Preparing to apply new standards on domestic wastewater treatment

Tay Ninh province is preparing to enter an important phase in environmental protection when implementing the National Technical Regulation on on-site wastewater treatment facilities and equipment - QCVN 98:2025/BNNMT, expected to take effect from February 26, 2026. This is considered an important legal tool to control domestic wastewater pollution, improve quality of life and protect public health.

According to information from the Department of Agriculture and Environment, recently, the amount of domestic wastewater generated in residential areas, urban areas, markets, restaurants, eateries, service establishments, motels, accommodation areas, small and retail production facilities, etc. is increasing. Most of it is only preliminarily treated through traditional septic tanks or even discharged directly into the general drainage system. Many existing works do not meet technical requirements, lack of separation of garbage, grease, sludge; do not have storage areas; sludge is not periodically pumped; ... leading to leakage, bad odor and dirty water seepage into the ground, polluting surface water and groundwater.

Recently, the amount of domestic wastewater generated in residential areas, urban areas, markets, restaurants, eateries, service establishments, motels, accommodation areas, small and retail production establishments, etc. has been increasing.

Phan Cong Hoi, Head of the Department of Environment and Climate Change, said: “This situation directly affects the urban environment and people’s lives. Without a comprehensive solution, the risk of pollution will become increasingly serious.”

"On August 27, 2025, the Ministry of Agriculture and Environment issued Circular No. 53/2025/TT-BNNMT with QCVN 98:2025/BNNMT. The new standard details the design, installation, operation and certification of conformity for wastewater treatment facilities and equipment at the household, small and retail scale, service and tourism areas, craft villages, etc. This is the legal foundation to help control the quality of wastewater treatment right from the source" - Mr. Phan Cong Hoi informed.

QCVN 98:2025/BNNMT standard stipulates that wastewater treatment facilities or equipment must have garbage and grease separators, air-flow zones and sludge storage areas for at least one year. The structure must be waterproof, leak-proof, odor-free and operate safely. The output wastewater must meet the limit values ​​of pollution parameters, depending on the treatment capacity. Pre-manufactured modular equipment must have a certificate of conformity and be declared conformant before installation.

Deputy Director of the Department of Agriculture and Environment Nguyen Tan Thuan said that the Department has requested the People's Committees of communes and wards to review all establishments that generate domestic wastewater but do not have standard treatment facilities, especially restaurants, eateries, markets, car washes, motels and concentrated service areas.

At the same time, propaganda and guidance work is being carried out so that facilities can clearly understand the technical requirements and promptly implement them. The goal is that by February 26, 2026, 100% of wastewater generating facilities must have a treatment system that meets the prescribed standards.

Ms. Nguyen Thi Lan - owner of a food establishment in Long An ward, shared: "The new standards are very important for public health. When I receive detailed instructions and technical support, I will implement them immediately. This is also the responsibility of business households."

Representatives of Ben Luc Market Management Board also affirmed that applying the standards will help reduce odors, limit wastewater spills into the environment and create more favorable conditions for business activities.

The synchronous implementation of the new standards is expected to significantly improve the quality of the urban environment, protect water resources and improve the quality of people's lives. The specialized agency also emphasized the need to strengthen inspection and supervision so that the standards are applied seriously and effectively.

The application of QCVN 98:2025/BNNMT is not only a step forward in environmental management but also an opportunity to raise public awareness, promote businesses to proactively fulfill their responsibility to protect the environment, contributing to building a green, clean, beautiful urban area for the health of all people./.
