Focus on quality, ensure reasonable structure, increase the number of full-time delegates

On the morning of November 15, at the National Conference to disseminate the Politburo 's Directive and deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, Party Central Committee member and Standing Deputy Head of the Central Organizing Committee Hoang Dang Quang introduced Directive 46-CT/TW of the Politburo on leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Organizing early elections is an objective necessity, consistent with reality.

Directive No. 46-CT/TW clearly states that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be held on March 15, 2026. Thus, the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term is shortened compared to the previous term.

Deputy Head of the Central Organizing Committee Hoang Dang Quang emphasized that this is a necessary issue to promptly perfect the personnel apparatus, ensure synchronization, connectivity, comprehensiveness and promptly start implementing the Resolution of the 14th National Party Congress and Party Congresses at all levels. This policy is objectively necessary, completely consistent with the practical situation and task requirements in the context of reorganizing the apparatus and organizing two-level local governments.

The Politburo 's Directive emphasized that the election is a broad democratic activity among all classes of people. And this is also an important occasion to continue building, consolidating and perfecting the Vietnamese socialist rule-of-law state, of the people, by the people and for the people. And it also determined that this is a key task in 2026.

Therefore, to lead the election successfully, the Politburo has requested Party committees and organizations at all levels to focus on leading and directing the implementation of the eight requirements and tasks stated in the Directive.

Six key tasks

The Deputy Head of the Central Organizing Committee said that the Directive focuses on 6 key tasks.

Firstly, we must focus on fully preparing the conditions to successfully organize the election and ensure that the election is conducted democratically, equally, legally, safely, economically and truly becomes a festival for all people.

Second, well-leading personnel work, ensuring the promotion of democracy associated with the Party's centralized and unified leadership in personnel work. Linking the personnel results of Party congresses at all levels and personnel planning with the work of preparing to introduce exemplary people with steadfast political views and stances, meeting the standards, capacity and conditions to perform the duties of National Assembly deputies and People's Council deputies.

And the Directive emphasizes: Do not include in the list of candidates those who show signs of political opportunism, ambition for power, conservatism, factionalism, localism; subjects being inspected and examined for signs of violations, have been concluded by competent authorities to be dishonest; heads of agencies, organizations, and units that have allowed serious corruption, waste, negativity, and disunity to occur.

Third, the leadership and direction of the election must ensure sufficient quantity, focus on quality, ensure a reasonable structure, increase the number of full-time delegates, ensure the proportion of female and ethnic minority candidates in accordance with the provisions of the Election Law; have a reasonable proportion of religious delegates, re-elected delegates, young delegates, scientists, intellectuals, artists, delegates from workers, farmers, businessmen and associations and unions in production and business.

Fourth, the selection and introduction of candidates must comply with the procedures prescribed by law, especially thoroughly understanding the guiding viewpoints and major policies and guidelines set forth by the Politburo.

Fifth, direct the work of propaganda and dissemination widely throughout the Party, people and army about the great significance and importance of the election, in order to encourage and promote voters' self-awareness and proactive participation in the election, ensuring the election is serious and in accordance with the law, ensuring that the election truly becomes a festival for all people.

Sixth , develop plans to ensure political security and social order and safety; resolutely fight against all distortions, plots and acts of sabotage of the election. Localities and competent authorities must have proactive plans to deal with unexpected situations such as natural disasters and epidemics that may occur during the election.
