The Government requested preparations to organize a military parade to celebrate the 80th anniversary of the August Revolution and National Day September 2.

The Government assigned the Ministry of National Defense and the Ministry of Public Security to coordinate with relevant ministries and agencies to proactively prepare and organize a military parade to celebrate the 80th anniversary of the August Revolution and National Day on September 2.

The Government requested the effective implementation of the Politburo 's Resolutions on: science and technology, innovation, national digital transformation; international integration; law making and enforcement; and private economic development.

The Resolution clearly states that the target of GDP growth for the whole country in 2025 is to reach 8% or more; prepare plans and roadmaps to adjust prices appropriately for a number of goods and services whose prices are managed by the State based on a comprehensive and thorough assessment of the impact of price adjustment on inflation, production and business activities of enterprises and people's lives to ensure inflation control according to the set target.

The Ministry of Finance shall preside over and coordinate with agencies and localities to strengthen financial and state budget discipline; expand the collection base, strictly manage revenue sources, especially revenue from e-commerce and food services; complete the implementation of electronic invoices generated from cash registers in the second quarter of 2025; strive to increase state budget revenue by over 15% in 2025; submit to the Prime Minister the organization of a conference in June 2025 on attracting and promoting investment in programs and projects to promote socio-economic development, achieving the growth target of 8% or more in 2025 and double digits in the following years.

The State Bank of Vietnam shall preside over and coordinate with agencies and localities in operating monetary policies and banking activities in accordance with macroeconomic developments and set targets, stabilizing the monetary and foreign exchange markets and ensuring the safety of the credit institution system; striving to reduce lending interest rates; directing credit to production and business sectors, priority sectors, and growth drivers, striving for credit growth in 2025 to reach at least about 16%.

At the same time, strengthen the management of the gold market, inspect, examine and strictly handle violations according to regulations; urgently submit to the Government in the second quarter of 2025 the Decree amending and supplementing a number of articles of Decree No. 24/2012/ND-CP on the management of gold trading activities.

The Government also requires focusing on building and perfecting institutions and laws in conjunction with rearranging the apparatus, administrative units and organization of two-level local governments; effectively and substantially reforming administration, removing obstacles for production and business, and unleashing all resources for development. Ensuring that two-level local governments operate smoothly and continuously; to be completed before June 30, 2025.

The Government also requested to resolve 2,212 difficult, stuck, and long-standing projects with a total cost of nearly VND5.9 trillion and over 347,000 hectares of land.

The Ministry of Construction shall preside over and coordinate with agencies and localities to resolutely implement the North-South expressway component projects in the East for the 2021-2025 period, the Cao Lanh - An Huu expressway project... ensuring the goal of completing at least 3,000 km of expressway, over 1,000 km of coastal road, determined to complete the entire North-South expressway from Cao Bang - Ca Mau in 2025; speed up the progress of the Long Thanh International Airport project to complete in 2025; speed up the progress of Gia Binh airport, start construction of Phu Quoc airport, Con Dao airport, Ca Mau airport; urgently implement investment preparation procedures to start construction of the Lao Cai - Hanoi - Hai Phong railway project on December 19 at 5 locations in localities.

The Ministry of Culture, Sports and Tourism will preside over and coordinate with agencies and localities to focus on implementing the 2025 Summer Tourism Stimulus Program; promote tourism promotion activities, and complete the goal of welcoming 22-23 million international tourists and serving 130 million domestic tourists in 2025.

The resolution also clearly states that national defense, security, social order and safety must be firmly ensured; foreign affairs and international integration activities must be effectively and substantially implemented; and the work of preventing and combating corruption, negativity and waste must be resolutely carried out. The Ministry of National Defense and the Ministry of Public Security must coordinate with relevant ministries and agencies to proactively prepare and organize military parades to celebrate the 80th anniversary of the August Revolution and National Day (September 2).
