(BLC) - Determining that the work of protecting, caring for andeducating children is of great importance to the future generations of the country, in recent years, all levels and sectors in the province have organized many specific and practical activities. Thereby, creating all conditions and a favorable environment for children to study and play, ensuring their basic rights for comprehensive development.
Comrade Nguyen Thi Thuy - Deputy Director of the Department of Labor, War Invalids and Social Affairs (LĐ-TB&XH) assessed: The work of protecting, caring for and educating children in the province has always received attention from all levels and sectors; the awareness and responsibility of families, schools, communities and society towards the work of protecting and caring for children are increasingly raised. Therefore, many assistance activities and charity movements to help children are increasingly diverse and bring practical results.
Along with that, the work of health care and nutrition for children has been significantly improved, especially improving the physical and mental health of disadvantaged children, children in remote areas, and areas with special difficulties. The number of schools meeting national standards and the rate of children attending school at the right age is increasing; the construction of a safe and healthy living environment for children is focused on; the material, cultural, spiritual life and rights of children are increasingly guaranteed. It can be seen that children in the province are basically cared for and cared for comprehensively in all aspects to develop physically and mentally.
Children in the province are provided with an environment to learn and play for comprehensive development.
However, there are still difficulties in protecting, caring for and educating children. In particular, investment resources for child care and protection are limited. The province lacks playgrounds and forms of entertainment suitable for children; the group of children at risk of falling into special circumstances is still latent at a high level; awareness of parents in remote areas is still low, they do not know how to protect and care for their children; some parents do not pay regular attention and care to their children due to being busy with work or many other reasons leading to the situation of children violating the law, accidents, drowning, children dropping out of school, children being sexually abused, children being subjected to violence... still occurring quite commonly.
Our province currently has nearly 170,000 children from 0 to 16 years old. Of which, more than 2,000 children are in special circumstances; nearly 83,000 children are at risk of falling into special circumstances. To do a good job of caring for children, the Department of Labor, Invalids and Social Affairs has implemented synchronous solutions. In particular, promoting the socialization of children's activities towards enhancing the responsibility of families, schools, communities and socio-political organizations; mobilizing contributions from domestic and foreign enterprises, organizations and individuals for children's work. Effectively using investment resources for children; strengthening the activities of the Children's Protection Fund, the Education Promotion Fund at all levels, especially the work of prevention, early detection and intervention and community-based care for children in special circumstances.
Ms. Nguyen Thi Thuy - Deputy Director of the Department of Labor, Invalids and Social Affairs added: In order to effectively carry out the work of caring for children, the sector proactively implements social security policies and social welfare programs; prioritizes groups of children in special circumstances and at risk of falling into special circumstances, children in remote areas, and ethnic minority areas. Launching emulation movements to build a safe and friendly environment for children. Annually, organizing forums and children's rights clubs, creating conditions and environments for children to participate in contributing to issues related to them.
Along with that, the industry also strengthens the inspection, monitoring, supervision and evaluation of the results of the implementation of tasks related to children; advises competent authorities to strictly handle organizations and individuals who abuse and commit violence against children, and seriously violate children's rights.
Localities in the province organize many playgrounds to help children develop healthily.
Thanks to the synchronous implementation of solutions, education and health care for children have been significantly improved, cultural and spiritual life, entertainment, social welfare and children's rights have been increasingly enhanced. Notably: the rate of preschool children attending school in the 2022-2023 school year reached 99.8%; the rate of primary school-age students attending school reached 99.9%; the rate of secondary school-age students attending school reached 94.3%. The rate of underweight children under 5 years old decreased to 17.8%; children under 6 years old were granted health insurance cards and the best medical examination and treatment at public medical facilities; 100% of children found to be infected with HIV were provided with free consultation and treatment services.
