In the process of implementing the new rural area (NTM) construction program in the province, the image of women is not only associated with the kitchen and rice fields but also present in community activities, where they become active factors, contributing to creating a green - clean - beautiful - civilized rural appearance. "Building a family of 5 no, 3 clean" is one of the outstanding, in-depth and sustainable movements implemented by women's unions at all levels in recent times. By implementing the movement well, women's union members have contributed to building sustainable NTM.

The campaign “Building a family of 5 no’s and 3 clean’s” was launched by the Central Committee of the Vietnam Women’s Union in 2010 nationwide with 8 criteria. Of which, there are 5 “5 no’s” criteria including: No poverty, no violations of the law and social evils, no domestic violence, no third or more children, no malnourished children and dropouts; 3 “3 clean” criteria including: Clean house, clean kitchen, clean alley.

Implementing the campaign, over the past decade, women's unions at all levels in the province have organized propaganda activities to raise awareness and responsibility of women and the community about the criteria, while integrating propaganda on environmental protection, natural disaster and epidemic prevention, and climate change adaptation, attracting over 53,280 HVPN participants.

To support households that meet the criteria of "Family of 5 no, 3 clean" or "Family of 5 yes, 3 clean" (for areas of advanced rural construction, model rural construction), the Provincial Women's Union has directed and assigned specific targets to the district level: each association mobilizes support for at least 5-7 households to meet the criteria of "5 no, 3 clean" sustainably or "Family of 5 yes, 3 clean"; register and carry out at least 1 project/part of work.

Up to now, 100% of districts and cities have plans to help and monitor households that have met the 8 criteria... The whole province has 89,565/126,985 households that have met the 8 criteria, accounting for 70.53%; 100% of grassroots Women's Unions have plans to deploy and register with Party committees and authorities to deploy and implement 1 project to contribute to building a new rural area and civilized urban areas. Thereby, 254 projects have been implemented.

In 2024, the association directed the launch of 21 models of "Safe villages for women and children", groups of parents with children aged 0-10 with 2,716 members, bringing the total number of models in the province to 119 models. Established 8 models of "Family of 5 haves, 3 cleans" with 480 members participating, bringing the total number of models in the province to 22 models with 1,400 members.

In carrying out the campaign, the association also mobilized HVPN and the people to clean up village roads and alleys, beautify the countryside, plant more trees, build flower beds, bulletin boards, billboards, hang flags along model and self-managed roads of the association..., attracting over 79,649 HVPN participants.

The campaign “Building a family of 5 no, 3 clean” does not stop at superficial activities but contributes to the implementation of the new rural criteria in a sustainable and effective manner. In order to implement environmental criteria, the association at all levels continues to train and propagate waste classification, limiting the use of plastic waste in households with effective and practical activities.

In 2024, the association coordinated to organize training to raise awareness and communication skills to reduce plastic waste for 120 core staff of the association in Dong Ha city; training on environmental protection regulations and instructions on classification and treatment of household solid waste for 345 households in Hai Lang district.

Organized 27 communication sessions on contents such as criteria of the campaign "Building a family of 5 yes, 3 clean", raising awareness of environmental protection, guiding the classification of household waste in residential areas; organized 43 training courses on waste classification and organic waste treatment for women; donated 4,256 trash cans/baskets, 40 shopping lanes, 1,500 environmentally friendly bags, 180 covers for organic waste treatment pits, 30 plastic bins, 30 tarpaulins, 315 kg of probiotics with a total value of more than 596 million VND.

Thanks to that, up to now, 100% of the association's facilities have implemented "Waste classification at source", organized the launch of 12 models of "Waste classification and treatment at households", bringing the total number of models in the province to 346 models. Replicate 12 models of "Green House", "Green Garbage Pit"... bringing the total number of models in the province to 36 models.

Through these models, resources have been created to help HVPN and poor children, those in especially difficult circumstances, to improve their lives. Another noteworthy point is that in many localities, the campaign "Building a family of 5 no, 3 clean" has been associated with livelihood development and sustainable poverty reduction. Models such as women helping each other to develop the economy, women's savings groups, piggy banks or "Revolving loan groups" not only create conditions for women to access capital and learn a trade but also support each other in difficult times.

In recent times, the campaign “Building a family of 5 no’s and 3 clean’s” in Quang Tri has become a bridge between the association’s activities and the daily lives of rural women. From there, it has aroused the spirit of self-reliance, self-reliance and community responsibility. The image of women is not only the “fire keeper” in the family but also the one who keeps the village clean and beautiful, the subject in the process of developing the homeland.

Currently, the program of building new rural areas in the province is entering a new phase. Along with efforts to complete the criteria in building new rural areas, many communes are implementing the construction of advanced new rural areas and model new rural areas. Implementing the campaign "Building a family of 5 no, 3 clean" is not only to meet the criteria but also to contribute to improving the quality of life for people in rural areas.
