Focus on promoting economic diplomacy development

(QBĐT) - With the desire for development, Quang Binh has been focusing on effectively implementing the Party's guidelines and policies, the State's policies and laws on economic diplomacy to serve the country's development. Thereby, making practical contributions to the local socio-economic development.

Quang Binh has seriously grasped and implemented the Party's guidelines and policies, the State's policies and laws, and the province's programs and plans on economic diplomacy.

Implementing the directive of the Secretariat and the resolution of the Government , the Provincial Party Standing Committee issued Plan No. 117-KH/TU, dated August 10, 2023, on implementing economic diplomacy to serve national development until 2030 in the province. At the same time, the Provincial People's Committee also issued Action Plan No. 2020/KH-UBND, dated October 5, 2023, on implementing economic diplomacy to serve national development in the province for the period 2023-2026.

Notably, at the end of June 2023, in Hanoi, the province coordinated with the Ministry of Planning and Investment and the Hanoi People's Committee to successfully organize a conference to announce the Quang Binh Provincial Planning for the period 2021-2030, with a vision to 2050 and investment promotion in 2023, with the participation of many diplomatic missions, organizations, enterprises and foreign investors in Vietnam. With the theme "Bringing Quang Binh closer to investors", this important conference received the attention of domestic and foreign investors; at the same time, 29 enterprises and investors signed a memorandum of understanding on investment cooperation in the province, with a total registered capital of nearly 112,200 billion VND.

The provincial leaders also organized a working delegation to work and sign a Memorandum of Understanding on establishing friendly and cooperative relations between Quang Binh and Yamanashi Province (Japan) and promoting investment in Japan; in which, the Provincial People's Committee coordinated with the Vietnamese Embassy in Japan to organize a seminar "Meeting and Cooperation between Quang Binh and Tokyo" on September 22, 2023 in Tokyo. This is the first time the province has organized a large-scale investment promotion activity in Japan, thereby introducing the province's potentials, strengths, fields, and investment attraction projects to call for cooperation and investment from Japanese organizations and enterprises.

In addition, Quang Binh province actively met and worked with foreign representative agencies, organizations and enterprises to promote economic cooperation, such as: Attending conferences: "Meeting Thailand", "Meeting Japan"; the third Development Bridge forum organized by the Ministry of Foreign Affairs and Vietnam Economic Magazine in coordination with the People's Committee of Da Nang City; the conference on trade and investment promotion of provinces and cities of Vietnam and Laos organized by the People's Committee of Ho Chi Minh City in coordination with the Consulate General of Vietnam in Savannakhet; the forum on trade, investment and tourism cooperation to promote the East-West economic corridor and the CLV Development Triangle, organized by the Consulate General of the Socialist Republic of Vietnam in Pakse in coordination with the Government of Champasak province (Laos).

In addition, the province also worked with VidaXL Company (Netherlands), Econet Company (Finland) to learn about information, cooperation and investment opportunities; coordinated with Sakon Nakhon province (Thailand) to organize an exhibition to promote products and a conference to connect and meet for cooperation in economics, investment, trade and other fields between the two provinces in Sakon Nakhon province. At this event, 16 memorandums of understanding on business cooperation were signed by businesses of the two provinces.

Promoting the good sentiments and traditional, close friendship with the Lao PDR, Quang Binh province continues to coordinate with the Lao side to encourage and support provincial enterprises to invest, produce and do business in Laos. Specifically, the province has supported AMI Renewables Quang Binh Investment Joint Stock Company to invest in a wind power project in Sepon district, Savannakhet province with an expected capacity of 1,220MW, total investment of over 2 billion USD; Truong Thanh Construction Company No. 1 implemented a forestry and fruit tree planting project in Bualapha district, Khammouane province.

As a leading enterprise in the agricultural production sector of the province, especially focusing on building product value chains, Quang Binh Agricultural Corporation is currently researching to implement the Agricultural Development project in Kham Muon province. General Director of Quang Binh Agricultural Corporation Nguyen Xuan Ky shared: Kham Muon province has the strength of a large land area, suitable for developing agricultural crops. Currently, our company is surveying and establishing a project to develop crops suitable for the soil conditions of your province, especially crops that bring high economic value and efficiency.

According to the leader of the Quang Binh Department of Foreign Affairs, in addition to economic efficiency, ensuring energy and food security, the project's implementation in the border area adjacent to Vietnam will contribute to protecting national defense and border security, consolidating and maintaining the Vietnam-Laos land border in Quang Binh province to be peaceful, stable, friendly, cooperative and developed.

In 2023, at the Cha Lo-Na Phau International Border Gate, the authorities handled procedures for more than 230,000 vehicles entering and leaving the country; nearly 35,000 cargo declarations, cargo weight of more than 4.2 million tons; cargo value of 2.1 billion USD, tax payment of more than 374 billion VND. In recent years, Cha Lo has been one of the fastest growing border gates among the pairs of border gates between Vietnam and Laos.

In particular, in recent years, Quang Binh province has closely coordinated with Khammouane province, creating all favorable conditions, quickly handling customs procedures at Cha Lo-Na Phau International Border Gate; promoting administrative procedure reform, customs modernization, effectively implementing the VNASS/VCIS automatic customs clearance system, national single window mechanism, ASEAN single window mechanism; online public services, 24/7 tax collection,... to create maximum convenience for trade, import-export, and immigration activities through the border gate.

To continue promoting economic diplomacy, in the coming time, Quang Binh will focus on developing traditional friendly and cooperative relations with the provinces of the Lao PDR, especially building a comprehensive friendly and cooperative relationship with the two provinces of Khammouane and Savannakhet, in which economic cooperation will be strengthened, creating mutual benefits between the two sides. Actively coordinate with central ministries, branches, and Vietnamese representative agencies abroad to promote and introduce the image of Quang Binh province, its potentials, policies to attract and call for investment, and effectively organize investment promotion activities, trade, and tourism abroad, focusing on traditional markets such as Japan, Korea, Europe, America, etc. In particular, focusing on calling for investment projects in areas where the province has potential and strengths, such as: Tourism, services, processing of agricultural, forestry, aquatic products, and renewable energy.

In addition, the province promotes and innovates the work of mobilizing and attracting ODA and NGO capital to develop infrastructure and sustainable socio-economic development. Enhance the efficiency of management and use of ODA and NGO capital. Coordinate with Yamanashi province to promote and implement cooperation activities between the two provinces in economics, education-training, tourism, industry, agriculture, science-technology, etc. Continue to support AMI Renewables Quang Binh Investment Joint Stock Company to successfully invest in a wind power project in Savannakhet province and other enterprises of Quang Binh province to invest in provinces of Laos.
