Comrade Ly A Chu - Secretary of the Party Committee of Pu Dao commune said: Deeply aware of the humanistic meaning and important role of the program to eliminate temporary and dilapidated houses, the Party Committee and People's Committee of Pu Dao commune determined that this is a key political task, demonstrating the morality of "remembering the source of water when drinking water", the spirit of "leaving no one behind". Therefore, the commune widely propagates the content of the support policy to policy households, poor households, and near-poor households. At the same time, review and synthesize statistics on the number of temporary and dilapidated houses in the commune that need housing support in accordance with regulations. Coordinate with departments, branches, and organizations of the commune to mobilize members to support households with working days.
The Steering Committee is divided into 4 groups in charge of 4 villages in the commune, conducting a review and counting the number of households in need of housing support. The working groups closely follow the grassroots, coordinate with village chiefs and mass organizations to mobilize, propagate, and guide people to refer to suitable housing models according to Decision No. 1342/QD-UBND dated October 11, 2022 of Lai Chau Provincial People's Committee. From December 2024 to the end of April 2025, Pu Dao commune has reviewed the need to remove temporary and dilapidated houses with a total of 34 households in need. Of which, 11 households need to rebuild, 23 households need to repair.
People and militia of Pu Dao commune helped people of Hong Ngai village dismantle temporary houses and build new solid houses.
Accordingly, the National Target Program for Sustainable Poverty Reduction supports 17 houses (5 new houses, 12 houses repaired); Official Dispatch 102/CD-TTg dated October 6, 2024 of the Prime Minister supports 17 houses (6 new houses, 11 houses repaired); support from the Ministry of Public Security for 1 house (new construction). Thanks to the strong direction and consensus of the people, as of May 10, 2025, Pu Dao commune has completed 32/35 houses (10 new houses, 22 houses repaired), reaching 91.4% of the plan. The remaining houses are in the process of completion, expected to be handed over before May 30, 2025. Notably, Pu Dao commune has effectively mobilized local resources. Particularly, with the support capital from the National Target Program for Sustainable Poverty Reduction, households have contributed up to 465 million VND. With the temporary housing elimination program according to the Prime Minister's Official Dispatch 102, the total mobilized fund is 592.98 million VND, of which 7.98 million VND is from the "Bamboo Savings Tube" project and 585 million VND is contributed by households. In addition, the commune has mobilized over 200 working days from local forces such as unions, militia, farmers' association, women's association... to help disadvantaged households transport materials, build houses, and reduce labor costs.
To ensure the right subjects, progress and quality of the project, inspection and supervision work is carried out regularly and seriously by Pu Dao commune. The People's Committee of the commune has established a Housing Acceptance Team according to Decision No. 34/QD-UBND dated April 2, 2025, and issued Notice No. 225/TB-UBND dated April 14, 2025 on the schedule for inspection and acceptance of each project. Members of the Commune Steering Committee are responsible for monitoring progress, reporting weekly and ad hoc as required. Through inspection, newly built or repaired houses are of guaranteed quality, suitable for the living conditions and habits of the people.
Welcoming us into his solidly built house, Mr. Mua A Lung emotionally shared: “Before, my family only wanted a place to sleep without worrying about the wind, now that we have a solidly built house, my wife, children and I are very happy. Now that we have a new house, I will try to work hard, raise more pigs, grow more corn, and send my children to school properly.”

In addition to the positive results, the implementation process still encountered some difficulties. Many poor households did not have enough conditions to support or were not proactive in gathering materials. The mountainous terrain and degraded traffic made transportation difficult, and some small alleys were inaccessible to cars, leading to increased effort and affecting construction progress.
In the coming time, Pu Dao commune will continue to mobilize social resources and promote propaganda so that people understand their rights and responsibilities in improving their housing. The Commune Steering Committee strives to complete the goal of eliminating 100% of temporary and dilapidated houses before May 2025, in accordance with the direction of the province and district.
The program to eliminate temporary and dilapidated houses in Pu Dao not only provides shelter, but is also a vivid demonstration of the spirit of national solidarity and the care and concern of the Party and State for people in remote areas.
