPLETED AND EXCEED THE PLAN

At the meeting, leaders of departments and branches reported, focused on analyzing, evaluating, and giving opinions on administrative reform tasks, disbursing public investment capital, attracting investment, and solving local labor shortages...

Concluding the meeting, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that in 2023, the general situation in the world and in the country is very difficult, greatly affecting the implementation of socio -economic development tasks of the whole country and the province.

In such a difficult context, the results achieved by the province are very positive, including the direction and administration work. In addition to the high unity in the leadership of the Provincial Party Committee and the supervision of the Provincial People's Council, the direction and administration work of the Provincial People's Committee in 2023 continues to be implemented resolutely, promptly, flexibly, effectively, with focus and key points.

On the other hand, the spirit and responsibility of all levels, sectors, and localities, especially the heads of sectors, have been enhanced. In particular, the coordination between sectors has been smoother and faster in advising the Provincial People's Committee, proactively implementing tasks right from the beginning of the year. The activities of the Working Groups have been very active.

In economic development, the Chairman of the Provincial People's Committee assessed that the economic growth rate is estimated to reach 7-7.3%; although it did not reach the target, it was still very positive in the context of general difficulties. In particular, there were 2 bright spots: investment attraction and export turnover.

Up to this point, the province has attracted more than 46,000 billion VND, exceeding the target by 1.38 times. Compared to the same period in 2022, the number of newly licensed projects increased by 13%, the total newly registered capital increased by 1.4 times. FDI attraction alone exceeded the 1 billion USD mark for the first time, reaching nearly 1.3 billion USD, expected to reach nearly 1.5 billion USD by the end of 2023. "This is the result of a process in which the province has proactively prepared conditions to attract investment, in which the province has done well in 2 conditions regarding infrastructure and industrial park land".

Total export turnover is estimated at 2.88 billion USD, up 13.51% compared to 2022, reaching 100.4% of the plan, of which, export turnover of goods is estimated at 2.45 billion USD, up 12.02% over the same period. This result includes important contributions from FDI enterprises and is expected to continue to increase as many projects enter production.

The head of the Provincial People's Committee also highly appreciated the results of the new rural development program. It is expected that in 2023, the whole province will have 10 more communes meeting new rural standards, 35 communes meeting advanced new rural standards, 6 communes meeting model new rural standards; 1 district meeting new rural standards. Budget revenue in difficult contexts still achieved remarkable results, striving to exceed 18,000 billion VND.

The socio-cultural fields have maintained very positive results. Keyeducation is always in the top of the country, labor, employment and social security are given attention. In particular, in difficult conditions, social security is given attention by the province. To date, the province has built and repaired 5,322 houses for the poor and those with housing difficulties, nearly reaching the target of 5,500 houses for 2023.

Assessing the implementation of key tasks in 2023, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the province has implemented and completed the summary of Resolution No. 26 and the Politburo issued Resolution No. 39 on construction and development of the province to 2030, with a vision to 2045; The provincial planning for the period 2021-2030, with a vision to 2050 has been approved by the Prime Minister; completed the summary of the report assessing the implementation results of the targets and objectives in the Resolution of the 19th Provincial Party Congress in the mid-term on socio-economics.

Administrative reform has had positive changes, PCI, PAPI, PAS INDEX, SIPAS indexes have had positive changes. For the first time, the province announced the DDCI index in 2022, thereby helping departments, branches, and localities to evaluate and strive in the coming time, contributing to the overall results in administrative reform, improving the investment environment of the province.

The national defense and security situation is basically stable. Foreign affairs have achieved positive results, especially state diplomacy activities are very active, contributing to the socio-economic development of the province.

In addition to the achieved results, the Chairman of the Provincial People's Committee also pointed out and analyzed the shortcomings and limitations that need to be overcome. Up to now, there are still 4 socio-economic targets that have not been completed; production and business activities of enterprises have encountered many difficulties, affecting budget revenue. Public investment disbursement has not yet reached the target, lower than expected, and some national target programs have achieved low results.

The implementation of two strategic transport infrastructure projects, Cua Lo Deepwater Port and Vinh International Airport, has not yet completed the procedures and has not yet achieved the set plan and goals. Administrative reform and digital transformation have made progress but need to be completed to meet requirements.

CONTINUE TO STRIVE TO ACHIEVE THE HIGHEST LEVEL OF TARGETS AND GOALS OF 2023

Emphasizing that from now until the end of 2023 there is still more than 1 month to strive, Chairman of the Provincial People's Committee Nguyen Duc Trung requested that all levels, sectors and localities proactively review assigned tasks, targets and goals to strive to implement them resolutely to achieve the highest results, contributing to the overall results of the province.

On the other hand, all levels and sectors focus on completing the contents to be submitted to the Provincial People's Council meeting in early December 2023 and the contents to be reported to the Provincial Party Standing Committee and the Provincial Party Executive Committee at the meeting at the end of 2023.

In December, the Chairman of the Provincial People's Committee also assigned the sectors to prepare to organize the announcement of the Provincial Planning for the period 2021-2030, with a vision to 2050; organize well the conference to exchange experiences and cooperate in development between the three provinces: Thanh Hoa - Nghe An - Ha Tinh; complete the Project on supplementing specific mechanisms and policies for the province's development; outstanding mechanisms and policies for Vinh city in the spirit of Resolution No. 39 of the Politburo.

On the other hand, the sectors carry out important tasks in the VIII Power Plan, completing the Project to expand the Southeast Economic Zone in a quality direction, because the Southeast Economic Zone is one of the two main driving forces for the province's development.

Regarding public investment disbursement, the Chairman of the Provincial People's Committee requested sectors, localities, and investors to strive to achieve the disbursement target of over 95%, basically disbursing all capital plans in 2022, extending to 2023. For projects that have completed procedures, focus on disbursement, for new projects, it is necessary to pay attention to completing procedures, especially projects included in the 2024 plan.

In budget revenue and expenditure, sectors in the Finance sector strive to focus on achieving the highest level of budget revenue; spending economically, effectively, and tightly.

Chairman of the Provincial People's Committee Nguyen Duc Trung requested sectors and localities to do a good job of ensuring social security during Tet; review preparations for the groundbreaking of the cultural tourism project at the special national relic site of President Ho Chi Minh Memorial Site and the 9-storey waterfall project in Nam Dan district; art programs to welcome the New Year; pay attention to policy beneficiaries, meritorious people, poor households, and near-poor households in the spirit of "no one is left behind".

Departments, branches and localities must also review the work programs of 2023 to complete, especially the registration to include in the program of building Resolutions to submit to the Provincial People's Council. On the other hand, continue to maintain social order and safety, especially at the end of the year.

Regarding the socio-economic development plan for 2024, Chairman of the Provincial People's Committee Nguyen Duc Trung said that after 3 years of implementing the 5-year plan 2021-2025, there were positive points but basically the set goals have not been achieved.

Assuming that 2024 is forecasted to have many difficulties, the Chairman of the Provincial People's Committee emphasized that the Provincial People's Committee strives to achieve the target of GRDP economic growth rate of 9-10% in 2024; budget revenue of 15,854 billion VND; total export turnover of 3 billion USD; GRDP per capita of 62-63 million VND...

To successfully implement the socio-economic development plan for 2024, the Provincial People's Committee has set out 12 main tasks and solutions. However, the plan must specifically assign tasks to departments, branches and localities.

In particular, the key tasks of 2024 are to continue to strive to achieve the highest level to implement the goals of Party Congresses at all levels, including the goals set by the 19th Provincial Party Congress; implement Resolution No. 39 of the Politburo and Resolution No. 36 of the National Assembly.

At the same time, try to submit to the National Assembly for approval at the mid-2024 session the addition of specific mechanisms and policies for the province. Focus on effectively implementing the Provincial Planning, with priority options. Complete the Projects to expand the administrative boundaries and urban space of Vinh City; the Project to arrange district and commune-level administrative units for the 2023-2025 period and the Project to expand the Southeast Economic Zone.

Continue to focus resources on implementing key projects, including 2 strategic transport infrastructure projects; implement the highest level of public investment disbursement and 3 national target programs; improve the investment and business environment with the view of creating favorable conditions for domestic and foreign investors, considering the difficulties and obstacles of enterprises as the province's to remove and resolve.

The head of the provincial People's Committee also requested sectors and localities to focus on site clearance to create investment space for new industrial parks, make the most of favorable opportunities in attracting investment; strive to establish new industrial parks to fully utilize the assigned industrial park land quota.

Continue to focus on promoting administrative reform and digital transformation; improve awareness, responsibility and ethics of cadres, civil servants and public employees at all levels to effectively implement the province's development goals. Maintain national defense and security, resolve pressing issues right at the grassroots level to create stability for development.
